To Avoid Disrupting Car Traffic On The FDR, DOT Forces Parks To Scale Back Greenway Fix"},"content":{"rendered":"<p class=\"wp-block-paragraph\">Maybe you guys want to take this outside?<\/p>\n<p class=\"wp-block-paragraph\">Parks and economic development officials were forced to water down a nearly $300-million reconstruction of bike and pedestrian paths along the East Harlem waterfront because transportation officials working in the very same Mamdani administration refused to close part of the FDR Drive during construction, Streetsblog has learned.<\/p>\n<p class=\"wp-block-paragraph\">Because of that refusal, construction workers will have to set up a platform in the East River to rebuild the Bobby Wagner Walk \u2014 a switcheroo that so ballooned costs that officials with the Parks Department and Economic Development Corporation removed half the length of upgrades to the walkway, along with a planned bathroom, city reps recently revealed at a community meeting.<\/p>\n<p class=\"wp-block-paragraph\">The project is part of a <a href=\"https:\/\/patch.com\/new-york\/upper-east-side-nyc\/greenway-around-manhattan-be-finished-723m-project-mayor\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">de Blasio-era $732-million plan<\/a> to close the gaps in Manhattan\u2019s waterfront greenway network on the East Side, but a push from advocates to fix the pathways uptown dates back about 15 years, according to locals.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI cannot even express how insulting that is, particularly to the East Harlem community,\u201d Jennifer Ratner, who chairs the group Friends of the East River Esplanade, said of the city scaling back its work. \u201cAfter all these years East Harlem should really get a reinvented waterfront, not just patchwork.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The quasi-public EDC and the Parks Department <a href=\"https:\/\/nyc.streetsblog.org\/2024\/04\/12\/city-unveils-east-harlem-greenway-design\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">unveiled designs in 2024<\/a> to reconstruct 20 blocks of crumbling path along a section of the East River esplanade known as the Bobby Wagner Walk, <a href=\"https:\/\/www.nycgovparks.org\/parks\/east-river-esplanade\/highlights\/7847\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">named after<\/a> the son of three-term Mayor Robert F. Wagner.<\/p>\n<p class=\"wp-block-paragraph\">The work covered two sections, between E. 94th and E. 107th streets, and between E. 117th and E. 124th streets. Officials also planned to rebuild the shuttered pier at E. 107th Street.<\/p>\n<p class=\"wp-block-paragraph\">But EDC and Parks last month said that they would no longer rebuild 11 blocks between 94th and 105th streets and that the new pier won\u2019t get a promised restroom, which <a href=\"https:\/\/patch.com\/new-york\/harlem\/east-harlem-waterfront-project-scaled-back\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">Patch previously reported<\/a>. Instead, the agencies will merely patch up holes along that stretch like these.<\/p>\n<p><video height=\"1080\" style=\"aspect-ratio: 1920 \/ 1080;\" width=\"1920\" controls=\"\" src=\"https:\/\/nyc.streetsblog.org\/wp-content\/uploads\/sites\/9\/2026\/08\/Henry-BW-Walk-.mov\"\/>Here\u2019s what part of the Bobby Wagner Walk looked like in May. <\/p>\n<p class=\"wp-block-paragraph\">EDC officials told Community Board 11 in July that the $294-million budget for the work was no longer enough to cover the whole job in light of the Department of Transportation\u2019s failure to grant enough staging zones on the adjacent FDR Drive.<\/p>\n<p class=\"wp-block-paragraph\">The DOT would have only allowed workers to set up in one lane of the FDR and only on nights and weekends \u2014 even though that stretch of the highway has six lanes for motor vehicles, plus as many as six service road lanes flanking the highway at ground level.<\/p>\n<p class=\"wp-block-paragraph\">\u201cDOT said that we would be allowed to close down one lane of the FDR Drive, but only at night and on weekends, which means we would have to mobilize and de-mobilize. That\u2019s helpful, but it\u2019s not really what we needed,\u201d Len Greco, a landscape architect and senior vice president at EDC, told CB11 on July 16.<\/p>\n<p class=\"wp-block-paragraph\">The water next to the walkway is too shallow to bring in barges, so the city will have to build costly temporary platforms, Greco added.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThe overwhelming majority of the project is going to have to be constructed from the water side,\u201d the rep said. \u201cThat\u2019s an added cost, added timeline here.\u201d<\/p>\n<\/p>\n<p class=\"wp-block-paragraph\">The decision to not install a restroom on the new pier will undercut the city\u2019s efforts to make the space a gathering spot for East Harlemites, one CB11 member said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThere\u2019s people who just \u2014 I\u2019m going to say it in the bluntest way possible \u2014 can\u2019t hold it,\u201d said Asher Rodriguez. \u201cThat\u2019s going to end up causing a lot of people either not going there, it\u2019s not being utilized the way it should, or it\u2019s just going to end up being a mess.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The city\u2019s backtrack came just weeks after Mamdani touted <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/nyc.streetsblog.org\/2026\/06\/08\/mamdani-earmarks-96-million-for-new-greenways-as-current-paths-crumble\">nearly $100 million<\/a> in new money for greenways in the city\u2019s budget, but that money only goes so far if city transportation bureaucrats set up costly roadblocks.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" height=\"685\" width=\"1024\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2026\/08\/Ratner-BWW-Patchwork.jpg\" alt=\"\" class=\"wp-image-599361\"  \/>The Bobby Wagner Walk will remain a fenced-off patch-job for much of its stretch.  Photo: Jennifer Ratner<\/p>\n<p class=\"wp-block-paragraph\">It also stood in stark contrast to the city\u2019s approach to highway repairs. Last week, Mamdani announced his plans to drop a cool $4 billion to rehabilitate the crumbling Brooklyn-Queens Expressway, extending its lifespan for <a href=\"https:\/\/nyc.streetsblog.org\/2026\/08\/24\/mamdani-bqe-plan-august-2026\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">another half-century<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">That announcement disappointed livable streets advocates for <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/nyc.streetsblog.org\/2026\/08\/25\/mamdani-bqe-moses\">doubling down<\/a> on the 1950s-era Robert Moses Highway, not least because the mega-project will include a double-decker temporary highway tearing through several parks and playgrounds at the Brooklyn waterfront.<\/p>\n<p class=\"wp-block-paragraph\">But unlike car-ways, greenways have long been the forgotten child of city <a href=\"https:\/\/nyc.streetsblog.org\/2024\/10\/23\/brooklyns-waterfront-greenways-are-for-transportation-too-report\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">transportation infrastructure<\/a>, despite their massive popularity \u2014 the paths along the Hudson River are the busiest in the country. <\/p>\n<p class=\"wp-block-paragraph\">Mayors have long delegated most of these paths to the Parks Department, <a href=\"https:\/\/nyc.streetsblog.org\/2026\/06\/08\/mamdani-earmarks-96-million-for-new-greenways-as-current-paths-crumble\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">which lacks staff<\/a> to advance piles of projects in the pipeline or do <a href=\"https:\/\/nyc.streetsblog.org\/2026\/07\/01\/uptown-greenway-bridge-repairs-enters-year-17-with-no-end-in-sight\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">basic maintenance<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s just been dragged on through administration after administration,\u201d Ratner said of the uptown renovations.<\/p>\n<p class=\"wp-block-paragraph\">The city plans to wrap up design this fall on the three year construction project, but they did not give a timeline for when they would break ground beyond \u201cas soon as is possible,\u201d according to presentation slides [<a href=\"https:\/\/edc.nyc\/sites\/default\/files\/2026-08\/East-Harlem-Greenways-Funding-CB-11-Presentation_07-09-2026.pdf\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">PDF<\/a>].<\/p>\n<p class=\"wp-block-paragraph\">In wealthier Midtown, EDC opened a scenic <a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/nyc.streetsblog.org\/2023\/12\/19\/scenic-midtown-greenway-section-opens-but-gap-remains\">$217-million, eight block greenway section<\/a>, which took four years to build, also next to the FDR Drive atop remnants of a bypass highway. <\/p>\n<p class=\"wp-block-paragraph\">One greenway booster worked on pushing for a better Bobby Wagner Walk a decade-and-a-half ago, and was baffled that little had changed since then.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s kind of amazing that 15 years later we\u2019re still talking about deterioration of the East River Esplanade in this very location,\u201d said Hunter Armstrong, co-chair of the New York City Greenways Coalition. \u201cIt\u2019s incredibly frustrating how little progress has taken place and it feels like the same issues.\u201d<\/p>\n<p class=\"wp-block-paragraph\">A DOT spokesperson who declined to be identified wrote in an email that it would be false to blame the cost \u201csolely on FDR closures,\u201d but referred further comment to Parks.<\/p>\n<p class=\"wp-block-paragraph\">A Parks rep cited \u201ctariffs,\u201d but also blamed the \u201cmaritime construction costs\u201d for the shortfall, adding that a restroom would be \u201cprohibitively expensive,\u201d because the city would have to build it high enough to be above the floodline and it would require new sewer lines under the highway. But such requirements have long been known.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe are working with our partners to begin construction as quickly as possible to deliver the first tranche of work using the funding available and explore options to bridge the funding gap,\u201d said Kelsey Jean-Baptiste in a statement. <\/p>\n","protected":false},"excerpt":{"rendered":"Maybe you guys want to take this outside?
