{"id":109972,"date":"2025-08-01T10:09:11","date_gmt":"2025-08-01T10:09:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/109972\/"},"modified":"2025-08-01T10:09:11","modified_gmt":"2025-08-01T10:09:11","slug":"morning-report-big-payout-coming-for-ex-county-counsel","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/109972\/","title":{"rendered":"Morning Report: Big Payout Coming for Ex-County Counsel"},"content":{"rendered":"<p>The top county lawyer who abruptly retired last week is heading out the door with a big payout.<\/p>\n<p>Our Lisa Halverstadt revealed that former County Counsel Claudia Silva, whose departure was announced after a hastily scheduled performance review, signed a deal calling for her to receive at least a $535,000 severance this month.<\/p>\n<p>Documents released to Voice of San Diego after a records request show Silva will also maintain county-backed health insurance coverage for 18 months and receive separate lump sums for unused vacation and sick time.\u00a0<\/p>\n<p>Worth Noting: Silva\u2019s separation agreement comes with more lucrative terms than the contract she signed when she was appointed the county\u2019s top lawyer in 2022.<\/p>\n<p>Reminder: Silva\u2019s sudden departure followed the swearing-in of South Bay Supervisor Paloma Aguirre, which ushered in a Democratic majority on the Board of Supervisors \u2013 and coincides with some big legal challenges at the county.<\/p>\n<p><a href=\"https:\/\/voiceofsandiego.org\/2025\/07\/31\/abruptly-retired-county-lawyer-to-get-big-payout\/\" rel=\"nofollow noopener\" target=\"_blank\"><strong>Read the full story here.<\/strong><\/a><\/p>\n<p><strong>LaCava: Plan to End SeaWorld\u2019s Fireworks Is \u2018Complex\u2019<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/untitled-07620-1024x683.jpg\" alt=\"Councilmember Joe Lacava during a City Council meeting in downtown on April 10, 2023.\" class=\"wp-image-718830\"  \/>Councilmember Joe Lacava during a City Council meeting in downtown on April 10, 2023. \/ Photo by Ariana Drehsler<\/p>\n<p>After some nesting birds nearby <a href=\"https:\/\/voiceofsandiego.org\/2024\/07\/16\/bird-activists-ignite-new-war-against-san-diego-fireworks\/\" rel=\"nofollow noopener\" target=\"_blank\">died last year<\/a> following back-to-back pyrotechnics for the Fourth of July, the most powerful person on the San Diego City Council <a href=\"https:\/\/voiceofsandiego.org\/2025\/01\/07\/new-san-diego-council-president-wants-to-end-seaworld-fireworks\/\" rel=\"nofollow noopener\" target=\"_blank\">said SeaWorld\u2019s nightly summertime fireworks have got to go.<\/a><\/p>\n<p>Almost a year later and Mission Bay is still booming night after night.<\/p>\n<p>So what\u2019s going on? San Diego City Council President Joe LaCava\u2019s office told our MacKenzie Elmer that it\u2019s complicated.<\/p>\n<p>It involves cracking open SeaWorld\u2019s lease and working with the city\u2019s planning commission on changes to the <a href=\"https:\/\/www.sandiego.gov\/sites\/default\/files\/pc-17-046-seaworld-master-plan.pdf\" rel=\"nofollow noopener\" target=\"_blank\">SeaWorld Masterplan Amendment<\/a>, a long-term planning document for the park which leases city property in Mission Bay.\u00a0<\/p>\n<p>There\u2019s a whole section describing fireworks displays at SeaWorld as an \u201cintegral part of the park\u2019s evening experience.\u201d\u00a0<\/p>\n<p>The City Council is waiting on the Planning Commission to take up SeaWorld\u2019s planning amendment, according to LaCava\u2019s staff. For his latest South County Report newsletter, reporter Jim Hinch features the effort to open a 6,000-square-foot grocery store that\u2019s community-owned and operated.\u00a0<\/p>\n<p>\u201cThe only reason I leave town is to get food,\u201d one resident told Hinch.\u201dNow I\u2019ll be able to ride my bike here.\u201d\u00a0<\/p>\n<p><a href=\"https:\/\/voiceofsandiego.org\/2025\/07\/31\/south-county-report-a-bright-spot-in-a-beleaguered-community\/\" rel=\"nofollow noopener\" target=\"_blank\"><strong>Read the South County Report here.<\/strong><\/a><\/p>\n<p><strong>In Other News\u00a0<\/strong><\/p>\n<ul class=\"wp-block-list\">\n<li>The San Diego Union-Tribune reports that a federal judge this week <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/07\/30\/shocking-in-the-height-of-negligence-judge-blasts-san-diego-county-for-deleting-video-footage-from-2022-jail-death\/\" rel=\"nofollow noopener\" target=\"_blank\">berated the county<\/a> for failing to preserve surveillance footage tied to a 2022 in-custody death, deeming its actions as \u201cshocking in the height of negligence.\u201d<\/li>\n<li>The U-T also revealed that the county in late June <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/07\/31\/san-diego-county-cancels-naloxone-contract-at-a-critical-time-for-addiction-aid\/\" rel=\"nofollow noopener\" target=\"_blank\">cancelled two contracts<\/a> with a nonprofit that distributed opioid reversal spray and provided drug testing services \u2013 and that the District Attorney\u2019s Office is now investigating the agency.\u00a0<\/li>\n<li>Recipients of the Deferred Action for Childhood Arrivals (known as DACA) <a href=\"https:\/\/fox5sandiego.com\/news\/national-news\/covered-california-offers-resources-for-daca-recipients-no-longer-eligible-for-care\/\" rel=\"nofollow noopener\" target=\"_blank\">will lose health insurance through Covered California<\/a> at the end of August due to a federal rule change. The state recommends those recipients to explore options through Medi-Cal, employer-based insurance or direct purchase to prevent gaps in care. (Fox 5)<\/li>\n<li>OMG U GUYZ.
