Click or tap to follow the link.\" href=\"https:\/\/www.insidesandiego.org\/mayors-desk-affordable-housing-san-diego-explained\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.insidesandiego.org\/mayors-desk-affordable-housing-san-diego-explained&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw14QYvSdNGprAiq6SajRa3j\">area median income for San Diego County is $119,500 for a family of four,<\/a>\u00a0making it impossible for the average family to purchase.<\/p>\n<p>The solution seems simple: Build more homes. But to do this our elected leaders need to help make building more affordable by further streamlining the permitting process, reducing or waiving excessive permit fees, encouraging innovative construction methods and encouraging creative home financing options.<\/p>\n<p>Since\u00a0<a id=\"m_4891650307713304158OWA36f55e51-dec3-0bd2-6cc0-d2adfe95a7d6\" href=\"https:\/\/www.macrotrends.net\/global-metrics\/cities\/23129\/san-diego\/population\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.macrotrends.net\/global-metrics\/cities\/23129\/san-diego\/population&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw1tnAzkPZ5-Pmld-5VhcTG9\">1980, San Diego County\u2019s population has grown dramatically from around 1.86 million to over 3.25 million \u2014 a 75% increase<\/a>. But housing construction hasn\u2019t kept up. A key reason is the misuse of the <a id=\"m_4891650307713304158OWAe086d7e4-d2e7-1163-97a3-da8543af4382\" href=\"https:\/\/oag.ca.gov\/environment\/ceqa\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/oag.ca.gov\/environment\/ceqa&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw3sljaicZKFIGDMo-ICkKQm\">California Environmental Quality Act<\/a> (CEQA), often to delay or block new housing. Some projects were never proposed due to fear of lawsuits.<\/p>\n<p><a id=\"m_4891650307713304158OWA576dbb7a-3a2a-ebc9-19b6-ee9ab52d94fa\" href=\"https:\/\/www.sandiegouniontribune.com\/2025\/07\/01\/california-just-overhauled-its-main-environmental-law-heres-what-it-means-for-san-diego\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.sandiegouniontribune.com\/2025\/07\/01\/california-just-overhauled-its-main-environmental-law-heres-what-it-means-for-san-diego\/&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw1faHm4GNN69tgZ83kcl7cX\">Gov. Gavin Newsom\u2019s recent signing of AB 130 and SB 131 aims to reform CEQA<\/a>, reducing delays while maintaining environmental protections. These laws may face legal challenges, but they\u2019re a necessary step toward solving our housing crisis and deserve our support.<\/p>\n<p>One proposed solution to increase housing was to loosen up the building requirements for auxiliary dwelling units. However, <a id=\"m_4891650307713304158OWAd08abfa0-2604-b713-00e8-b7e1236ef737\" title=\"Protected by Outlook: https:\/\/obrag.org\/2024\/10\/plans-for-17-adus-in-back-yard-upset-clairemont-neighbors\/. Click or tap to follow the link.\" href=\"https:\/\/obrag.org\/2024\/10\/plans-for-17-adus-in-back-yard-upset-clairemont-neighbors\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/obrag.org\/2024\/10\/plans-for-17-adus-in-back-yard-upset-clairemont-neighbors\/&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw1lVsaR4qBCQYCKYXpS0gm7\">plans to build multiple ADUs on a single-family residential lot outraged neighborhoods<\/a>.<\/p>\n<p>Recognizing that many\u00a0<a id=\"m_4891650307713304158OWA9c9a53fb-3dd5-4cc2-6bbe-759edcd656df\" title=\"Protected by Outlook: https:\/\/obrag.org\/2024\/10\/plans-for-17-adus-in-back-yard-upset-clairemont-neighbors\/. Click or tap to follow the link.\" href=\"https:\/\/obrag.org\/2024\/10\/plans-for-17-adus-in-back-yard-upset-clairemont-neighbors\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/obrag.org\/2024\/10\/plans-for-17-adus-in-back-yard-upset-clairemont-neighbors\/&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw1lVsaR4qBCQYCKYXpS0gm7\">neighborhoods do not support the unchecked construction of oversized ADU developments<\/a> on single-family lots, the city has taken steps to tighten its ADU regulations, limiting the number of units allowed per parcel.<\/p>\n<p>For some communities, however, these massive ADU projects have caused lasting and irreversible damage. It\u2019s also clear that residents are firmly opposed to high-density, high-rise developments in traditional residential areas such as Pacific Beach. <a id=\"m_4891650307713304158OWA196a7d89-6487-9755-51cc-6f124282b5c0\" title=\"Protected by Outlook: https:\/\/fox5sandiego.com\/news\/local-news\/controversial-23-story-high-rise-sparks-fresh-outcry-in-pacific-beach\/. Click or tap to follow the link.\" href=\"https:\/\/fox5sandiego.com\/news\/local-news\/controversial-23-story-high-rise-sparks-fresh-outcry-in-pacific-beach\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/fox5sandiego.com\/news\/local-news\/controversial-23-story-high-rise-sparks-fresh-outcry-in-pacific-beach\/&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw1t8WD6wCekDAmTAY8PVuYB\">The controversial 23-story tower proposed for that community<\/a> triggered widespread backlash and urgent calls from residents to shut it down completely.<\/p>\n<p>Voters are also furious over the newly approved trash fee, which turned out to be far higher than what was originally promised under Measure B. Voters were told the fee would range from $23 to $29 a month, but the actual base rate <a id=\"m_4891650307713304158OWA8c3e2b86-3b68-e414-f2fe-07d5a8c3298f\" title=\"Protected by Outlook: https:\/\/www.sandiego.gov\/environmental-services\/trash-service-updates\/fee-calculator. Click or tap to follow the link.\" href=\"https:\/\/www.sandiego.gov\/environmental-services\/trash-service-updates\/fee-calculator\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.sandiego.gov\/environmental-services\/trash-service-updates\/fee-calculator&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw14_0riPax9ROeAJANWd12v\">approved is $43.60 a month<\/a>.<\/p>\n<p>This bait-and-switch has left many feeling betrayed and has made homes even less affordable. The San Diego City Council is also considering massive rate hikes to water and sewer services, with a proposed 62% water rate increase and 31% sewer rate hike over the next four years, and the hits keep coming.<\/p>\n<p><a id=\"m_4891650307713304158OWA3c5f6c63-114b-685c-737b-15a0d39a2405\" title=\"Protected by Outlook: https:\/\/fox5sandiego.com\/news\/local-news\/san-diego-parking-changes-what-to-know-after-city-council-vote\/. The overall cost of living in San Diego is among the highest in the country. For\u00a0older adults, young families and professionals alike, the pressure is constant and unsustainable.<\/p>\n<p><a id=\"m_4891650307713304158OWA01ab8c83-b980-f062-83a1-96b33829e4f9\" title=\"Protected by Outlook: https:\/\/www.axios.com\/local\/san-diego\/2024\/12\/17\/san-diego-cost-of-living-task-force-comittee-elo-rivera. Click or tap to follow the link.\" href=\"https:\/\/www.axios.com\/local\/san-diego\/2024\/12\/17\/san-diego-cost-of-living-task-force-comittee-elo-rivera\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.axios.com\/local\/san-diego\/2024\/12\/17\/san-diego-cost-of-living-task-force-comittee-elo-rivera&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw36fa_ARHdDdfUvHTWBCvqF\">San Diego\u2019s cost index is now more than 46% above the national average.<\/a><\/p>\n<p><a id=\"m_4891650307713304158OWA73f4110e-4d6f-6e82-8250-4578a5803010\" title=\"Protected by Outlook: https:\/\/www.sandiegouniontribune.com\/2024\/03\/29\/will-people-continue-to-move-away-from-san-diego-county\/. Click or tap to follow the link.\" href=\"https:\/\/www.sandiegouniontribune.com\/2024\/03\/29\/will-people-continue-to-move-away-from-san-diego-county\/\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.sandiegouniontribune.com\/2024\/03\/29\/will-people-continue-to-move-away-from-san-diego-county\/&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw2IG9Ztz4jtDAXVc9pEijvC\">Nearly 31,000 more people left San Diego County than moved here<\/a>\u00a0from July 2022 to July 2023, because of years of poor policy decisions, misguided leadership, excessive spending and fiscal mismanagement.<\/p>\n<p>As a result, San Diego now ranks as the <a id=\"m_4891650307713304158OWA108dc6b8-bcc6-49ae-30ab-b257d21271ce\" title=\"Protected by Outlook: https:\/\/timesofsandiego.com\/business\/2025\/06\/22\/san-diego-top-10-most-expensive-cities-in-us\/. Mobile home parks,\u00a0<a id=\"m_4891650307713304158OWA9986bacd-ab41-e4a7-4aa5-9e7698f44b25\" href=\"https:\/\/www.nerdwallet.com\/article\/mortgages\/modular-vs-manufactured-homes\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.nerdwallet.com\/article\/mortgages\/modular-vs-manufactured-homes&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw3-84EIZsPzvpFRW1czlW25\">modular and manufactured homes<\/a> offer faster, more affordable solutions, but San Diego hasn\u2019t approved a new\u00a0<a id=\"m_4891650307713304158OWA56f8c87c-f4e1-f8e4-90dc-fa242e5d8f52\" href=\"https:\/\/www.sandiegocounty.gov\/content\/sdc\/deh\/lwqd\/lu_mobile_homes.html\" target=\"_blank\" rel=\"noopener\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/www.sandiegocounty.gov\/content\/sdc\/deh\/lwqd\/lu_mobile_homes.html&amp;source=gmail&amp;ust=1753461993044000&amp;usg=AOvVaw1OlzdBAtTiqsWvq7dqyW8C\">mobile home park in nearly 50 years<\/a>.<\/p>\n<p>With smart planning, strong leadership and a renewed focus on housing, we can expand these options and bring affordability back to America\u2019s finest city.<\/p>\n<p>Powell is a former San Diego Association of Realtors vice president and San Diego County Board of Education member.
