Prosper<\/a>\u00a0officials have pressed pause on a proposed data center project, citing the need to review information about the Dallas-based developer\u2019s plans as similar projects face increased scrutiny across the state.<\/p>\n Dallas-based White Rose Partners<\/a> aims to build Project Tomahawk<\/a>, a data center on an approximately 37-acre site east of FM 1385 and south of Parvin Road in Denton County. The project still requires approval from the Prosper Town Council.\u00a0<\/p>\n The town\u2019s planning and zoning commission was set to review the proposal Tuesday, but the item was removed from the agenda. White Rose Partners could not be reached before publication.<\/p>\n \u201cProtecting residents\u2019 quality of life remains the Town\u2019s top priority, and any proposal will be held to our normal strict standards regarding traffic, infrastructure, and municipal services,\u201d the statement reads.<\/p>\n The proposal<\/p>\n White Rose Partners posted details about the project on a dedicated website<\/a>. Town staff declined to comment on the firm\u2019s proposal.<\/p>\n Article continues below this ad<\/p>\n \u201cBecause Project Tomahawk has not yet been presented to the Town Council or P&Z for formal discussion or consideration, it would be premature for staff to weigh in or offer a statement on a proposal at this stage,\u201d the town said in a statement.<\/p>\n The proposed data center\u2019s exact size is unclear, but it will be a single building covering less than 20% of the property. About 30% of the site is expected to be open green space. The project would be much smaller than many hyperscale data center projects, according to White Rose.<\/p>\n White Rose said the proposed data center could support several uses, from cloud computing to machine learning. The development would use a closed-loop cooling system that doesn\u2019t require a continuous water source. The same water would circulate through the system. The system would be filled initially with about 65% of the water required to fill a standard Olympic swimming pool, the developer said.<\/p>\n Article continues below this ad<\/p>\n Developers say the project is expected to use about 301 gallons of water a day. That usage would be roughly the same as a typical family, per estimates from the U.S. Environmental Protection Agency.<\/a><\/p>\n The proposed site adjoins the Brazos Electric Parvin Substation, meaning the data center wouldn\u2019t require a new substation or transmission lines. White Rose\u00a0would pay for infrastructure required to serve the project and would pay for the electricity it uses under a service agreement, the developer said.<\/p>\n The project\u2019s estimated electrical energy use has not been disclosed.<\/p>\n White Rose would also impose a 65 decibel maximum noise limit at the property boundary. A sound study conducted by Kimley Horn on the developer\u2019s behalf projected sound levels at surrounding locations of 42 to 55 decibels in a \u201cworst-case emergency scenario\u201d when all backup generators at the site are operating. For comparison, normal human conversation ranges from 60 to 70 decibels, according to Yale University<\/p>\n White Rose said it plans to include a sound-dampening screening wall or other screening around the mechanical equipment. It\u2019s unclear if the project will seek incentives or tax breaks. The firm did not respond to questions before publication.<\/p>\n White Rose Partners said its leadership team has delivered more than $11 billion in completed projects and 2,000-plus MW of commissioned data center capacity.<\/p>\n The firm, founded in 2020, is also developing Project Spring in Sand Springs, Okla., and Project Kilo Data Center in South Elgin, Ill.<\/p>\n Texas and data centers<\/p>\n The proposed Prosper project comes as North Texas finds itself in the midst of a data center boom<\/a> and growing scrutiny over the industry\u2019s effects.<\/p>\n Article continues below this ad<\/p>\n Dallas-Fort Worth ranked as the No. 1 primary data center market<\/a> in the world, based on factors such as land, power availability and political and regulatory conditions. North Texas has more than 10 gigawatts of planned capacity, according to Cushman & Wakefield\u2019s 2026 Global Data Center Market Comparison report. \u00a0<\/p>\n Several North Texas municipalities, including Denton<\/a>, Fort Worth<\/a> and Forney, are considering temporarily pausing data center developments through moratoriums. Westlake Town Council tabled a development agreement<\/a> for a proposed data center near Hillwood\u2019s Circle T Ranch campus after a county judge temporarily blocked the town from taking action on the project.<\/p>\n<\/p>\n
