The shifting strategy centers on threats to punish any country or entity that continues to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/Trump%E2%80%99s new economic squeeze on Iran has a big challenge: China\" target=\"_blank\" rel=\"noopener\">conduct business with Tehran<\/a>.<\/p>\n<p>The turn to using sanctions as the cudgel of choice comes as the administration weighs diminished munitions stockpiles after months of war, sparking concerns that the prolonged conflict could <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/patriot-missiles-iran-war-russia-ukraine-trump-09c7d8030a2e11fbd8ee3f7176b3f2d4\" rel=\"nofollow noopener\" target=\"_blank\">undermine U.S. military readiness in other parts of the globe.<\/a><\/p>\n<p>As the conflict grinds on, Trump\u2019s talk of finding a quick end to the war also appears to be fading. He stressed this week that he\u2019s <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/live\/trump-canada-economy-tariffs-news-updates-08-26-2026\" rel=\"nofollow noopener\" target=\"_blank\">\u201cnot in a hurry\u201d<\/a> to get Iran <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/united-states-iran-war-nuclear-negotiations-4bbde727c7095c4ad9da0285ca79f1e1\" rel=\"nofollow noopener\" target=\"_blank\">back to the negotiating table<\/a>, and he continues making the case that the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-war-strait-hormuz-goals-diplomacy-77d91b276db6d749711619b0aa1c5c3f\" rel=\"nofollow noopener\" target=\"_blank\">Islamic Republic\u2019s leadership is on the ropes.<\/a><\/p>\n<p>\u201cThey\u2019re not paying their troops. We\u2019re not looking to meet or anything,\u201d he said.<\/p>\n<p>It\u2019s unclear how \u2014 or if \u2014 Trump will address the six-month anniversary of a conflict that has already cost the United States <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-war-hegseth-military-deaths-95-billion-7d158708c3e5385683930f8b839d0344\" rel=\"nofollow noopener\" target=\"_blank\">more than $37.5 billion<\/a> and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-war-midterm-elections-unpopular-economy-trump-0235a3b4ad221fafc5a1de7622ab152c\" rel=\"nofollow noopener\" target=\"_blank\">done damage to his popularity<\/a> ahead of critical November elections for his party. The president is spending Friday in Houston, where he\u2019ll honor the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/artemis-moon-nasa-lunar-flyby-fac19b4b1676af2717adafa992f32be4\" rel=\"nofollow noopener\" target=\"_blank\">Artemis II<\/a> NASA crew for their 10-day mission around the moon earlier this year.<\/p>\n<p>Trump is declaring \u2018mission accomplished\u2019 \u2014 a phrase that hurt a Republican predecessor<\/p>\n<p>On its face, the moment is complicated for the \u201cAmerica First\u201d leader who fiercely criticized his White House predecessors for wasting American taxpayer money and U.S. troops\u2019 lives in Middle East conflicts and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-iran-strike-conflict-us-war-opposition-8fa7a441a4a696a8562de583395ab0bf\" rel=\"nofollow noopener\" target=\"_blank\">vowed<\/a> on the campaign trail to keep the military out of \u201cendless wars.\u201d<\/p>\n<p>But Trump has bristled at suggestions that this war \u2014 in which no American troops have deployed into Iran \u2014 can be compared with the yearslong wars in Iraq and Afghanistan in which more than 7,000 Americans were killed.<\/p>\n<p>His Republican predecessor, President <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/george-w-bush\" rel=\"nofollow noopener\" target=\"_blank\">George W. Bush<\/a>, was widely mocked for a 2003 speech aboard the USS Abraham Lincoln beneath a White House-produced banner that read \u201cMission Accomplished.\u201d It came to symbolize a premature declaration of victory for the Iraq War, which would go on for nearly nine more years. More than two decades later, there are still U.S. troops stationed in Iraq.<\/p>\n<p>Trump\u2019s war has stretched on far longer than he told Americans it would. It didn\u2019t stop him from sharing a social media post this week declaring \u201cMISSION ACCOMPLISHED 2026.\u201d The AI-generated image features Trump against a backdrop of U.S. fighter jets, a warship and American flags above smaller images of Bush and former Iranian Supreme Leader <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-supreme-leader-ayatollah-ali-khamenei-dead-5b13b69b708c4ed38e8f95f5fb41a597\" rel=\"nofollow noopener\" target=\"_blank\">Ayatollah Ali Khamenei<\/a>, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-explosion-tehran-c2f11247d8a66e36929266f2c557a54c\" rel=\"nofollow noopener\" target=\"_blank\">who was killed in an Israeli strike<\/a> in the opening salvos of the war.<\/p>\n<p>    <a class=\"AnchorLink\" id=\"html-embed-module-0b0000\"\/><\/p>\n<p>\n    <strong>Sign up for the Ground Game Newsletter:<\/strong><br \/>\n    Your guide to the biggest stories in politics, policy and U.S. elections.\n  <\/p>\n<p>Trump has consistently emphasized that the U.S. and Israel campaign <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-us-war-sanctions-blockade-fuel-economy-41ac797399040746c2caa76a409ae580\" rel=\"nofollow noopener\" target=\"_blank\">has been devastating<\/a> for Iran\u2019s navy and air force. Iranian officials have said the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-economy-sanctions-inflation-73b0278a0307030588cac9f47b3443e0\" rel=\"nofollow noopener\" target=\"_blank\">country has suffered<\/a> $270 billion in direct and indirect damage. Israeli military strikes in the first weeks of the war wiped out much of the theocratic government\u2019s leadership structure, including <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/Trump says %E2%80%98someone from within%E2%80%99 Iranian regime might be best choice to lead once war ends\" target=\"_blank\" rel=\"noopener nofollow\">Khamenei<\/a>.<\/p>\n<p>But Iran has found leverage through its own strikes in the critical <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/strait-of-hormuz\" rel=\"nofollow noopener\" target=\"_blank\">Strait of Hormuz<\/a>, where relatively few vessels carrying oil and liquefied natural gas are risking passage. Trump again declared Thursday that the \u201cStrait of Hormuz is open,\u201d saying 24 vessels passed through a day earlier. That\u2019s a fraction of the roughly 130 vessels that passed through the vital waterway daily before the war began.<\/p>\n<p>Trump is showing little interest in talks<\/p>\n<p>Mediators Qatar and Pakistan <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/middle-east-iran-israel-west-bank-august-27-2026-c457cd178b05f6c39c8c2e33f0a565ba\" rel=\"nofollow noopener\" target=\"_blank\">continue to press for a diplomatic off-ramp<\/a> from the two sides. Qatar\u2019s prime minister, Sheikh Mohammed bin Abdulrahman Al Thani, was in Tehran on Thursday to discuss a proposed plan between Iran and Oman to boost traffic through the Strait of Hormuz.<\/p>\n<p>But in Washington, Trump has shown little interest in getting back to the <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/video\/trump-says-its-signed-we-signed-it-when-asked-about-iran-agreement-8e8dad92a9504dfbad4c2e6dd7598380\" rel=\"nofollow noopener\" target=\"_blank\">preliminary deal reached in June<\/a> that aimed to reopen the strait and launch talks about Iran\u2019s nuclear program. That deal fell apart within weeks after Iran started attacking ships.<\/p>\n<p>At the same time, Trump says the U.S. effort to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-trade-economy-usa-sanctions-3afc1e8ac43768e1fd45eac3735b8e92\" rel=\"nofollow noopener\" target=\"_blank\">economically choke off Tehran<\/a> is working, with a U.S. naval blockade preventing Iranian oil from making it to market as the trickle of vessels carrying oil from other Gulf nations pass through.<\/p>\n<p>\u201cWe have control and we have the blockade,\u201d Trump said. \u201cIran is not getting anything. Nothing is going through.\u201d<\/p>\n<p>Iran is badly battered, but has a history of showing resilience<\/p>\n<p>There\u2019s no doubt that the strikes combined with decades of international sanctions have battered Iran, said Aarathi Krishnan, a geopolitical risk analyst at RAKSHA Intelligence Future. <\/p>\n<p>But as Trump tries to turn to a new chapter in the war, Krishnan argues the Republican may be misguided in concluding that more pressure on Tehran \u2014 which has spent decades adapting to international economic sanctions \u2014 will produce the political outcome he wants.<\/p>\n<p>Indeed, Iran\u2019s economy in the run-up to the start of the war was mired in surging inflation, according to the International Monetary Fund. National income per person had fallen from about $8,000 in 2012 to $5,000 in 2024, according to World Bank data.<\/p>\n<p>But Tehran has also shown resilience, selling discounted oil and establishing opaque shipping and financial networks, Krishnan said.<\/p>\n<p>\u201cThis administration has completely underestimated the Iranian resolve,\u201d Krishnan said. \u201cThis is not new to the Iranian regime.\u201d<\/p>\n<p>Trump must decide how far he\u2019s willing to go with sanctions<\/p>\n<p>Richard Goldberg, who served as a senior adviser on Iran at the National Security Council during Trump\u2019s first White House term, argues that Iran now finds itself in \u201cuncharted waters\u201d if the administration follows through with a truly biting campaign to pressure Iranian trade partners.<\/p>\n<p>\u201cWhat we should be seeing is an attempt to seal off every escape hatch the regime has left,\u201d said Goldberg, who is now at the Foundation for Defense of Democracies, a hawkish Washington think tank. \u201cUse the economic power of the United States to layer a naval blockade with an air and land embargo while dropping the hammer on anyone who gives the regime access to hard currency \u2014 whether that\u2019s in the Middle East, China or even Europe.\u201d<\/p>\n<p>But it remains to be seen how far the administration is willing to go.<\/p>\n<p>Treasury Secretary <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/treasury-election-scott-bessent-trump-e4df1ef61309ee78f2affc2d9eabeff1\" rel=\"nofollow noopener\" target=\"_blank\">Scott Bessent<\/a> this week unveiled a campaign the White House calls \u201cOperation Economic Outcast,\u201d but <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-rial-currency-bessent-trade-august-24-2026-e367634d8853c8fa4a341132cd577f31\" rel=\"nofollow noopener\" target=\"_blank\">only issued warnings to nations<\/a> to cut trade and has yet to announce any secondary sanctions. Bessent told reporters the administration wanted countries to have a chance to shift away from Iran before it was too late \u2014 and acknowledged there was economic risk to the U.S., too, in moving ahead.<\/p>\n<p>The Treasury Department announced on Friday that it was taking steps that could lead to eventually severing <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/iran-war-economic-isolation-sanctions-trump-bessent-ae1c438ff169effa0c63a56a93ca23ae\" rel=\"nofollow noopener\" target=\"_blank\">Banque Misr, Egypt\u2019s second-largest bank,<\/a> from the U.S. financial system. The department accused the bank of serving as an economic lifeline to Tehran\u2019s leadership.<\/p>\n<p>China, which is Iran\u2019s biggest trade partner and oil buyer, responded earlier this week to the Trump administration\u2019s broad threats of going after countries and firms that still do trade with Iran by expressing its opposition to <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/pronto.associatedpress.com\/web\/stories\/details\/3c4d33b09fdbe19928781c678aa025c9.-1.0.json?type=edit\" target=\"_blank\" rel=\"noopener nofollow\">\u201cillegal unilateral sanctions.\u201d<\/a><\/p>\n<p>Pressed Thursday about why he wasn\u2019t already sanctioning Chinese banks, Trump offered a cryptic response.<\/p>\n<p>\u201cWho said I\u2019m not?
