(Philip Salata\/inewsource)<\/p>\n<p>National City\u2019s skyline might be about to grow. <\/p>\n<p>At their July 21 meeting, the <a href=\"https:\/\/www.nationalcityca.gov\/government\/community-development\/planning\/planning-commission\" rel=\"nofollow noopener\" target=\"_blank\">National City Planning Commission<\/a> began the process of reforming the city\u2019s zoning code to allow four story buildings in some mixed-use areas.<\/p>\n<p>Under current zoning rules in National City, three story buildings under 50 feet tall can be built in medium-density mixed-use areas \u2014 and while the reform doesn\u2019t nix the 50-foot cap, it permits four story buildings.<\/p>\n<p>The planning commission unanimously passed the motion.<\/p>\n<p>According to the documenter\u2019s report, developers of a 120-unit housing project planned at the <a href=\"https:\/\/www.manolofarmersmarket.net\" rel=\"nofollow noopener\" target=\"_blank\">Manolo Farmers Market<\/a> in National City voiced their support for the zoning change.<\/p>\n<p>One of the owners of Manolo\u2019s Market in National City, Chris Dallo, said the development planned on his property will revitalize National City.<\/p>\n<p>\u201cWe believe that more housing means more opportunity not just for our market, but for local businesses,\u201d Dallo said.<\/p>\n<p>Andrew Regenberg, a representative from <a href=\"https:\/\/www.gafcon.com\" rel=\"nofollow noopener\" target=\"_blank\">Gafcon<\/a>, the real estate developer partnering with Dallo, said the issue with a three story cap in mixed-use zoning is that it restricts the number of units that can be built.<\/p>\n<p>\u201c50 feet is well within our building height,\u201d Regenberg said. \u201cWe\u2019re actually at 45 feet and have four stories.\u201d<\/p>\n<p>Planning commission chair Richard Miller said National City really can\u2019t grow anywhere except up.<\/p>\n<p>\u201cThe only opportunities for annexation are already developed,\u201d Miller said. \u201cThis city is not like Chula Vista, or Oceanside, Santee, El Cajon \u2014 where there are opportunities to annex significant areas of undeveloped land.\u201d<\/p>\n<p>Areas of National City zoned as minor mixed-use areas \u2014 MXC-1 and MXD-1 zones \u2014 are impacted by the reforms. <\/p>\n<p>According to National City\u2019s <a href=\"https:\/\/www.nationalcityca.gov\/home\/showpublisheddocument\/33521\/638611522967870000\" rel=\"nofollow noopener\" target=\"_blank\">zoning map<\/a>, stretches of 8th Street and East 18th Street inland from I-805 are zoned as minor-mixed use areas, as well as Highland Avenue north of 7th Street and pockets of the city\u2019s southeast.<\/p>\n<p>This story was written with the notes of San Diego Documenter Matthew Miuccio.
