At 13, I watched my mother struggle through repeated suicide attempts. As a child, I didn’t have the understanding or support to process what I was witnessing. Experiences like that don’t simply fade with time. They leave wounds that often go unnoticed until it’s too late.

Years later, after serving in the U.S. Navy, I recognized those same invisible wounds in far too many of my fellow veterans. Here in Pinellas County and across the Tampa Bay region, I’ve seen veterans come home, turn to Veterans Affairs (VA) for help, only to encounter delays or receive little more than a prescription before being sent on their way.

I also know that when mental healthcare falls short, it isn’t only those who served that suffer. Spouses, children, parents and loved ones carry that burden too. No veteran should have to walk this path alone, and their families should never have to wonder whether the system meant to catch them will keep failing to show up on time.

Congress has a critical opportunity to close this gap by passing the Take Care of America’s Veterans Act this Fall.

The need for reform is clear. Six in 10 VA facilities nationwide are missing the 20-day mental health wait-time standard established under the VA MISSION Act of 2018. Since its passage, veterans in Orlando seeking post-traumatic stress disorder-specific care have still faced average waits of 43 days for an initial appointment — more than double the standard.

The legislation will require veterans in urgent need of inpatient mental health treatment to receive a diagnosis within 48 hours and placement into treatment within the following 48 hours. It will also strengthen access standards, ensure veterans are informed of their options when the VA cannot meet them, and reinforce their ability to receive timely treatment through community providers.

For the thousands of veterans who call Florida home, the impact would be immediate. For example, the Bay Pines VA Healthcare System serves veterans across our community, but demand continues to outpace capacity. This bill holds the VA accountable for providing veterans with a clear path to care when it can’t keep up.

When we fought for the MISSION Act, we saw heartbreaking headlines about veterans taking their own lives in VA parking lots after turning to the system for help. Nearly 10 years later, those headlines remain. Just this month, a new study found that suicidal thoughts among veterans rose nearly 50% in the last five years. That is indicative of a system continuing to fail our veterans.

While no single piece of legislation can solve every challenge facing veterans’ healthcare, those staggering numbers and tragic losses remind us that timely access to treatment remains a matter of life and death.

Opponents of the bill have focused on a disability ratings rule that VA officials testified will be implemented at the end of the fiscal year regardless of whether the bill becomes law. We can’t let that debate overshadow the dozens of critical reforms in the Take Care of America’s Veterans Act that would strengthen mental healthcare, enhance transparency, codify access to community providers, support caregivers, and bring innovation to the VA.

The men and women who served our country answered the call when America needed them. Now Congress must answer theirs. Florida veterans need the confidence that when they ask for help, the VA will be there to provide it. The Take Care of America’s Veterans Act undoubtedly moves us in that direction, and our veterans deserve nothing less.

___

William Huff is a retired First Class Petty Officer with experience serving in the U.S. Navy and Director of Grassroots Operations at Concerned Veterans for America.

William Huff.
