Initially a relatively small program, <a href=\"https:\/\/paragoninstitute.org\/paragon-pic\/aca-hrsa-rulemaking-ignites-unprecedented-340b-contract-pharmacy-growth\/\" rel=\"nofollow noopener\" target=\"_blank\">a rule during the Obama Administration<\/a> skyrocketed the program\u2019s usage.<\/p>\n<p><a class=\"image-enlargeable\" href=\"https:\/\/www.mackinac.org\/media\/images\/2025\/Purchase340b.jpg.png\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/Purchase340b.jpg.png\"  \/><\/a><\/p>\n<p>This has quickly become an unaccountable slush fund. The law essentially requires drug manufacturers to give money to hospitals and pharmacies, which is not an appropriate use of the federal government\u2019s power. The program was intended to be used by a few hospitals in poor areas serving largely low-income patients. But the Obama-era rule allowed these hospitals to outsource to pharmacies and made it easier to shift the money elsewhere.<\/p>\n<p><a class=\"image-enlargeable\" href=\"https:\/\/www.mackinac.org\/media\/images\/2025\/RatioPharma.jpg.png\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/RatioPharma.jpg.png\"  \/><\/a><\/p>\n<p>There <a href=\"https:\/\/cv340b.org\/who-we-are-2\/\" rel=\"nofollow noopener\" target=\"_blank\">is a campaign<\/a> by pharmacies, hospitals and other allies to keep this revenue going. A group has started an advertising campaign to urge Michigan lawmakers to protect and expand 340B because it \u201cprovides access to affordable healthcare across the state.\u201d<\/p>\n<p><a class=\"image-enlargeable\" href=\"https:\/\/www.mackinac.org\/media\/images\/2025\/pharma340bad.jpg\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/pharma340bad.jpg\"  \/><\/a><\/p>\n<p>The <a href=\"https:\/\/www.mackinac.org\/blog\/2025\/michigan-shouldnt-turbocharge-hospital-slush-fund-bills\" rel=\"nofollow noopener\" target=\"_blank\">evidence for this is scant<\/a>. The hospitals able to use the 340B program <a href=\"https:\/\/www.michigancapitolconfidential.com\/hospitals-collect-more-fed-drug-purchase-subsidies-intended-beneficiaries-dont-get-more-care\" rel=\"nofollow noopener\" target=\"_blank\">get higher profits<\/a> but provide <a href=\"https:\/\/www.michigancapitolconfidential.com\/29363\" rel=\"nofollow noopener\" target=\"_blank\">less charitable care<\/a>. <a href=\"https:\/\/www.nytimes.com\/2025\/01\/15\/us\/340b-apexus-drugs-middleman.html\" rel=\"nofollow noopener\" target=\"_blank\">Some<\/a> medical facilities <a href=\"https:\/\/www.mackinac.org\/blog\/2022\/federal-drug-program-is-very-ineffective-at-helping-the-poor\" rel=\"nofollow noopener\" target=\"_blank\">use the program<\/a> to move money from hospitals in low-income communities to those in high-income communities.<\/p>\n<p>About a decade ago, Michigan raised the income limits of those eligible for Medicaid, increasing the number of people covered by taxpayer-provided health services. From <a href=\"https:\/\/www.nihcr.org\/publications\/research-briefs\/effects-of-the-affordable-care-act-on-health-insurance-coverage-in-southeast-michigan\/\" rel=\"nofollow noopener\" target=\"_blank\">2014<\/a> to <a href=\"https:\/\/www.medicaid.gov\/medicaid\/program-information\/medicaid-and-chip-enrollment-data\/report-highlights\" rel=\"nofollow noopener\" target=\"_blank\">today<\/a>, the number of residents on Medicaid increased from about 1.9 million to 2.4 million. This meant that fewer poor people would need charity care, yet 340B program purchases exploded in use.<\/p>\n<p>The 340B program has become a slush fund for some hospital systems. It allows the same drug to <a href=\"https:\/\/www.michigancapitolconfidential.com\/news\/same-drugs-different-hospital-18-times-more-expensive\" rel=\"nofollow noopener\" target=\"_blank\">be sold for drastically different prices<\/a> in order for some medical facilities to keep the money. Conservative leaders <a href=\"https:\/\/www.politico.com\/newsletters\/politico-pulse\/2025\/07\/18\/understanding-trumps-cvi-diagnosis-00462054\" rel=\"nofollow noopener\" target=\"_blank\">are calling for needed changes<\/a> and Michigan lawmakers have options <a href=\"https:\/\/www.mackinac.org\/blog\/2025\/the-340b-drug-discount-program-has-lost-its-way\" rel=\"nofollow noopener\" target=\"_blank\">to fix the program<\/a>.
