(June 24, 2025) \u2014 In recent months, President Donald Trump and Congressional Republicans have been laying the groundwork to make massive cuts to Medicaid. This work most recently culminated in the U.S. House as they passed a spending bill that <a id=\"OWAe0505ef5-abf1-43d3-6e15-4ea7c03514bf\" class=\"x_Hyperlink x_SCXW41900576 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" href=\"https:\/\/www.msnbc.com\/opinion\/msnbc-opinion\/trump-made-promise-not-touch-medicare-megabill-just-broke-rcna208518\" title=\"https:\/\/www.msnbc.com\/opinion\/msnbc-opinion\/trump-made-promise-not-touch-medicare-megabill-just-broke-rcna208518\" data-linkindex=\"1\">slashes $535 billion<\/a> from the program over the next decade, threatening to kick hundreds of thousands of Michiganders off their health insurance \u2014 all to afford a $4 trillion tax break for the wealthiest of individuals and corporations.<\/p>\n<p>In response to the administration\u2019s threats to dismantle this essential safety net, the Senate Health Policy Committee and Senate Appropriations Subcommittee on the Dept. of Health and Human Services (DHHS) convened a joint meeting where they reviewed, accepted and adopted a new report developed by Senate Democrats that outlines the impact federal cuts to Medicaid would have on Michiganders.<\/p>\n<p>\u201cThe benefits Medicaid provides are far more than just numbers on a page, and the cuts being proposed in Washington represent real harm to real people,\u201d said Sen. <b>Kevin Hertel<\/b> (D-St. Clair Shores), Chair of the Senate Health Policy Committee. \u201cAs you read this report, do not look at it as a simple policy document, but as a reflection of the real people who stand to be impacted by these cuts. Their stories remind us of what is at stake for our families, our communities, and the future of our state.\u201d<\/p>\n<p>This report seeks to build upon the one recently compiled by the <a id=\"OWA5ef18113-d20d-17a9-76e5-fa36d0de305f\" class=\"x_Hyperlink x_SCXW41900576 x_BCX0 x_OWAAutoLink\" data-auth=\"NotApplicable\" rel=\"noreferrer noopener nofollow\" target=\"_blank\" href=\"https:\/\/www.michigan.gov\/mdhhs\/-\/media\/Project\/Websites\/mdhhs\/Inside-MDHHS\/Newsroom\/ED-2025-3-FINAL.pdf\" title=\"https:\/\/www.michigan.gov\/mdhhs\/-\/media\/Project\/Websites\/mdhhs\/Inside-MDHHS\/Newsroom\/ED-2025-3-FINAL.pdf\" data-linkindex=\"2\">Michigan Dept. of Health and Human Services<\/a> by weaving in stories and testimony from those who stand to be impacted by funding cuts: Medicaid recipients, doctors, hospitals and local clinics, advocacy organizations, and more. Drawn from emotional testimony shared during a DHHS Subcommittee hearing on Medicaid in February and a Health Policy Committee hearing earlier this month, these stories bring the human cost of these proposed cuts into sharp focus. The clear and resounding response heard from all those who testified: these proposed Medicaid cuts will have utterly devastating effects on our state and entire health care system.<\/p>\n<p>\u201cMedicaid was established 60 years ago to ensure that every American, regardless of income, has access to the care they need to lead a healthy life. It remains one of the most impactful and efficient programs in our health care system,\u201d said Sen. <b>Sylvia Santana<\/b> (D-Detroit), Chair of the Senate Appropriations Subcommittee for the DHHS and Majority Vice Chair of the Health Policy Committee. \u201cProposals from Republicans in Washington that threaten to dismantle Medicaid funding would reverse decades of progress and once again make health care a privilege for the few, rather than a right for all. This report highlights what\u2019s truly at stake \u2014 not only for Michigan\u2019s budget and our hospitals, but for the health and economic security of families across our state. For millions of Michiganders, access to Medicaid is not a policy debate \u2014 it\u2019s a matter of life or death.\u201d<\/p>\n<p>Also included in the report are recommendations for actions that the Michigan Legislature, Gov. Gretchen Whitmer, and Michigan\u2019s congressional delegation can take to protect the health and dignity of every Michigander.<\/p>\n<p><b>Report Highlights<\/b>\u00a0<\/p>\n<p>In the report, stakeholders and residents who directly engage with the program underscore how Medicaid is essential to maintaining the physical health and well-being of Michiganders, as well as the health of the state\u2019s economy. Key highlights mentioned in the report include:\u00a0<\/p>\n<p>\u00a0<\/p>\n<ul>\n<li>\n<p>Medicaid<b> provides vital health care coverage to one in four Michiganders<\/b>, including two in five children and three in five nursing home residents.\u00a0<\/p>\n<\/li>\n<li>\n<p>Across Michigan, <b>Medicaid patients make up an average of 22% of hospital patient volume<\/b>, with Medicaid patients making up 40% of volume in rural hospitals.
