Ida Goldstein\u2019s husband, Robert, spent weeks in the hospital after becoming infected in July before he died.<\/p>\n<p data-rich-text-paragraph=\"true\">\u201cHe was my everything and I don\u2019t have him anymore,\u201d Goldstein said.<\/p>\n<p data-rich-text-paragraph=\"true\">The outbreak is now raising questions about whether the city was prepared to respond to a known public health threat.<\/p>\n<p data-rich-text-paragraph=\"true\">NYC Council Speaker Julie Menin says only 35 of 56 inspector positions were staffed during the outbreak.<\/p>\n<p data-rich-text-paragraph=\"true\">\u201cLegionnaires\u2019 disease is not a new threat.
