Our advocacy team tracks hundreds of bills throughout the legislative session. Matthew Bierlein)\u2014a long-standing MSMS priority. The bill would bar invasive questions about mental health history from physician licensure and renewal forms, focusing instead on <strong>current fitness to practice<\/strong>.<\/p>\n<p>This change directly addresses the stigma that prevents physicians from seeking mental health care, offering reassurance that getting help won\u2019t cost them their license. MSMS will continue to push for full passage of this critical reform.<\/p>\n<p><strong>\u26a0\ufe0f<\/strong><strong> Standing Firm Against House Bill 4399 and Unsafe Scope Expansion<\/strong><\/p>\n<p><strong>Testimony Dates:<\/strong>\u00a0 Wednesday, April 30, 2025; Wednesday, May 7, 2025; Wednesday, May 14, 2025<\/p>\n<p><strong>Status:<\/strong>\u00a0 House Committee on Health Policy<\/p>\n<p>MSMS advocacy has meaningfully slowed progress on <a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-HB-4399\" rel=\"nofollow noopener\" target=\"_blank\"><strong>HB 4399<\/strong><\/a>, which would allow nurse practitioners to practice independently\u2014without physician oversight\u2014including prescribing controlled substances and supervising other health professionals.<\/p>\n<p>MSMS responded swiftly and fervently:<\/p>\n<ul style=\"margin-top: 0in; list-style-type: disc;\">&#13;<\/p>\n<li>Organized expert testimony from physicians, patients, and legal experts<\/li>\n<p>&#13;<\/p>\n<li>Emphasized risks to patient safety and care quality<\/li>\n<p>&#13;<\/p>\n<li>Advocated for preserving team-based, physician-led care<\/li>\n<p>&#13;\n<\/ul>\n<p>While progress on the bill has stalled to date, the threat of future action on the bill has not stopped. MSMS remains fully engaged, prioritizing patient safety over political expediency. <a href=\"https:\/\/www.votervoice.net\/MSMS\/campaigns\/104439\/respond\" rel=\"nofollow noopener\" target=\"_blank\">Contact your legislators now<\/a> to let them know this bill is not the right answer for Michigan. <\/p>\n<p><strong>\ud83d\udc8a<\/strong><strong> Reducing Barriers to Opioid Use Disorder Treatment<\/strong><\/p>\n<p><strong>Testimony Date:<\/strong>\u00a0 Wednesday, June 18, 2025 &#8211; MSMS submitted cards of support for Senate Bills 397-399; Cara Poland, MD, testified on behalf of the entire Opioid Stewardship Collaborative<\/p>\n<p><strong>Status:<\/strong>\u00a0 SB 397 Passed Senate 36 \u2013 0; SB 398 Awaiting Senate Vote; SB 399 Passed Senate 33-3; SB 400 Passed Senate 36-0; SB 401 Passed Senate 34-2; SB 402 Passed Senate 31-5; SB 403 Passed Senate 34-2; Transmitted bills referred to House Committee on Insurance<\/p>\n<p>The Senate Health Policy Committee took up a comprehensive package of bills (Senate Bills 397-405) aimed at expanding access to treatment for individuals diagnosed with opioid use disorder (OUD). MSMS, working with a broad coalition of groups including physicians, pharmacists, hospitals, other health care providers, veterinarians, and health plans, played a key role in shaping the discussion and improving the legislation. The coalition is conceptually supportive of the bill package and has been providing detailed feedback to refine language and ensure the bills have a real impact on patient access and public health outcomes.<\/p>\n<p>MSMS took a position of support on SBs <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0397\" rel=\"nofollow noopener\" target=\"_blank\">397<\/a>, <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0398\" rel=\"nofollow noopener\" target=\"_blank\">398<\/a>, <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0399\" rel=\"nofollow noopener\" target=\"_blank\">399<\/a>. Subsequently, the committee adopted several of our recommendations and MSMS is now supportive of <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0400\" rel=\"nofollow noopener\" target=\"_blank\">400<\/a>, <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0401\" rel=\"nofollow noopener\" target=\"_blank\">401<\/a>, <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0402\" rel=\"nofollow noopener\" target=\"_blank\">402<\/a>, and <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0403\" rel=\"nofollow noopener\" target=\"_blank\">403<\/a>. Because SBs <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0404\" rel=\"nofollow noopener\" target=\"_blank\">404<\/a> and <a href=\"https:\/\/legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0405\" rel=\"nofollow noopener\" target=\"_blank\">405<\/a> are focused on requiring actions by school districts, MSMS and our partner coalition chose not to take a position; deferring instead to the subject-matter experts in that field.<\/p>\n<p>All bills but SB 398 have been approved by the Senate and are now under consideration in the House Committee on Insurance.<\/p>\n<p>MSMS will continue to advocate for legislation that removes unnecessary barriers and ensures those affected by OUD have access to the care and support they need.<\/p>\n<p><strong>\ud83d\udccc<\/strong><strong> Policy Pulse: Where Key Bills Stand Mid-Year<\/strong><\/p>\n<p>From health data modernization to mental health reform, MSMS continues to shape legislative policy. This bill awaits a vote in Senate Health Policy.
