But that number may not paint the full picture, as critics nationwide worry about the rise of surveillance. <\/p>\n<p>While <a href=\"https:\/\/jaxtoday.org\/2026\/08\/13\/flock-cameras-changes\/\" data-type=\"link\" data-id=\"https:\/\/jaxtoday.org\/2026\/08\/13\/flock-cameras-changes\/\" rel=\"nofollow noopener\" target=\"_blank\">Flock Safety<\/a> credits its cameras that easily share footage with helping solve 10% of reported crime across the country, complaints about leaks, <a href=\"https:\/\/www.fox10tv.com\/2026\/08\/18\/officer-accused-misusing-flock-cameras-track-estranged-ex-wife-more-than-700-times-police-say\/\" rel=\"nofollow noopener\" target=\"_blank\">abuse of power<\/a> and lack of transparency are causing <a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/florida-city-suspends-use-flock-cameras\/2d2aec13-4f71-4561-a1b4-8a32c93569c4\/\" data-type=\"link\" data-id=\"https:\/\/www.actionnewsjax.com\/news\/local\/florida-city-suspends-use-flock-cameras\/2d2aec13-4f71-4561-a1b4-8a32c93569c4\/\" rel=\"nofollow noopener\" target=\"_blank\">some cities to distance themselves<\/a> from the controversial technology startup that boasts 120,000 devices coast to coast.\u00a0\u00a0<\/p>\n<p>Jacksonville is seeing its own share of debate. It bubbled up online on Aug. 10, when a photo of a Flock camera pointed at a pool in the Mezza Premier Apartments in north Jacksonville was <a href=\"https:\/\/www.reddit.com\/r\/jacksonville\/comments\/1vky8zk\/flock_camera_over_community_pool\/\" rel=\"nofollow noopener\" target=\"_blank\">posted on Reddit<\/a>. A visit to the complex by Jacksonville Today confirmed the camera\u2019s existence.<\/p>\n<p><img data-dominant-color=\"606869\" data-has-transparency=\"false\" style=\"--dominant-color: #606869;\" decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/08\/IMG_9812-1024x768.jpg\" alt=\"A Flock camera at Mezza Premier Apartments is seen on Thursday, Aug. 13, 2026. | Elizabeth Caldwell, Jacksonville Today\" class=\"wp-image-119296 not-transparent wpsmartcrop-image\" data-smartcrop-focus=\"[50,50]\"\/>A Flock camera is seen at Mezza Premier Apartments in north Jacksonville on Thursday, Aug. 13, 2026. | Elizabeth Caldwell, Jacksonville Today<\/p>\n<p>Commenters questioned who might be able to see footage recorded in sensitive areas like pools. \u00a0<\/p>\n<p>According to government records, <a href=\"https:\/\/search.sunbiz.org\/Inquiry\/CorporationSearch\/SearchResultDetail?inquirytype=EntityName&amp;directionType=Initial&amp;searchNameOrder=MEZZA%20B190000001000&amp;aggregateId=forlp-b19000000100-0cec027b-ce5d-451a-bb3d-b9b819bb68bb&amp;searchTerm=mezza%20&amp;listNameOrder=MEZZA%20B190000001000\" rel=\"nofollow noopener\" target=\"_blank\">Mezza Premier<\/a> is owned <a href=\"https:\/\/www.sec.gov\/Archives\/edgar\/data\/1660918\/000110465926053001\/tm2612854d1_partii.htm\" data-type=\"link\" data-id=\"https:\/\/www.sec.gov\/Archives\/edgar\/data\/1660918\/000110465926053001\/tm2612854d1_partii.htm\" rel=\"nofollow noopener\" target=\"_blank\">by Fundrise<\/a>, a company headquartered off Dupont Circle in Washington, D.C.\u00a0Aside from owning about 9,000 residential units nationwide, Fundrise manages a tech-heavy <a href=\"https:\/\/fundrise.com\/vcx\" rel=\"nofollow noopener\" target=\"_blank\">investment fund<\/a> holding $23 million worth of Flock as of March.\u00a0<\/p>\n<p>A second Flock camera at another Fundrise community in Jacksonville, The Ridley, was confirmed by Jacksonville Today. <\/p>\n<p>Neither Flock nor Fundrise returned phone calls or emails requesting comment.\u00a0<\/p>\n<p><img data-dominant-color=\"6b7788\" data-has-transparency=\"false\" style=\"--dominant-color: #6b7788;\" fetchpriority=\"high\" decoding=\"async\" width=\"768\" height=\"1024\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/08\/IMG_9828-1-768x1024.jpg\" alt=\"\" class=\"wp-image-119301 not-transparent\"  \/>A Flock camera is seen at The Ridley apartment complex in Jacksonville on Monday, Aug. 17, 2026. | Elizabeth Caldwell, Jacksonville Today<\/p>\n<p>JSO and other law enforcement agencies could have access to the pool-watching devices.\u00a0(A spokesperson for JSO said the agency has access to some privately held cameras but declined to elaborate.) <\/p>\n<p>Flock promotes partnerships between police and residential communities, with 24\/7 access being a selling point for stopping crime.<\/p>\n<p>That\u2019s how Flock <a href=\"https:\/\/ring.com\/support\/articles\/uds27\/Community-request\" rel=\"nofollow noopener\" target=\"_blank\">differs from Ring<\/a> and other security cameras, <a href=\"https:\/\/spir.aoir.org\/ojs\/index.php\/spir\/article\/view\/15279\" data-type=\"link\" data-id=\"https:\/\/spir.aoir.org\/ojs\/index.php\/spir\/article\/view\/15279\" rel=\"nofollow noopener\" target=\"_blank\">researchers say.<\/a> Permission by a Flock camera\u2019s owner or lessor allows ongoing access to a potential host of agencies, an attractive option for landlords looking to protect their assets.\u00a0<\/p>\n<p>Homeowners associations are the biggest users of Flock cameras as a group, according to Flock\u2019s website. But HOAs have governing boards. Rory Safir, a criminal defense attorney in St. Petersburg, says renters at non-HOA apartment communities like Mezza Premier have even fewer safeguards.\u00a0<\/p>\n<p>\u201cThere are statutes that govern Flock for public roads, but there are not for HOAs, condominiums, apartments,\u201d Safir said. \u201cIf you\u2019re an apartment tenant, you can\u2019t opt out. It\u2019s not like you even opted in.\u201d<\/p>\n<p>Safir worries that Flock cameras might track someone going to see a lawyer or a therapist, and that information could be exploited.\u00a0<\/p>\n<p>Flock\u2019s growing influence <\/p>\n<p><a href=\"https:\/\/www.actionnewsjax.com\/news\/local\/jso-brings-receipts-second-facebook-post-defending-flock-cameras-that-save-lives\/SLX7IHXW5BDGZMHMS4ZLBF4ZWQ\/?utm_term=Autofeed&amp;utm_medium=Social&amp;utm_source=Facebook&amp;fbclid=IwY2xjawT3KAdwZG9mBWV4dG4DYWVtAjEwAGJyaWQRMVZwTWVjSERXZHJNeENzUnNzcnRjBmFwcF9pZBAyMjIwMzkxNzg4MjAwODkyAAEe5uH3sY57Qz42MMvAyiRjMkRgpl0bal53jRhUMN3ZIN3LYB1uuGHCCtzD8TY_aem_P9vu7pYMpZ8CtaKsUw-72g#Echobox=1787266408\" rel=\"nofollow noopener\" target=\"_blank\">According to JSO,<\/a> cameras have helped solve multiple murders and a host of other crimes, including sexual assaults and kidnappings.\u00a0<\/p>\n<p>Meg Kitamura, a doctoral researcher at Goethe University in Frankfurt, Germany, said Flock was never a traditional public safety outfit. From the start, the company positioned itself to cater to consumers. <\/p>\n<p>\u201cIt\u2019s important to remember these companies are operating in a different way from traditional public safety companies,\u201d Kitamura said.\u00a0<\/p>\n<p>Flock, which its founders say was created in a garage after the successful build of a camera that helped solve neighborhood car break-ins, initially marketed itself to communities, Kitamura said. When enough cameras were installed on private property, Flock then approached police, dangling the idea of access to the existing network as a carrot.<\/p>\n<p>Flock\u2019s founders didn\u2019t have military experience, as most founders of public safety companies do, but they had experience with platform building and subscription models, both of which are central to Flock, Kitamura said.<\/p>\n<p>Some police departments have <a href=\"https:\/\/transparency.flocksafety.com\/woodstock-il-pd\" rel=\"nofollow noopener\" target=\"_blank\">Flock transparency portals<\/a> that contain audit logs and access permissions, but Jacksonville doesn\u2019t have such a portal.\u00a0<\/p>\n<p>Jacksonville Today has requested records about what privately held cameras JSO and surrounding agencies can access.<\/p>\n","protected":false},"excerpt":{"rendered":"The Jacksonville Sheriff\u2019s Office says it operates about 150 Flock devices in Duval County.
