Those who supported the bill said it would have provided protections to vendors \u2014 many of them immigrants \u2014 at a time when President Donald Trump\u2019s administration is conducting mass deportations throughout the country.<\/p>\n<p>Adams said street vending is a quality-of-life issue, and the council\u2019s bill comes as the city is attempting to rein in illegal vending on Roosevelt Avenue in Queens and other locations, according to an exclusive article in the <a href=\"https:\/\/nypost.com\/2025\/07\/31\/us-news\/eric-adams-vetoes-city-councils-bid-to-decriminalize-illegal-vending-in-nyc\" target=\"_blank\" rel=\"noopener\">New York Post<\/a>.<\/p>\n<p>\u201cSince day one, our administration has been committed not just to making New Yorkers safe, but to making them feel safe, too \u2014 and that includes addressing persistent quality-of-life issues like illegal street vending,\u201d the mayor said in the article. \u201cOur law enforcement officers play a vital role in keeping our streets clear of unlicensed vendors and protecting small business owners who follow the rules from being undercut by those who don\u2019t.\u201d\u00a0<\/p>\n<p>The council\u2019s vote on the bill was 40 yes votes, eight no votes, and three abstentions \u2014 a veto-proof majority that could end up overriding the mayor\u2019s rejection.\u00a0<\/p>\n<p>The bill, if passed, would have still left offenders facing civil penalties, such as fines.\u00a0<br \/>\n<img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-137762069\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/DSC5507.jpg\" alt=\"a street vendor holding a green sign in the rain\" width=\"700\" height=\"467\" title=\"Mayor vetoes City Council's bill that would have decriminalized illegal street vending 2\"  \/>Street vendors rally at City Hall.Photo by Lloyd Mitchell\n<\/p>\n<p>\u201cWhile leaving in place the enforcement tools of violations, fines, and civil offenses, the bill simply removed the excessive criminal misdemeanor penalties that can block New Yorkers\u2019 access to educational, employment, housing and immigration opportunities,\u201d said Julia Agos, a spokesperson for the council, in a statement. \u201cThe council negotiated this bill in good faith with the Administration, only to have the mayor disregard the work of the advisory board and his own staff with this veto.\u201d<\/p>\n<p>Under current city law, street vending enforcement can include criminal misdemeanor charges.
