California must cut its usage by about 12%, \u00a0while Nevada and Arizona will make even bigger reductions of 28% and 31% respectively.<\/p>\n

The Colorado provides drinking water for over 40 million people across seven states, 30 tribal nations and two Mexican states, also generating hydropower and sustaining almost 5.5 million acres of farmland.<\/p>\n
The federal action comes after years of negotiations failed to result in an agreement. The three downstream states (California, Arizona and Nevada) deadlocked with upstream states (Colorado, Utah, Wyoming and New Mexico). An original compact reached in 1922 under the Colorado River Compact failed to anticipate that a century later, there would not be enough water to fulfill the pact\u2019s promises.<\/p>\n
Although the decision does not currently require cuts of the four upstream states, the federal government is providing $350 million to lower states to support water conservation efforts and $100 million for upper states, using funds from the Biden administration\u2019s Inflation Reduction Act. It will be utilized to pay agencies to leave water in Lake Mead, and for farmers to leave fields dry, the Los Angeles Times<\/a> reports. Efforts are also reportedly underway to negotiate with Mexico. For decades, U.S. states have diverted so much water that in most years, the river no longer reaches the sea in Mexico, where a once thriving delta of wetlands and forest has become a parched, barren riverbed.<\/p>\n A critical situation<\/strong><\/p>\n The situation is dire.\u00a0 Lake Mead is only 27% full, while Lake Powell is at just 22% of capacity.\u00a0 Snowfall in the Rockies was a record low over the winter and climate change is fueling hotter, drier conditions.<\/p>\n Doing nothing would risk forcing Hoover and Glenn Canyon dams to shut off turbines that generate electricity and restrict water flow downstream, if water levels drop much more.<\/p>\n Though Governor Gavin Newsom has seldom seen eye-to-eye with the Trump administration on key issues, Gov. Newsom praised this decision, stating that \u201cthe federal plan is \u201cnecessary to protect the river.\u201d But he adds, \u201cAny long-term solution must share responsibility fairly across all seven states.\u201d<\/p>\n San Diego has been preparing for years<\/strong><\/p>\n San Diego is better positioned than most areas to withstand the cuts, since our region has been anticipating this and investing in projects such as the Pure-Flo water reclamation plant to recycle water \u00a0for drinking, desalinization, and increasing water storage capacity, such as deepening the San Vicente Reservoir with the nation\u2019s largest dam raise, as well as water conservation.<\/p>\n Photo, right: San Vicente in Lakeside, site of the nation\u2019s largest dam raise San Diego County Water Authority\u2019s General Manager Dan Denham issued a statement calling the future of the Colorado River \u201ccritical to the entire Southwest,\u201d adding, \u201cWe must continue to manage this shared resource with urgency and care as climate pressures intensify.\u201d He said California remains committed to working with parties across the Basin states to implement the new operational rules while minimizing impacts to communities that rely on the river.<\/p>\n \u201cLooking ahead, continued collaboration and innovative management strategies will be essential,\u201d he says, adding, \u201cAt the same time, San Diego County communities can rest assured that the Water Authority is well positioned to maintain our economy and quality of life. Decades of local and regional investments have created one of the nation\u2019s most resilient and diversified water portfolios, providing stability and flexibility even in times of uncertainty. Through continued conservation, strategic planning, and the development of new local supplies \u2013 including repurified water \u2013 we will continue to meet the region\u2019s water needs for decades to come in partnership with our 22 member agencies.\u201d<\/p>\n \u00a0<\/p>\n Helix Water District is one of East County\u2019s largest water districts.\u00a0 Director Kathleen Coates-Hedberg provided this statement in an e-mail to East County Magazine.<\/p>\n \u201cWater reliability comes from decades of planning, investment (rate increases), conservation and difficult decisions made before a crisis arrives.\u00a0The Lower Basin has demonstrated that we are willing to do our part, and San Diego has made significant investments in conservation and water supply diversification to prepare for uncertainty.\u201d<\/p>\n She adds, \u201cThe Colorado River is a shared resource, and its future requires a shared solution. All seven Basin states have a stake in its long-term health and we need a solution that is equitable, and reflects in the river\u2019s actual hydrology.
