He has advice for companies trying it today"},"content":{"rendered":"<p>                Facebook<\/p>\n<p>                Tweet<\/p>\n<p>        <a class=\"social-share_labelled-list__share\" href=\"mailto:?subject=CNN%20content%20share&amp;body=Check%20out%20this%20article%3A%0Ahttps%3A%2F%2Fwww.cnn.com%2F2025%2F08%2F04%2Ftech%2Fsmartphones-made-in-the-us-motorola-tariffs\" data-type=\"email\" target=\"_blank\" rel=\"noopener noreferrer\" aria-label=\"share with email\" title=\"Share with email\"><\/p>\n<p>                Email<br \/>\n        <\/a><\/p>\n<p>                Link<\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrgi27t004l27pa0n5gg5sw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            In 2013, Motorola tried to claw its way into a bigger share of a smartphone market dominated by Apple and Samsung with four words: <a href=\"https:\/\/www.cnn.com\/2013\/05\/30\/tech\/mobile\/motorola-moto-x-phone\" rel=\"nofollow noopener\" target=\"_blank\">Made in the USA<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh6f8d000c3b6n7p5xawko@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere was a segment of customers that said, \u2018Hey, if you produce products in the United States, I\u2019m more likely to consider them,\u201d Dennis Woodside, the former CEO of Motorola and current CEO of enterprise software service provider Freshworks, told CNN.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh6f8d000d3b6nhr4g98dh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But those efforts were short lived.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh6f8d000e3b6ni5d6gx6s@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Motorola <a href=\"https:\/\/www.bbc.com\/news\/business-27643474\" target=\"_blank\" rel=\"nofollow noopener\">shut down the Texas factory<\/a> the following year and abandoned domestic assembly of the Moto X, its then-flagship phone meant to compete with the latest iPhone and Samsung Galaxy device.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh6f8d000f3b6n9lsap6jk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Woodside\u2019s experience underscores why many tech products like smartphones are largely assembled in Asia and South America rather than in America. Proximity to crucial suppliers and lower labor costs are only part of the problem; it\u2019s the gap in necessary skills and the difficulty in filling factory jobs that makes it so challenging to bring smartphone production stateside.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/2013-11-13t120000z-1380005177-gm1e9be03m001-rtrmadp-3-motorola-motog.JPG\" alt=\"Motorola Mobility Chief Executive Dennis Woodside talks during the worldwide presentation of the Moto G mobile phone in Sao Paulo November 13, 2013.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1294\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh6f8d000g3b6nztho5kfh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The conundrum Motorola grappled with more than a decade ago is suddenly relevant again as President Donald Trump <a href=\"https:\/\/www.cnn.com\/2025\/05\/23\/economy\/trump-threatens-tariff-apple\" rel=\"nofollow noopener\" target=\"_blank\">pressures Apple and Samsung<\/a> to make their mobile devices in the United States or <a href=\"https:\/\/www.cnn.com\/2025\/07\/31\/business\/tariffs-trade-trump-deadline\" rel=\"nofollow noopener\" target=\"_blank\">face tariffs.<\/a> Higher levies on imports from China, where many electronics are assembled, are set to take effect <a href=\"https:\/\/www.cnn.com\/2025\/07\/27\/business\/us-china-trade-talks-stockholm-intl-hnk\" rel=\"nofollow noopener\" target=\"_blank\">on August 12<\/a> unless the two economic powerhouses agree to a deal or an extension. India \u2013 now the world\u2019s top exporter of smartphones to the US \u2013 will grapple with tariffs of 25% when the new rates kick in on August 7.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh6f8d000h3b6nm9uq8h6e@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Woodside, who ran Motorola under Google from May 2012 until it was sold to Lenovo in 2014, has advice for any company trying to make smartphones in America today: Don\u2019t underestimate how difficult it will be to find the right skilled workers \u2014 and keep them.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh6f8d000i3b6nd4q4g40v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cYou have to have a very strong value proposition to the employee,\u201d he said. \u201cYou have to be thoughtful about how you use automation, and be really smart about all of the economics to make sure that at the end of the day, you can be price competitive in the market.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrgi3x400003b6nbn3znpx9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The then-Google-owned tech company made an ambitious bet in 2013 to produce its Moto X smartphone in Fort Worth, Texas. Doing so not only appealed to US shoppers looking to buy domestically but also allowed the company to provide more customization than what was possible with the latest iPhone or Galaxy phone.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh8g92000q3b6n8vh40w0f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Through Motorola\u2019s website, consumers could tailor certain details of the phone\u2019s aesthetic like the color of its buttons and back panel \u2014 one of the device\u2019s key selling points.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh8g92000r3b6nrfgnmhqy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cTo do that, you had to manufacture closer to the consumer,\u201d Woodside said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh8g92000s3b6n3ur41ua6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Even though Motorola assembled Moto X units sold in the US in Texas, components like the battery, screen and motherboard were sourced from suppliers in Asia, according to Woodside.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/gettyimages-175273027.jpg\" alt=\"The Motorola Mobility Moto X phone is displayed during a launch event in New York on August 1, 2013.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1334\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/gettyimages-180230418.jpg\" alt=\"An employee assembles Motorola Solutions Inc. By May 2014, Motorola confirmed plans to shut the factory down and assemble the phone elsewhere.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh8g92000u3b6n1q0k2isp@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere definitely were higher costs, which was challenging,\u201d Woodside said. \u201cAnd you are dealing with a supply chain that\u2019s very fragmented.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh8g92000v3b6njp55rqsq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Motorola\u2019s efforts represent what may be the only attempt to build smartphones in America at scale. Tech startup Purism makes its Liberty phone in America, but it\u2019s nowhere near the size of Motorola, which at the time was assembling roughly 100,000 phones per week from its Texas facility.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh8g92000w3b6ns9o7pmj6@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt wasn\u2019t like a science experiment; we had to be able to manufacture millions of phones in a year because that\u2019s the market we were in,\u201d Woodside said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh8eei000o3b6nkwtb0ynl@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Among the biggest challenges Woodside encountered was training and retaining employees. Workers had plenty of other options, like jobs in retail or food service, making it difficult to attract and keep staff. Meanwhile, the specific nature of the work only made it more difficult.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh96o600133b6nu28l1r8j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cThere\u2019s probably several hundred (phone) parts, and they\u2019re tiny,\u201d Woodside said, comparing it to a \u201csuper tiny Lego set.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh96o600143b6nkduwlfji@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cAnd what we didn\u2019t appreciate is that most people were not accustomed to that kind of work at all in the US<strong>,<\/strong>\u201d he said. \u201cWe had to train people on that specific type of work.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh96o600153b6ntp0x0qvh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Woodside\u2019s experience touches on a reality those who follow trade and manufacturing know all too well: America is grappling with a skill and demand shortage that makes it difficult to fill factory jobs or onshore production of tech products like smartphones.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/gettyimages-180230320.jpg\" alt=\"Components of Motorola Solutions Inc. Moto X smartphones are seen during assembly at the Flextronics International Ltd. factory in Fort Worth, Texas, in September 2013.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1285\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh96o600163b6n2ijzzh08@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The US manufacturing sector lost an estimated 11,000 jobs between June and July according to the<a href=\"https:\/\/www.bls.gov\/news.release\/empsit.t17.htm\" target=\"_blank\" rel=\"nofollow noopener\"> US Bureau of Labor Statistics<\/a>. That\u2019s lower than the roughly 15,000 manufacturing positions that were eliminated between May and June, but it\u2019s still one of the hardest-hit sectors in terms of job cuts for the past month.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdsz4kw200013b6nydbpwsj9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            While Trump\u2019s whiplash tariff policies have made it challenging to create new factory jobs, there\u2019s some evidence to suggest factories were struggling with finding the right people before then and that Americans simply may not want factory jobs.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh96o600173b6n9411oele@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            A survey from the <a href=\"https:\/\/www.cato.org\/sites\/cato.org\/files\/2024-08\/Globalization%20Survey_2024.pdf\" target=\"_blank\" rel=\"nofollow noopener\">Cato Institute<\/a> from August 2024 found that most Americans disagreed with the statement: \u201cI would be better off if I worked in a factory instead of my current field of work.\u201d Attracting and retaining a quality workforce was listed as a top business challenge facing US manufacturers in the National Association of Manufacturers <a href=\"https:\/\/nam.org\/wp-content\/uploads\/securepdfs\/2025\/03\/Q1_2025_Outlook_Survey.pdf\" target=\"_blank\" rel=\"nofollow noopener\">outlook survey<\/a> from the first quarter of this year.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh96o600183b6nnbnrtcil@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The situation is different in China, where the labor market to assemble smartphones is plentiful and the manufacturing sector has been<strong> <\/strong>booming. In 2023, roughly 123 million people were employed in manufacturing in China, the most of any industry, according to the country\u2019s <a href=\"https:\/\/www.stats.gov.cn\/sj\/zxfb\/202412\/t20241226_1957897.html\" target=\"_blank\" rel=\"nofollow noopener\">fifth economic census<\/a> published in December 2024.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrhlcm6001s3b6nhhnuz7sz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            China is home to Apple partner Foxconn\u2019s sprawling Zhengzhou facility, where roughly 350 iPhones were assembled per minute even back in 2016, according to <a href=\"https:\/\/www.nytimes.com\/2016\/12\/29\/technology\/iphone-china-apple-stores.html\" target=\"_blank\" rel=\"nofollow noopener\">The New York Times.<\/a> Apple has since shifted a portion of its manufacturing to India and Vietnam to reduce its reliance on China, <a href=\"https:\/\/www.cnn.com\/2025\/07\/29\/business\/india-china-us-smartphone-supplier-intl\" rel=\"nofollow noopener\" target=\"_blank\">making India the top exporter<\/a> of phones to the United States for the first time.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrhma8m001v3b6n5045rkpo@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Apple CEO Tim Cook described what makes China\u2019s workforce ideal for smartphone manufacturing when speaking at a <a href=\"https:\/\/fortune.com\/videos\/watch\/insights%3A-apple&#039;s-tim-cook%3A-china-offers-skilled---not-cheap---workers\/95a295a0-e456-4581-87a9-c7f1192a82ea\" target=\"_blank\" rel=\"nofollow noopener\">Fortune Magazine event in 2017<\/a>, saying the country offers a combination of \u201ccraftsman\u201d skills, \u201csophisticated robotics\u201d and \u201cthe computer science world.\u201d\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/gettyimages-1455025797.jpg\" alt=\"Employee work at a Foxconn factory in September 2021 in Zhengzhou, China.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"1390\" width=\"2000\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh96o6001a3b6nod3n7n8l@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Smartphone assembly, from what Woodside remembers, involved mounting small components like camera parts and chips onto a device \u2013 a task that he describes as requiring a lot of dexterity to do all day long.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh96o6001b3b6nrd09rdwx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cIt was striking to me that we never thought about it,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmdrh9jxk001g3b6n1svisa2j@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            China\u2019s approach to developing the talent required to fill manufacturing jobs is different from the United States, where technical training and vocational education vary based on the state or the industry, according to Sujai Shivakumar, director and fellow at the Center for Strategic and International Studies.
