{"id":1031015,"date":"2026-08-29T13:29:23","date_gmt":"2026-08-29T13:29:23","guid":{"rendered":"https:\/\/www.europesays.com\/us\/1031015\/"},"modified":"2026-08-29T13:29:23","modified_gmt":"2026-08-29T13:29:23","slug":"california-regulators-rushed-their-decision-on-driverless-trucks-teamsters-lawsuit-says","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/1031015\/","title":{"rendered":"California regulators rushed their decision on driverless trucks, Teamsters&#8217; lawsuit says"},"content":{"rendered":"\n<p>As self-driving vehicles spread across the country, a major California labor union is taking a stand <a class=\"link\" href=\"https:\/\/teamster.org\/2026\/08\/teamsters-california-sues-dmv-to-protect-public-from-driverless-truck-dangers\/\" target=\"_blank\" rel=\"nofollow noopener\">against state regulators<\/a> who say autonomous trucks are ready for the road. <\/p>\n<p>Teamsters California sued the California Department of Motor Vehicles earlier this month over the DMV\u2019s decision to lift a ban on autonomous vehicles weighing more than 10,001 pounds. <\/p>\n<p>The DMV announced <a class=\"link\" href=\"https:\/\/www.dmv.ca.gov\/portal\/news-and-media\/new-autonomous-vehicle-regulations-strengthen-oversight-and-enforcement-authorize-trucks-and-transit\/\" target=\"_blank\" rel=\"nofollow noopener\">the new regulations<\/a> in April, along with certification requirements that mandate testing with a safety driver and 500,000 miles driven at each stage of certification.<\/p>\n<p>The Teamsters, which represent 250,000 workers across dozens of industries in California, said they have  concerns about how this will affect drivers\u2019 work and safety. The union said the DMV  approved heavy-duty driverless vehicles without considering  impact or public input. <\/p>\n<p>\u201cWe\u2019re not going to sit by idly while they put jobs and the safety of our streets and roads at risk,\u201d Teamsters California co-chair Peter Finn said in an interview. \u201cIt\u2019s clear from experience with Waymo that these autonomous vehicles can\u2019t deal with unanticipated circumstances, so we are certainly cautioning about the dangers of 26,000 pounds barreling down the highways at 65 miles per hour.\u201d<\/p>\n<p>            <img class=\"image\" alt=\"A Waymo autonomous vehicle at Fourth and Harrison streets in San Francisco\"   width=\"1200\" height=\"800\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/08\/1788010163_253_.jpeg\" decoding=\"async\" loading=\"lazy\"\/>         <\/p>\n<p>A Waymo Ojai autonomous ride-hailing vehicle travels near Fourth and Harrison streets in San Francisco on Aug. 20.<\/p>\n<p>(Getty Images)<\/p>\n<p>Finn pointed to <a class=\"link\" href=\"https:\/\/www.fox4news.com\/news\/waymo-blocks-dallas-first-responders-after-explosion\" target=\"_blank\" rel=\"nofollow noopener\">instances<\/a> of autonomous vehicles blocking first responders and a blackout in San Francisco last year that caused  Waymo taxis to stall and get stuck in the road. <\/p>\n<p>\u201cAny time anything <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-07-26\/multiple-people-injured-pico-union-collision-waymo\" rel=\"nofollow noopener\" target=\"_blank\">goes wrong<\/a> at all, the system completely fails,\u201d Finn said. <\/p>\n<p>The California DMV said it could not comment on ongoing litigation. In a statement in April, DMV director Steve Gordon said the updated regulations \u201cfurther demonstrate the state\u2019s commitment to public safety\u201d and \u201csupport the growth of the AV industry by enhancing public safety and transparency while adding additional accountability for AV manufacturers.\u201d<\/p>\n<p>William Riggs, director of the Autonomous Vehicles and the City Initiative at the University of San Francisco, said the DMV  went through more than a year of proposals, public hearings and revisions before  the new regulations were adopted.<\/p>\n<p>\u201cTo say that the decision was too fast is a bit of a revisionist history,\u201d he said. \u201cIt\u2019s a long, protracted process. We\u2019re not going to see companies flood the road with thousands of autonomous trucks tomorrow.\u201d<\/p>\n<p>The core of the Teamsters\u2019 petition against the DMV is the claim that regulators violated the <a class=\"link\" href=\"https:\/\/oal.ca.gov\/publications\/administrative_procedure_act\/\" target=\"_blank\" rel=\"nofollow noopener\">California Administrative Procedure Act<\/a> by failing to complete an extensive study of the economic and practical impact of the policy change.<\/p>\n<p>Under the act,  agencies have to conduct what\u2019s called a standardized regulatory impact assessment for any policy changes estimated to have an economic cost or benefit to the state that exceeds $50 million in one year, said Julie Dickinson, a partner at the law firm Bush Gottlieb, which is representing the Teamsters. <\/p>\n<p>Dickinson said the true cost of the DMV\u2019s new regulations is predicted to exceed $280 million in the first year. <\/p>\n<p>\u201cCalifornians had a right to know the economic impact,\u201d Dickinson said in an interview. \u201cThe DMV acted irresponsibly, carelessly and unlawfully by keeping the public in the dark.\u201d<\/p>\n<p>California is among the largest markets for <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2026-01-07\/california-delayed-cancellation-of-immigrant-truckers-licenses-so-feds-will-withhold-160-million\" rel=\"nofollow noopener\" target=\"_blank\">freight trucking<\/a>, employing more than 130,000 drivers. <\/p>\n<p>A handful of companies in California and other states are working to deploy autonomous trucks to haul freight, including Mountain View-based Kodiak AI and <a class=\"link\" href=\"https:\/\/www.latimes.com\/business\/story\/2026-06-21\/this-startup-wants-to-bring-driverless-freight-trucks-to-californias-roads-but-drivers-are-pushing-back\" rel=\"nofollow noopener\" target=\"_blank\">San Francisco-based Humble Robotics<\/a>. <\/p>\n<p>Humble Robotics founder and Chief Executive Eyal Cohen said he doesn\u2019t believe self-driving trucks will replace human drivers anytime soon. <\/p>\n<p>The Teamsters disagree. <\/p>\n<p>\u201cAutonomous vehicles and particularly autonomous heavy trucks are an existential threat to <a class=\"link\" href=\"https:\/\/www.latimes.com\/business\/story\/2026-04-09\/la-fi-truckers\" rel=\"nofollow noopener\" target=\"_blank\">driving jobs<\/a>,\u201d Finn said. \u201cIt\u2019s very important to not just our membership, but also to the economy here in California and our local communities.\u201d <\/p>\n<p>Dickinson said the Teamsters\u2019 <a class=\"link\" href=\"https:\/\/acrobat.adobe.com\/id\/urn:aaid:sc:VA6C2:b69bcc47-3a14-4e20-9e4a-31969604a8f6?viewer%21megaVerb=group-discover\" target=\"_blank\" rel=\"nofollow noopener\">legal petition<\/a> aims to have the court rescind the DMV\u2019s revised regulations until after an economic study is completed and the public is consulted.<\/p>\n<p>\u201cThe loss of jobs is tremendous, but the safety of millions of Californians is at stake,\u201d she said. <\/p>\n<p>Riggs said the Teamsters\u2019 <a class=\"link\" href=\"https:\/\/www.latimes.com\/opinion\/story\/2026-07-23\/waymo-saves-lives-debate\" rel=\"nofollow noopener\" target=\"_blank\">safety argument<\/a> is weakened by the inconsistent safety record of human truck drivers, who have fallen asleep at the wheel or driven while distracted or otherwise impaired.
