It shows three people wearing dark clothing and headlamps emerging one after another from a manhole on Seventh Avenue near West 32nd Street.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The New York Police Department is investigating the incident and reviewing surveillance footage to identify the three people, according to <a data-ylk=\"slk:ABC7;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/abc7ny.com\/post\/detectives-say-scavengers-caught-emerging-sewers-are-migrants\/19729199\/\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">ABC7<\/a>. No arrests have been made in the latest case.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But it is not the first time police have dealt with people making late-night trips through the city&#8217;s sewer system. After investigating earlier cases, detectives told ABC7 they believe many of the people going underground are scavengers searching for valuables.<\/p>\n<p>Down Below<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Embedded media follows; please allow a moment to load.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The latest recording shows the manhole cover already open as the first person climbs through it. A second person follows, and then a third quickly emerges, replacing the cover before the group leaves.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The video was recorded at about 4:19 a.m. across from Penn Station and Madison Square Garden, according to <a data-ylk=\"slk:The Guardian;elm:context_link;itc:0;sec:content-canvas;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;link&quot;,&quot;yLinkElementType&quot;:&quot;article_link&quot;}\" href=\"https:\/\/www.theguardian.com\/us-news\/2026\/aug\/24\/nypd-investigation-video-people-manhole\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">The Guardian<\/a>.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The witness who recorded the scene told CBS New York that he saw at least five people come out of the manhole, although only the final three were captured on his recording.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Police are looking for the three people seen in the Aug. 18 video.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The NYPD has not said the latest group is connected to the people involved in the previous sewer incidents.<\/p>\n<p>Something Of Value<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Those earlier cases have given detectives considerably more information about what may be happening underground.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Detectives told ABC7 that they have identified or caught up with men involved in previous incidents and believe many of the scavengers are migrants searching the sewer system for anything valuable.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Investigators said they learned about a scavenging culture in places including Venezuela while looking into the cases.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">People identified in some of the previous incidents were charged with low-level offenses that were later dismissed as first-time offenses, while prosecutors declined to pursue other cases, detectives told the station.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">That history also gives police more than a theory based on unusual-looking videos.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Similar sightings were reported in Brooklyn earlier this year. In one May incident, seven people entered the sewer system near McDonald Avenue and Colin Place in Gravesend at about 11 p.m. and emerged roughly three hours later.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Elsewhere in Brooklyn that same night, police said eight people entered near Heyward Street and Bedford Avenue in Williamsburg shortly after 1 a.m. They resurfaced several hours later and left in a vehicle.<\/p>\n<p>A Look Inside<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Police did not simply watch the videos and wonder where everyone had gone.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">After the earlier incidents, the NYPD sent Emergency Services Unit officers into the sewer system to determine whether anything dangerous had been left behind.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Nothing nefarious was found, according to an NYPD statement reported by The Guardian.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The New York City Department of Environmental Protection also inspected the system and found no damage to sewer equipment.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Inspections following the more recent incidents similarly found no threat to the infrastructure, according to ABC7.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The lack of damage does not make an unauthorized sewer expedition legal, or particularly advisable.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">City officials warn that entering the sewer system is illegal and extremely dangerous.
