(Photo by Celal Gunes\/Anadolu via Getty Images)<\/p>\n<p>Anadolu | Anadolu | Getty Images<\/p>\n<p>U.S. Central Intelligence Agency Director John Ratcliffe made a surprise trip to Moscow this week to warn Russia against <a href=\"https:\/\/www.cnbc.com\/2025\/09\/12\/ukraine-war-how-russias-salami-strategy-is-testing-nato-and-the-west.html\" rel=\"nofollow noopener\" target=\"_blank\">attacking NATO<\/a>, according to multiple media reports, amid growing fears of further escalation in the <a href=\"https:\/\/www.cnbc.com\/2026\/08\/15\/ukraine-war-russia-economy-putin-oil.html\" rel=\"nofollow noopener\" target=\"_blank\">Ukraine war<\/a>.<\/p>\n<p>Ratcliffe&#8217;s first publicly known visit to the Russian capital as CIA chief came to light on Tuesday, when a U.S. Air Force jet was spotted arriving at a Moscow airport, and footage of a diplomatic motorcade moving through the city emerged on social media. <\/p>\n<p>The purpose of Ratcliffe&#8217;s trip to Moscow was first reported Wednesday by the <a href=\"https:\/\/www.wsj.com\/politics\/policy\/cia-chiefs-surprise-moscow-trip-was-to-warn-russia-not-to-attack-nato-c2d997f3\" target=\"_blank\" rel=\"nofollow noopener\">Wall Street Journal<\/a>, citing unnamed sources briefed on the trip.<\/p>\n<p><a href=\"https:\/\/www.politico.com\/news\/2026\/08\/26\/cia-russia-nato-moscow-ratcliffe-01051848\" target=\"_blank\" rel=\"nofollow noopener\">Politico<\/a> and <a href=\"https:\/\/www.cbsnews.com\/news\/cia-john-ratcliffe-warned-russia-not-to-attack-nato-moscow-trip\/\" target=\"_blank\" rel=\"nofollow noopener\">CBS News<\/a> separately reported the same motive, citing multiple people familiar with the matter. CBS News added that Ratcliffe also brought up Iran, warning of additional sanctions if the <a href=\"https:\/\/www.cnbc.com\/2026\/08\/10\/us-iran-war-trump-hormuz-oman-ships-blockade-shipping.html\" rel=\"nofollow noopener\" target=\"_blank\">strategically vital<\/a> Strait of Hormuz does not reopen to shipping traffic. <\/p>\n<p>The Trump administration has threatened Iran&#8217;s trading partners with so-called <a href=\"https:\/\/www.cnbc.com\/video\/2026\/08\/24\/treasury-department-issues-warning-shot-over-secondary-sanctions-tied-to-iran.html\" rel=\"nofollow noopener\" target=\"_blank\">secondary sanctions<\/a> as it seeks to ratchet up the pressure on Tehran&#8217;s economy following six months of war between the U.S., Israel and Iran.<\/p>\n<p>China, the United Arab Emirates and Turkey are <a href=\"https:\/\/www.cnbc.com\/2026\/08\/25\/us-iran-secondary-sanctions-china-india-uae-hormuz-trade-.html\" rel=\"nofollow noopener\" target=\"_blank\">known<\/a> to be among Iran&#8217;s top trading partners, while Russia has long shared close economic and military ties with Tehran. <\/p>\n<p>Spokespeople for the CIA and the Russian Embassy in London were not immediately available to comment when contacted by CNBC.  <\/p>\n<p>Read more of CNBC&#8217;s Russia-Ukraine coverage:<\/p>\n<p>U.S. President <a href=\"https:\/\/www.cnbc.com\/donald-trump\/\" rel=\"nofollow noopener\" target=\"_blank\">Donald Trump<\/a> on Wednesday described Ratcliffe&#8217;s meeting with figures from Russia&#8217;s intelligence services as &#8220;semi-routine.&#8221; He added that &#8220;something may come out of&#8221; the Moscow visit and Washington would like to see the Russia-Ukraine war come to an end. His comments came during an interview with conservative talk show host Glenn Beck.<\/p>\n<p>Kremlin spokesperson Dmitry Peskov, meanwhile, <a href=\"https:\/\/tass.com\/politics\/2177883\" target=\"_blank\" rel=\"nofollow noopener\">said<\/a> Ratcliffe did not meet with Putin during his visit to Moscow and declined to specify whether the meeting concerned issues such as Ukraine or Iran. <\/p>\n<p>&#8220;I can only tell you that contacts took place through the intelligence services,&#8221; Peskov said Wednesday, according to Russian state news agency Tass. <\/p>\n<p>Russia and Ukraine have <a href=\"https:\/\/www.cnbc.com\/2026\/08\/25\/ukraine-war-russia-ozon-wildberries-economy.html\" rel=\"nofollow noopener\" target=\"_blank\">exchanged<\/a> an intensifying series of drone and missile strikes far beyond the front lines in recent weeks, amplifying fears of further escalation in the conflict. <\/p>\n<p>An Ukrainian rescuer works at the site of a Russian strike in Zaporizhzhia on August 11, 2026, amid the Russian invasion of Ukraine.<\/p>\n<p>Darya Nazarova | Afp | Getty Images<\/p>\n<p>Alongside analysts and external observers <a href=\"https:\/\/www.cnbc.com\/2026\/06\/24\/ukraine-russia-drone-strikes-moscow-escalation.html\" rel=\"nofollow noopener\" target=\"_blank\">warning<\/a> that Russia&#8217;s full-scale invasion could soon enter a more dangerous phase, Ukrainian President <a href=\"https:\/\/www.cnbc.com\/volodymyr-zelenskyy\/\" rel=\"nofollow noopener\" target=\"_blank\">Volodymyr Zelenskyy<\/a> has <a href=\"https:\/\/www.cnbc.com\/2026\/08\/11\/ukraine-war-zelenskyy-russia-putin-north-korea.html\" rel=\"nofollow noopener\" target=\"_blank\">said<\/a> that Russian President <a href=\"https:\/\/www.cnbc.com\/vladimir-putin\/\" rel=\"nofollow noopener\" target=\"_blank\">Vladimir Putin<\/a> is preparing to escalate the war. <\/p>\n<p>In comments <a href=\"https:\/\/x.com\/ZelenskyyUa\/status\/2087074026862551536\" target=\"_blank\" rel=\"nofollow\">posted<\/a> on X earlier this month, Zelenskyy called on the country&#8217;s partners to ramp up sanctions pressure on Moscow and provide Kyiv with further air defense support. <\/p>\n<p>Russian forces have <a href=\"https:\/\/www.cnbc.com\/2026\/07\/19\/russia-pounds-kyiv-in-major-ballistic-missile-attack.html\" rel=\"nofollow noopener\" target=\"_blank\">increased<\/a> the number of missile strikes on Ukrainian cities in recent weeks, likely as part of a push to exploit Kyiv&#8217;s shortage of ballistic missile interceptors. <\/p>\n<p>Zelenskyy has repeatedly called on international partners to expedite the supply of ballistic missile interceptors to Ukraine, <a href=\"https:\/\/x.com\/ZelenskyyUa\/status\/2084891291217691125\" target=\"_blank\" rel=\"nofollow\">saying<\/a>\u00a0the technology could have saved the lives of those killed in Kyiv on Aug. 5.<\/p>\n<p><a id=\"headline0\"\/>&#8216;Quite an unusual visit&#8217;<\/p>\n<p>Katia Glod, deputy head of foreign policy at the New Eurasian Strategies Centre think tank, said Ratcliffe&#8217;s trip to Moscow was &#8220;quite an unusual visit&#8221; but not the first of its kind.<\/p>\n<p>The last known visit by the head of the CIA to Moscow was in November 2021, when William Burns warned Russia against sending troops into Ukraine. Russia launched its <a href=\"https:\/\/www.cnbc.com\/2022\/02\/24\/russian-forces-invade-ukraine.html\" rel=\"nofollow noopener\" target=\"_blank\">full-scale invasion<\/a> of Ukraine just weeks later in late February 2022.<\/p>\n<p><img decoding=\"async\" class=\"InlineVideo-videoThumbnail\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/08\/108355010-17878220451787822041-48013144162-1080pnbcnews.jpg\" alt=\"CIA chief&#x2019;s surprise visit to Moscow is quite unusual but not the first of its kind, expert says\"\/><\/p>\n<p>&#8220;I think it is indeed important that [Ratcliffe] went there. He is one of the strongest supporters of Ukraine and I think the current wave of escalation of hybrid attacks against Europe is indeed something that perhaps the U.S. also wants to have some discussion with Moscow about,&#8221; Glod told CNBC&#8217;s &#8220;<a href=\"https:\/\/www.cnbc.com\/europe-early-edition\/\" rel=\"nofollow noopener\" target=\"_blank\">Europe Early Edition<\/a>&#8221; on Thursday.  <\/p>\n<p>&#8220;We have seen the cases recently in Germany.
