By September, <a href=\"https:\/\/www.ipcinfo.org\/fileadmin\/user_upload\/ipcinfo\/docs\/IPC_Famine_Committee_Review_Report_Gaza_Strip_Acute_Food_Insecurity_Feb_July2024_Special_Brief.pdf\" target=\"_blank\" rel=\"noopener\">leading humanitarian groups predict<\/a>, 100 percent of the population will face acute food insecurity, meaning they will be forced to routinely skip meals. Half a million people will be facing starvation, destitution, and death. There\u2019s little agriculture in today\u2019s Gaza, next to no commercial trade with the outside world, and no opportunity for people to flee.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The situation has deteriorated sharply in recent weeks: Of the 74 malnutrition-related deaths in Gaza in 2025, 63 occurred in July \u2014 including 24 children under 5, <a href=\"https:\/\/www.who.int\/news\/item\/27-07-2025-malnutrition-rates-reach-alarming-levels-in-gaza--who-warns\" target=\"_blank\" rel=\"noopener\">according to the World Health Organization<\/a>. \u201cThe worst-case scenario of Famine is currently playing out in the Gaza Strip,\u201d the world\u2019s leading hunger <a href=\"https:\/\/www.ipcinfo.org\/fileadmin\/user_upload\/ipcinfo\/docs\/IPC_GazaStrip_Alert_July2025.pdf\" target=\"_blank\" rel=\"noopener\">watchdog declared on Tuesday<\/a>. The Integrated Food Security Phase Classification (IPC), the consortium of humanitarian groups that monitors and classifies global hunger crises, warned that \u201cwidespread starvation, malnutrition, and disease are driving a rise in hunger-related deaths.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Israel has been waging war in Gaza since Hamas\u2019s deadly attack in October 2023, but the territory\u2019s suffering this month has grown even more severe, more suddenly, for more people than at any other turn in the conflict.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Israeli Prime Minister Benjamin Netanyahu <a href=\"https:\/\/www.pbs.org\/newshour\/world\/israels-leader-claims-no-one-in-gaza-is-starving-data-and-witnesses-disagree\" target=\"_blank\" rel=\"noopener\">continued to claim <\/a>this week, despite all evidence to the contrary, that there is \u201cno starvation in Gaza.\u201d That stance has gotten harder to maintain amid increasing media attention, with photos of emaciated children spread across the covers of newspapers around the world.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The Israeli government has made some policy changes, including instituting daily 10-hour \u201c<a href=\"https:\/\/apnews.com\/article\/mideast-wars-gaza-israel-pause-hunger-9752f9dbdbb1b85aac515ffe3e859216\" target=\"_blank\" rel=\"noopener\">humanitarian pauses<\/a>\u201d in some areas, <a href=\"https:\/\/www.bbc.com\/news\/articles\/cy08n8x6788o\" target=\"_blank\" rel=\"noopener\">air-dropping some additional aid<\/a>, and <a href=\"https:\/\/www.washingtonpost.com\/world\/2025\/07\/27\/gaza-hunger-aid-trucks\/\" target=\"_blank\" rel=\"noopener\">allowing in more food trucks<\/a>. But aid groups say these measures don\u2019t come close to meeting the scale of the problem.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">So how did the situation get this bad, and what can be done, at this point, to keep it from getting worse?<\/p>\n<p>How a problem became a crisis<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Some human rights groups have <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2025\/07\/gaza-evidence-points-to-israels-continued-use-of-starvation-to-inflict-genocide-against-palestinians\/\" target=\"_blank\" rel=\"noopener\">accused Israel of deliberately using starvation <\/a>as a weapon of war in Gaza, which is <a href=\"https:\/\/ihl-databases.icrc.org\/en\/customary-ihl\/v1\/rule53\" target=\"_blank\" rel=\"noopener\">illegal under international law<\/a>. Netanyahu has denied that this is the policy, though some politicians in Israel, and <a href=\"https:\/\/www.timesofisrael.com\/liveblog_entry\/aipac-appears-to-drop-endorsement-of-gop-lawmaker-who-called-to-starve-away-until-hostages-freed\/\" target=\"_blank\" rel=\"noopener\">some supporters abroad,<\/a> have suggested that Gaza shouldn\u2019t receive any aid until the hostages Hamas took on October 7, 2023, are released. Israeli officials have charged that Gaza\u2019s hunger crisis is either exaggerated or the result of theft by Hamas.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Malnutrition <a href=\"https:\/\/www.thinkglobalhealth.org\/article\/gazas-food-crisis-began-long-israel-hamas-conflict\" target=\"_blank\" rel=\"noopener\">was an issue in Gaza<\/a> even before the war. Israel has restricted the movement of goods and people in the Gaza Strip for decades. This, in addition to taxation and stockpiling by Hamas authorities, has made vital items hard to come by, and a majority of Gazans were already dependent on food assistance before 2023.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The war made this situation exponentially worse. More than a year ago, <a href=\"https:\/\/www.ipcinfo.org\/ipcinfo-website\/alerts-archive\/issue-97\/en\/#:~:text=Famine%20Review%20of%20the%20IPC%20Analysis&amp;text=The%20findings%20of%20the%20FRC,March%202024%20to%20May%202024.\" target=\"_blank\" rel=\"noopener\">the IPC<\/a> and <a href=\"https:\/\/www.cnn.com\/2024\/04\/11\/politics\/samantha-power-famine-gaza\" target=\"_blank\" rel=\"noopener\">Biden administration officials<\/a> were warning that parts of Gaza were close to famine or already there. In April 2024, under pressure from the US, Israel allowed hundreds more aid trucks into the Gaza Strip, though this did not resolve the issue entirely, and access to aid fluctuated for the rest of the year.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">When the war stopped with a ceasefire agreement in January of this year, food briefly flooded into the territory.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The situation reached a breaking point in March, though, when the 42-day ceasefire between Hamas and Israel ended. Israeli authorities cut off all aid to Gaza for two months. When Israel began allowing aid across the border in May, far less was being delivered than before.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Israeli authorities have consistently derided the UN aid system in Gaza, claiming that a significant portion of aid is stolen by Hamas, though the New York Times <a href=\"https:\/\/www.nytimes.com\/2025\/07\/26\/world\/middleeast\/hamas-un-aid-theft.html\" target=\"_blank\" rel=\"noopener\">recently reported<\/a> that senior Israeli military officials say there is no evidence of aid being \u201csystematically\u201d stolen.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The aid is now being <a href=\"https:\/\/israelpolicyforum.org\/gaza-humanitarian-aid-and-ceasefire-negotiations-2\/\" target=\"_blank\" rel=\"noopener\">delivered by two competing mechanisms<\/a>: the United Nations as well as the newly formed<a href=\"https:\/\/www.bbc.com\/news\/articles\/cev41em3r9lo\" target=\"_blank\" rel=\"noopener\"> Gaza Humanitarian Foundation<\/a> (GHF), a US- and Israeli-backed entity operating four distribution sites in southern and central Gaza. The GHF\u2019s advocates say it prevents Hamas from siphoning off aid, and the group claims to have distributed more than 97 million meals in its two months of operation, but critics are skeptical about how many people are actually receiving these meals.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">They also say the small number of sites means Gazans have to travel long distances on foot through war zones to get to them, and that the sites have inconsistent operating hours, leading to a situation where the most vulnerable civilians are the ones least likely to be helped.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">\u201cThere is no way that a pregnant woman can walk 5 miles and manage to pick up a box that weighs 22 kilos,\u201d said Or Elrom, a former senior officer with the branch of the Israeli military that oversees humanitarian issues in the Palestinian territories.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Distribution sites have frequently been overwhelmed, and soldiers have fired on crowds trying to get food: <a href=\"https:\/\/www.npr.org\/2025\/07\/23\/nx-s1-5477365\/israel-gaza-aid-casualties\" target=\"_blank\" rel=\"noopener\">hundreds of people<\/a> have been killed in the vicinity of GHF sites. Palestinian GHF workers <a href=\"https:\/\/www.un.org\/unispal\/document\/ohchr-killings-of-gaza-humanitarian-foundation-workers\/\" target=\"_blank\" rel=\"noopener\">have also been killed by gunmen<\/a>, reportedly affiliated with Hamas.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">UN-distributed shipments, located at different sites from the GHF aid, have also been overwhelmed by crowds. Officials say all <a href=\"https:\/\/apnews.com\/article\/israel-palestinians-hamas-gaza-war-news-07-28-2025-7586cb243643b9a875f87624277127b9\" target=\"_blank\" rel=\"noopener\">55 UN aid trucks that entered Gaza<\/a> last Sunday were unloaded by crowds before reaching their destinations.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Elrom described the mob scenes \u2014 both at the UN convoys and at the GHF distribution sites \u2014 as a \u201cchicken and egg\u201d problem.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">When not enough aid is coming in, and it\u2019s only coming in via one or two locations, it\u2019s more likely to be overwhelmed by desperate people, Elrom said during a panel hosted by the Israel Policy Forum on Tuesday. The risk of looting then makes it harder to distribute aid.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Israel\u2019s government blamed the UN for the failure to get more aid into Gaza, with officials posting videos of <a href=\"https:\/\/x.com\/eylonalevy\/status\/1949728699445600635?s=46&amp;t=rP_x4WxKKRnOl80Iz5e13g\">hundreds of trucks\u2019 worth <\/a>of food sitting in a fenced-off area near the Kerem Shalom border crossing into southern Gaza that the Israeli officials say the UN is not delivering.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The UN retorted: \u201cKerem Shalom is not a McDonald\u2019s drive-through where we just pull up and pick up what we\u2019ve ordered, right?\u201d spokesperson St\u00e9phane Dujarric told <a href=\"https:\/\/www.politico.eu\/article\/israel-blames-un-for-gaza-aid-failures\/\" target=\"_blank\" rel=\"noopener\">reporters<\/a>. \u201cThere are tremendous bureaucratic impediments. There are tremendous security impediments. And, frankly, I think there\u2019s a lack of willingness to allow us to do our work.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The UN and other aid groups have called for the GHF to be shut down, <a href=\"https:\/\/www.bbc.com\/news\/articles\/cn5kk1w00xyo\" target=\"_blank\" rel=\"noopener\">describing it<\/a> as an inefficient and dangerous method of aid distribution with little hope of addressing the severity of Gaza\u2019s crisis.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The blame game is just the latest chapter in a long history of recrimination and mistrust between Israel and the United Nations.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Israel has long claimed to be unfairly <a href=\"https:\/\/www.haaretz.com\/israel-news\/2024-06-26\/ty-article\/.premium\/fact-or-fiction-is-israel-unfairly-singled-out-for-global-condemnation\/00000190-5053-d37f-a392-7afbfbaf0000\" target=\"_blank\" rel=\"noopener\">singled out for criticism at the UN<\/a>, and the relationship has only gotten more toxic since the start of the war in Gaza. High-ranking UN officials have accused Israel of genocide, and Israel has alleged <a href=\"https:\/\/www.cnn.com\/2024\/08\/05\/middleeast\/un-probe-unwra-gaza-israel-intl-latam\" target=\"_blank\" rel=\"noopener\">that employees<\/a> of the UN\u2019s organization for Palestinian refugees, UNRWA, participated in the October 7 attacks. (The UN found the claim credible; it said nine of UNWRA\u2019s 14,000 employees \u201cmay have\u201d participated, and no longer work for UNWRA. UNRWA is not the UN agency coordinating food aid delivery.)<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Recent weeks have seen a major shift not only in the severity of the humanitarian crisis in Gaza, but in the public debate around it. Netanyahu may deny that anyone is starving in Gaza, but President Donald Trump does not, <a href=\"https:\/\/www.washingtonpost.com\/politics\/2025\/07\/28\/trump-starvation-gaza-israel-aid\/\" target=\"_blank\" rel=\"noopener\">telling reporters<\/a> in Scotland on Monday, \u201cSome of those kids are \u2014 that\u2019s real starvation stuff. I see it, and you can\u2019t fake that.\u201d Trump pledged to work with allies to set up more \u201cfood centers\u201d in Gaza and make them more accessible.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The European Union has f<a href=\"https:\/\/www.politico.eu\/article\/eu-gaza-israel-human-rights-abuses-trade\/\" target=\"_blank\" rel=\"noopener\">ound Israel to be in violation of its human rights obligations<\/a> under their trade deal, and is debating suspending a major science research <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/29\/european-commission-israel-horizon-europe\" target=\"_blank\" rel=\"noopener\">program over the situation<\/a> in Gaza. France and Britain are planning to recognize Palestinian statehood in September. Even Germany\u2019s government, which has been very reluctant to criticize Israeli policy, <a href=\"https:\/\/www.politico.eu\/article\/friedrich-merz-israel-sanctions-war-in-gaza-humanitarian-crisis-airlift\/\" target=\"_blank\" rel=\"noopener\">may be shifting its stance<\/a>.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Some prominent <a href=\"https:\/\/www.nytimes.com\/2025\/07\/15\/opinion\/israel-gaza-holocaust-genocide-palestinians.html\" target=\"_blank\" rel=\"noopener\">academics<\/a> and <a href=\"https:\/\/www.nytimes.com\/2025\/07\/28\/world\/middleeast\/israel-genocide-gaza-rights-groups.html\" target=\"_blank\" rel=\"noopener\">human rights groups<\/a> within Israel are now describing their government\u2019s actions as \u201cgenocide,\u201d after long resisting the label. While that\u2019s far from a mainstream position within Israel, a number of <a href=\"https:\/\/x.com\/TheFP\/status\/1948412582471012715\">prominent<\/a> Israeli <a href=\"https:\/\/x.com\/AmitSegal\/status\/1948355138852208812\">journalists<\/a> who have consistently defended the war in Gaza are now sounding the alarm about the hunger crisis.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Not all Israelis are likely to see this as a problem. Far-right National Security Minister Itamar Ben Gvir has called the airdrops of food a \u201cdisgrace\u201d and <a href=\"https:\/\/www.independent.co.uk\/news\/world\/middle-east\/trump-gaza-starvation-food-aid-israel-netanyahu-b2797782.html\" target=\"_blank\" rel=\"noopener\">posted on X,<\/a> \u201cI support starving Hamas in Gaza.\u201d Netanyahu <a href=\"https:\/\/www.timesofisrael.com\/netanyahu-didnt-tell-ben-gvir-smotrich-about-gaza-aid-boost-idf-humanitarian-pauses\/\" target=\"_blank\" rel=\"noopener\">reportedly made the decision<\/a> to boost aid last weekend without informing Ben Gvir and his other far-right coalition partners.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">The terms of the debate may be shifting, but Bob Kitchen, director of emergency response of the International Rescue Committee, told Vox that the additional aid being provided is still \u201cliterally nothing compared to what\u2019s required.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">He singled out the air drops of aid by the IDF, United Arab Emirates, and Jordan for particular scorn, calling them \u201cthe most expensive, least effective way of delivering aid, and it\u2019s almost farcical that on such a small piece of land where we\u2019re having to resort to air drops when all this food is waiting to be driven across in trucks.\u201d<\/p>\n<p>What can be done to help Gaza?<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Kitchen said the most immediate step that could be taken is for Israel and Egypt to open the crossings into Gaza and allow unimpeded humanitarian assistance.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">\u201cThe NGO and the UN community have proven over the last several years that we can deliver aid at scale from within an active war zone,\u201d he added. \u201cIt\u2019s dangerous, high risk, but we have proven that we can do it.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">At a bare minimum, it would probably also help for the IDF, GHF, and UN agencies to cooperate in facilitating safe and efficient aid deliveries rather than continuing the current blame game.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">But these are all stopgap measures. Actually addressing Gaza\u2019s humanitarian crisis will require an end to the war that is causing it \u2014 and that seems to be getting less likely.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Last week, the US and Israel <a href=\"https:\/\/www.theguardian.com\/world\/2025\/jul\/24\/us-israel-gaza-ceasefire\" target=\"_blank\" rel=\"noopener\">pulled their negotiating teams<\/a> out of ongoing talks in Doha, blaming Hamas for a \u201clack of desire to reach a ceasefire.\u201d<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">Trump\u2019s envoy Steve Witkoff said the US would \u201cconsider alternative options\u201d to end the war and bring home the remaining hostages, though it\u2019s not clear what those are. The fighting that resumed in March <a href=\"https:\/\/www.nytimes.com\/2025\/07\/28\/world\/israel-gaza-hamas-all-out-war-failure.html?partner=slack&amp;smid=sl-share\" target=\"_blank\" rel=\"noopener\">does not appear to have moved the needle<\/a> in getting Hamas to agree to Israel\u2019s terms. And Hamas\u2019s leaders certainly don\u2019t appear to be motivated to compromise by the increasing suffering of Gaza\u2019s people.<\/p>\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1agbrixi lg8ac51 lg8ac50 xkp0cg1\">For all that Trump is disturbed by the images of starving children and <a href=\"https:\/\/www.vox.com\/today-explained-newsletter\/420502\/syria-sweida-trump-netanyahu\" target=\"_blank\" rel=\"noopener\">frustrated with Netanyahu on multiple fronts<\/a>, he has also urged Israel, in the absence of a ceasefire deal, to \u201c<a href=\"https:\/\/www.cnn.com\/2025\/07\/25\/politics\/donald-trump-israel-hamas-war\" target=\"_blank\" rel=\"noopener\">finish the job<\/a>\u201d against Hamas. He does not appear inclined to pressure Netanyahu to agree to end the war in exchange for the release of the hostages.
