{"id":116579,"date":"2025-08-03T21:40:11","date_gmt":"2025-08-03T21:40:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/116579\/"},"modified":"2025-08-03T21:40:11","modified_gmt":"2025-08-03T21:40:11","slug":"apple-pay-google-pay-can-launch-in-ph-without-bsp-registration","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/116579\/","title":{"rendered":"Apple Pay, Google Pay can launch in PH without BSP registration"},"content":{"rendered":"\n<p>The Bangko Sentral ng Pilipinas (BSP) has deemed that mobile payment providers Apple Pay and Google Pay do not qualify as operators of payment systems (OPS) in the country as they do not plan to hold funds for Filipino users, removing the need for prior registration.<\/p>\n<p>According to BSP Deputy Governor Mamerto Tangonan, discussions with the two firms found that both Apple Pay and Google Pay are only technology service providers, and will not have to register with the central bank as OPS.<\/p>\n<p>\u201cWe deemed them not to be an OPS because their activity is not an OPS activity,\u201d he said in a recent interview.<\/p>\n<p>\u201cKung ganyan lang, kasi walang wallet, wala eh, hindi dumadaan sa kanila \u2018yung pera. Babasahin lang \u2018yung credentials, tapos walang contract between them and the merchants. OPS ka kung sa ibang countries, Apple Pay may account na nagho-hold ng funds, pero \u2018yung execution nila dito, walang ganon,\u201d he added.<\/p>\n<p>(If it\u2019s just like that, because there\u2019s no wallet, there\u2019s nothing, the money doesn\u2019t pass through them. They\u2019ll just read the credentials, and there\u2019s no contract between them and the merchants. You\u2019d be considered an OPS if, in other countries, Apple Pay has an account that holds funds, but the way they execute here, there\u2019s no such thing.)<\/p>\n<p>Both Apple Pay and Google Pay allow users to make financial transactions through near-field communication (NFC) devices, enabling users to tap their smartphones or smartwatches to make payments using linked debit or credit cards and e-money accounts.<\/p>\n<p>Tangonan earlier said both firms <a href=\"https:\/\/www.gmanetwork.com\/news\/money\/companies\/928831\/apple-pay-google-pay-exploring-philippine-market-bsp\/story\/\" target=\"_blank\" rel=\"noopener\">are exploring offering their services to the Philippine market,<\/a> but would have to first secure registration with the BSP as OPS. Discussions showed that they function only as third-party technology service providers.<\/p>\n<p>\u201c[They are] technology service providers, so it\u2019s up to the financial institution to assess them, kasi ang responsible sa BSP, \u2018yung financial institution. So if anything happens, the one accountable to us is PSP [payment service provider], so that\u2019s why they\u2019re being careful, maybe, although proven naman sa world,\u201d he said.<\/p>\n<p>(They\u2019re technology service providers, so it\u2019s up to the financial institution to assess them, because the entity responsible to the BSP is the financial institution.
