{"id":1003684,"date":"2026-08-16T03:42:23","date_gmt":"2026-08-16T03:42:23","guid":{"rendered":"https:\/\/www.europesays.com\/us\/1003684\/"},"modified":"2026-08-16T03:42:23","modified_gmt":"2026-08-16T03:42:23","slug":"san-antonio-area-colleges-seek-workforce-pell-access","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/1003684\/","title":{"rendered":"San Antonio-area colleges seek Workforce Pell access"},"content":{"rendered":"<p class=\"wp-block-paragraph\">The first ever application window for Workforce Pell Grants access for non-academic certifications and training programs is currently open. <\/p>\n<p class=\"wp-block-paragraph\">At least a few San Antonio-area colleges have submitted programs for approval \u2014 in hopes they can soon offer this financial aid source to students.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cI had a big running list,\u201d said Christopher Williams, Alamo Colleges District director of workforce program development and performance.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cOnce we got the [guidelines] from the state\u2026 I was able to look at that slate of programs and determine which met the threshold,\u201d Williams added.<\/p>\n<p class=\"wp-block-paragraph\">Some basic qualifications were known before the final rules, which helped Williams and others sort through their offerings.\u00a0Programs must be offered by a nationally accredited and Pell Grant-eligible institution, be in existence for at least one year, between 8 to 14 weeks in length, or 150 to 599 hours of instruction, and meet high-skill, high-demand metrics.<\/p>\n<p class=\"wp-block-paragraph\">What rose to the top of the list once full guidance was issued in May was the <a href=\"https:\/\/www.alamo.edu\/academics\/program-finder\/ContinuingEducation\/cdl\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Commercial Driver License<\/a> program, Williams said, which leads to a Texas Class A license for professional truck drivers.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Workforce Pell is the long-awaited offshoot of traditional Pell Grants intended to offer access to the need-based federal financial aid to those seeking short-term, non-academic certificates and training programs.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">This expansion was approved in 2025 as part of the Trump Administration\u2019s \u201cOne Big Beautiful Bill Act,\u201d but official program qualification guidelines were issued by state and federal agencies until this summer.<\/p>\n<p class=\"wp-block-paragraph\">Because of these delays, Alamo Colleges officials expect the grants to be <a href=\"https:\/\/sanantonioreport.org\/workforce-pell-expansion-inches-forward-but-student-access-may-not-come-until-2027\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">accessible to students no earlier than 2027<\/a>.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">This first <a href=\"https:\/\/www.highered.texas.gov\/grants\/workforce-pell-grant-wpg-program\/\" data-type=\"link\" data-id=\"https:\/\/www.highered.texas.gov\/grants\/workforce-pell-grant-wpg-program\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">application window closes on Sept. 1<\/a>, and it is yet unclear when colleges can expect to hear back. But earlier this month, the Department of Education announced a college in Iowa earned <a href=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-education-approves-nations-first-workforce-pell-grant-program-iowa\" data-type=\"link\" data-id=\"https:\/\/www.ed.gov\/about\/news\/press-release\/us-department-of-education-approves-nations-first-workforce-pell-grant-program-iowa\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">the nation\u2019s first Workforce Pell approval<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">As of this week, the Texas Higher Education Coordinating Board had approved Alamo Colleges\u2019 request, but Williams and his team are now awaiting approval by the Department of Education.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201c[We] had to show basically that this is a high-quality program,\u201d Williams said. \u201cThey had us submit letters of support. \u2026 We put in our outcomes for everything from completion to those who attain their industry-recognized certification, their CDL-A.\u201d\u00a0<\/p>\n<p class=\"wp-block-paragraph\">The program has a completion rate of 86.27%, and out of those, 97.73% attain their CDL-A, Williams said.\u00a0<\/p>\n<p>Sifting through short-term programs<\/p>\n<p class=\"wp-block-paragraph\">Not every short-term program was meant to meet these qualifications. <\/p>\n<p class=\"wp-block-paragraph\">Other area technical colleges and universities that already offer certificate programs, such as Hallmark University and Universal Technical Institute, did not participate in this initial application process mainly due to the course length requirements, officials said.<\/p>\n<p class=\"wp-block-paragraph\">At Hallmark University, opportunities to earn certifications are baked into the curriculum for the overall degree program, explained Audrey Burner, community engagement and advancement officer. <\/p>\n<p class=\"wp-block-paragraph\">So while students do get the opportunity to earn these, they don\u2019t offer a separate pathway that aligns to Workforce Pell.\u00a0\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cIn addition, because we are taking a four-year degree and condensing it into four and a half to three years, even if we wanted to, I don\u2019t think we would be able to condense it much more,\u201d Burner said.<\/p>\n<p class=\"wp-block-paragraph\">In New Braunfels, the nonprofit workforce development organization <a href=\"https:\/\/skillpointalliance.org\/south-central-job-training\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Skillpoint Alliance<\/a> partnered with Texas State Technical College to offer their courses in the Central Texas region. This summer, the organization submitted a Workforce Pell application for its Manufacturing Technician program, an<strong> <\/strong>eight- to 10-week program with 175 hours of instruction.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Dulce Gruwell, South Central Texas site director with Skillpoint Alliance, said they adjusted the program length in weeks only, going from five to eight weeks, to meet the criteria.<\/p>\n<p class=\"wp-block-paragraph\">But the program has been at 175 hours of instruction since inception in 2020.\u00a0\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Tuition for this program is $5,000, but most participants pay little to no tuition, Gruwell said. Access to Pell Grants could help cover additional costs of education or living expenses that could otherwise keep students out of the program.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cWhat we\u2019re really hoping with this program is to provide an additional layer of financial support for our students,\u201d Gruwell said, adding their current classes are between 6-12 students but hope to expand the number of students.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Some programs that are close to aligning with the Workforce Pell qualifications can be adjusted to meet federal and state requirements. Credit: Amber Esparza \/ San Antonio Report<\/p>\n<p class=\"wp-block-paragraph\">At Alamo Colleges the CDL program already aligned to the requirements and had proven success metrics, Williams said.<\/p>\n<p class=\"wp-block-paragraph\">While the cost of tuition for the program is $5,500, Williams said only about 8% of their students pay full tuition, with the vast majority having some sort of tuition aid, some through Ready to Work \u2014 the <a href=\"https:\/\/sanantonioreport.org\/ready-to-work-partnership-alamo-colleges-connecting-the-dots\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">voter-approved workforce development program<\/a> for San Antonio residents.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe\u2019re going to have another opportunity, another way to offset the cost of the education for our learners,\u201d he said. \u201cIt will actually expand access to those who are not citizens of San Antonio or who do not qualify [for Ready to Work].\u201d<\/p>\n<p class=\"wp-block-paragraph\">Qualification for Pell Grants is based on financial need \u2014 dictated by a student\u2019s FAFSA application \u2014 and adjusted based on course load and cost of attendance.<\/p>\n<p class=\"wp-block-paragraph\">The federally approved maximum Pell award for the 2026-27 academic year is $7,395 and the minimum award is $740.\u00a0<\/p>\n<p class=\"wp-block-paragraph\">Any Pell Grants issued under the workforce program will impact the student\u2019s lifetime Pell Grant eligibility.
