{"id":10874,"date":"2025-06-24T13:57:10","date_gmt":"2025-06-24T13:57:10","guid":{"rendered":"https:\/\/www.europesays.com\/us\/10874\/"},"modified":"2025-06-24T13:57:10","modified_gmt":"2025-06-24T13:57:10","slug":"australias-mental-health-plan-not-fit-for-purpose-and-must-be-re-designed-new-report-finds","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/10874\/","title":{"rendered":"Australia&#8217;s mental health plan &#8216;not fit for purpose&#8217; and must be re-designed, new report finds"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">Australia&#8217;s national plan to improve mental health and prevent suicide is &#8220;not fit for purpose&#8221; and needs to be re-written, according to a new report by the Productivity Commission.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The commission has been reviewing the National Mental Health and Suicide Prevention Agreement which sets out the shared commitments between the federal government and state and territory governments to improve the mental health of Australians.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The commission has now released an interim report which revealed the national agreement was &#8220;fundamentally flawed&#8221; and made no real improvements to the mental health system since it was signed in 2022.<\/p>\n<p class=\"paragraph_paragraph__iYReA\"><strong>The agreement aims to:<\/strong><\/p>\n<ul class=\"ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowVisible__N2zKU\">\n<li>Improve the mental health and wellbeing of Australians with a focus on disadvantaged or marginalised groups<\/li>\n<li>Reduce suicide, suicidal distress and self-harm with early intervention and aftercare<\/li>\n<li>Improve life expectancy for those with mental health conditions<\/li>\n<\/ul>\n<p class=\"paragraph_paragraph__iYReA\"><strong>It aims to meet these objective by funding services such as:<\/strong><\/p>\n<ul class=\"ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowVisible__N2zKU\">\n<li>New drop-in Medicare mental health centres<\/li>\n<li>&#8220;Distress intervention&#8221; sites which reduce suicidal behaviours by meeting patients outside of clinical settings<\/li>\n<li>Phone services which refers patients to the most appropriate local service<\/li>\n<\/ul>\n<p class=\"paragraph_paragraph__iYReA\">Commissioner Angela Jackson said major change would be impossible under the current agreement as its outcomes, such as &#8220;reforming the mental health system&#8221; were too broad and not easily measurable.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;Unfortunately what we&#8217;ve found is there are lofty ambitions, but the actions made under the agreement were never going to deliver those objectives,&#8221;<\/p><\/blockquote>\n<p>  she said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Australia is facing a mental health crisis as more people need care for more complex conditions but can&#8217;t get the help they need due to workforce shortages and a lack of mental health beds in hospitals.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Measures of mental health and suicide rates have not improved in recent years, according to the report.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">More troubling, the suicide rate of Aboriginal and Torres Strait Islander people worsened between 2018 and 2023.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Co-commissioner and Gungarri man Selwyn Button said there were a raft of initiatives that weren&#8217;t connected to each other, thus creating a fragmented system, and early intervention to prevent suicide needed improving.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;There is still stigma attached with respect to having conversations with a clinician about suicide,&#8221; he said.<\/p>\n<p>Public responses submitted to the Commission:<\/p>\n<ul class=\"ContentAlignment_marginBottom__4H_6E ContentAlignment_overflowVisible__N2zKU\">\n<li>&#8220;I&#8217;ve not once had a clinician interact with another, apart from when I was hospitalised for an extended period of time&#8221;<\/li>\n<li>&#8220;In-patient programs only take us so far. No reintegration and community care\/support once discharged. No offer of outpatient programs&#8221;<\/li>\n<li>&#8220;Emergency services called. Taken to ED \u2014 spoke with [mental health] nurse\/social workers then discharged with no plan, no referral to other services, no safety plan.&#8221;<\/li>\n<\/ul>\n<p class=\"paragraph_paragraph__iYReA\">The commission said the agreement made certain commitments but didn&#8217;t dedicate funding to achieve those aims.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">For example, it sets out a strategy to close the health gap for Aboriginal and Torres Strait Islander people but there was no specific funding allocated to do this.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;This really needs to be prioritised \u2026 and we have the expertise, we just need to get the right people at the table,&#8221; Mr Button said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr Clinton Schultz, a Gamilaroi man and director of First Nations strategy at the Black Dog Institute said any national agreement needed to link research to the real world.\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We&#8217;re generating strong evidence around what works \u2013 particularly in novel treatments \u2014 but there&#8217;s still no mechanism to bring that innovation into the public system. Until we bridge these gaps, we&#8217;ll keep seeing missed opportunities to support our mob in meaningful ways.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms Jackson said another key priority was getting funding for psychosocial support for people who don&#8217;t qualify for the National Disability Insurance Scheme (NDIS).<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Psychosocial support is non-clinical help including connecting people with the right services and building daily living skills.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Funding for that was withdrawn after the NDIS was introduced, which left around 500,000 people without support.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Obviously the NDIS has led to significant change for people with disability but for those outside the scheme there&#8217;s been a real reduction in supports and this is a matter of urgency,&#8221; Ms Jackson said.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2025-06-03\/mental-health-care-system-nsw-families-four-corners\/105354226\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" target=\"_blank\" rel=\"noopener\">Families say the health system failed their loved ones<\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Distraught families say the New South Wales public mental health system abandoned their loved ones when they needed care the most \u2014 and doctors warn the crisis is only getting worse.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The commission recommended the current agreement, which is due to expire in July 2026, be extended to 2027 to give the government time to create a new agreement that is co-designed with consumers, carers and service providers.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;The new agreement must have measurable outcomes and greater accountability \u2026 it&#8217;s really important everyone understands what&#8217;s improving and what&#8217;s not,&#8221; Ms Jackson said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Health Minister Mark Butler said the review highlighted structural issues with the agreement and it was &#8220;essential we get this right&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;That is why the treasurer, and I commissioned this review in the first place, to get independent advice to inform our next agreement,&#8221; he said.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;The interim report is ambitious in what it has outlined, the scale of reform needed, and the need for governments to take the adequate amount of time to get it right.&#8221;<\/p><\/blockquote>\n<p class=\"paragraph_paragraph__iYReA\">Mr Butler said two weeks ago the state and territory health ministers agreed that psychosocial, workforce and youth mental health would be priorities in the next national agreement.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Productivity Commission is now accepting more public submissions before preparing a final report later this year.<\/p>\n","protected":false},"excerpt":{"rendered":"Australia&#8217;s national plan to improve mental health and prevent suicide is &#8220;not fit for purpose&#8221;
