{"id":1002309,"date":"2026-08-15T12:02:32","date_gmt":"2026-08-15T12:02:32","guid":{"rendered":"https:\/\/www.europesays.com\/us\/1002309\/"},"modified":"2026-08-15T12:02:32","modified_gmt":"2026-08-15T12:02:32","slug":"outside-survey-does-not-find-toxic-culture-at-jea-board-opts-for-executive-coaching-for-ceo-vickie-cavey","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/1002309\/","title":{"rendered":"Outside survey does not find toxic culture at JEA; Board opts for executive coaching for CEO Vickie Cavey"},"content":{"rendered":"<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\"><strong>JACKSONVILLE, Fla.<\/strong> \u2013 A months-long investigation into the workplace culture at JEA is now revealing what employees really had to say about working for CEO Vickie Cavey.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The investigation was launched after concerns were raised about a toxic work environment, possible retaliation and whether race played a role in how employees were treated.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The JEA Board of Directors met Friday to discuss the results of the investigation and, by the end, said Cavey should keep her job, but needs coaching.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cI think the board is pretty clear they\u2019re not looking to replace Vickie,\u201d JEA Board Chair MG Orender said.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Cavey is currently on an extended leave of absence for health reasons, and Jody Brooks has taken the reins as interim CEO.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\"><b>READ: <\/b><a href=\"https:\/\/www.documentcloud.org\/documents\/28556847-jea-employee-survey-report-8-4-202610\/#document\/p1\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.documentcloud.org\/documents\/28556847-jea-employee-survey-report-8-4-202610\/#document\/p1\"><b>Results of City Council\u2019s JEA employee survey<\/b><\/a><\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">An outside investigation into JEA\u2019s workplace culture found Cavey can be difficult to work for, but investigators did not substantiate claims that she created a toxic workplace, retaliated against employees or treated workers differently because of their race.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The investigation began after former JEA Chief of Staff Kurt Wilson raised concerns, and both the City Council and JEA launched their own external investigations in response.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cRacism, toxic environment, in that law firms and HR experience, that doesn\u2019t exist. But looking at the other one and going through the comments, there are some people who have issues, and we\u2019re going to try and address those and be the best we can be,\u201d Orender said.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">City Council surveyed 138 employees, 46 of whom said they interacted with Cavey regularly.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">On key trust and fairness items:<\/p>\n<ul class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 etvbxt font_openSans articleList\">\n<li class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Stack-vJ7SwH7U__StackBase-sc-1m5bkhd-0 evEXvX dsnUCb\">\n<p>55% of employees feel that employees who disagree with the CEO are treated fairly<\/p>\n<\/li>\n<li class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Stack-vJ7SwH7U__StackBase-sc-1m5bkhd-0 evEXvX dsnUCb\">\n<p>14% of employees have observed the CEO speaking negatively about employees behind their backs<\/p>\n<\/li>\n<li class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Stack-vJ7SwH7U__StackBase-sc-1m5bkhd-0 evEXvX dsnUCb\">\n<p>14% have observed behavior they would describe as intimidating or hostile,<\/p>\n<\/li>\n<li class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Stack-vJ7SwH7U__StackBase-sc-1m5bkhd-0 evEXvX dsnUCb\">\n<p>32% confirm fear of negative consequences for speaking up about CEO related concerns.<\/p>\n<\/li>\n<\/ul>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">At the same time, 86% of employees are satisfied with the company, and 81% would refer a friend or family member to work for JEA.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cWe\u2019re going to move forward. We have a really good board. We\u2019ve got a great group of employees here. And they love JEA. And that came through in the report,\u201d Orender said. \u201cEven if someone says, \u2018I didn\u2019t like this,\u2019 they love this place. Did you see the percentage? It said they would refer a family member to work here.\u201d<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Because of the nature of the allegations made by Wilson, JEA brought in an outside investigator with no connection to the utility.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">An attorney based in Tampa interviewed 65 JEA employees who work closely with Cavey, including two JEA board members.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The report says the evidence did not substantiate allegations of toxicity and racism, but it does provide a look inside Cavey\u2019s management style.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Employees described her as demanding and, at times, difficult to work for. Some said she can be reactive and interrupts employees while they are speaking.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">The attorney said that behavior was not characterized as disrespectful, but some employees said it has made them reluctant to speak up.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">\u201cTo have 15% or 20% that are not happy, we\u2019re gonna try and improve on that. So we\u2019ll work with our C-Suite and try and coach and improve those scores in the future,\u201d Orender said.<\/p>\n<p class=\"Box-_wrDxHtU__Box-sc-10sa3ie-0 Text-nO2aZ44r__TextBase-sc-s2hv5x-0 jJNfBD fSvavs article-text\">Cavey has to return from her leave within 60 days.
