{"id":114444,"date":"2025-08-03T01:52:13","date_gmt":"2025-08-03T01:52:13","guid":{"rendered":"https:\/\/www.europesays.com\/us\/114444\/"},"modified":"2025-08-03T01:52:13","modified_gmt":"2025-08-03T01:52:13","slug":"adams-trashes-14-m-nyc-council-approved-law-to-provide-free-garbage-bins-ax-to-grind","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/114444\/","title":{"rendered":"Adams trashes $14 M NYC Council-approved law to provide free garbage bins: &#8216;Ax to grind&#8217;"},"content":{"rendered":"<p>NYC homeowners might not be getting the free garbage cans the City Council promised \u2013 as legislators and Mayor Eric Adams literally fight over trash.<\/p>\n<p>Adams revealed this week he won\u2019t sign off on $14.5 million in taxpayer dough to give away hundreds of thousands of specially secure bins to New Yorkers as part of his <a href=\"https:\/\/nypost.com\/2025\/05\/31\/us-news\/nyc-council-trashes-mayor-adams-over-sanitation-budget-cuts\/\" target=\"_blank\" rel=\"noopener\">war on NYC rats.<\/a> <\/p>\n<p>The bins are supposed to go to owners of one- and two-family homes with the city refunding those who already purchased them, provided they are enrolled in the <a href=\"https:\/\/www.ibo.nyc.ny.us\/iboreports\/StarConferencePaper.html\" target=\"_blank\" rel=\"noopener\">state\u2019s School Tax Relief (STAR) program.<\/a><\/p>\n<p>The giveaway was supposed to begin Friday under <a href=\"https:\/\/legistar.council.nyc.gov\/LegislationDetail.aspx?ID=7025265&amp;GUID=3D843772-3FEA-4589-80BB-8DFD54493947&amp;Options=&amp;Search=\" target=\"_blank\" rel=\"noopener\">legislation<\/a> sponsored by Yusef Salaam (D-Manhattan) that the Council unanimously approved in February with a veto-proof majority.<\/p>\n<p>Mayor Eric Adams is snubbing a new law that is supposed to provide owners of one- and two-family home with city-issued bins.<\/p>\n<p>Instead, Council members this week were told to come up with the $14.5 million on their own \u2014 enough to cover about 265,000 one-and two family households, by NYC Independent Budget Office estimates.<\/p>\n<p>The City Council has its own taxpayer-funded budget that it uses to pay staff, fund pet projects in their district and for other initiatives.<\/p>\n<p>It was the latest salvo fired in an ongoing feud between the city\u2019s executive and legislative branches, which also this week included <a href=\"https:\/\/nypost.com\/2025\/07\/30\/us-news\/eric-adams-vetoes-move-to-block-ballys-casino-on-former-trump-golf-course\/\" target=\"_blank\" rel=\"noopener\">Adams\u00a0vetoing a\u00a0City Council\u00a0measure\u00a0that would have blocked Bally\u2019s from opening a Bronx casino<\/a> and <a href=\"https:\/\/nypost.com\/2025\/07\/31\/us-news\/eric-adams-vetoes-city-councils-bid-to-decriminalize-illegal-vending-in-nyc\/\" target=\"_blank\" rel=\"noopener\">another that would decriminalize illegal vending.<\/a><\/p>\n<p>\u201cThe mayor has an ax to grind,\u201d said Council Minority Leader Joann Ariola (R-Queens). Ron Sachs \u2013 CNP for NY Post<\/p>\n<p>A vast majority of NYC property owners will be required to use <a href=\"https:\/\/www.bins.nyc\/category\/order-bins\/0ZGKj000000t1YsOAI?category=0ZGKj000000tA9vOAE\" target=\"_blank\" rel=\"noopener\">city-issued bins<\/a> with secure lids by June 2026. They range in cost\u00a0from $43.88 for 25-gallon containers to $53.01 to 45-gallon bins \u2014 a tab the Council believes should be picked up by the city for many New Yorkers.<\/p>\n<p>Reps for the mayor said the Council should have addressed the bill\u2019s funding before agreeing last month on a new $115.9 billion budget for this fiscal year \u2013 especially since Adams previously <a href=\"https:\/\/www.silive.com\/news\/2025\/03\/nyc-mayor-adams-criticizes-free-trash-bin-program-as-fiscally-irresponsible.html\" target=\"_blank\" rel=\"noopener\">complained the trash-bin giveaway plan was fiscally irresponsible.<\/a><\/p>\n<p>But Adams has an obligation to abide by the new law, and the Council believed the money for the bins was covered by $32 million of permanent new funding he set aside for the Department of Sanitation  to keep NYC clean, some members said.<\/p>\n<p>\u201cThe mayor has an ax to grind \u2026 This was never supposed to be funded by the City Council,\u201d said Council Minority Leader Joann Ariola (R-Queens). \u201c[Adams] is putting up the middle-finger to middle-class taxpayers.\u201d<\/p>\n<p>The trash-bin giveaway was supposed to begin Friday under legislation sponsored by Yusef Salaam (D-Manhattan)  Matthew McDermott<\/p>\n<p>\u00a0\u201cHomeowners in the STAR program are predominantly seniors and one of the most vulnerable groups in the city.
