{"id":118308,"date":"2025-08-04T13:46:17","date_gmt":"2025-08-04T13:46:17","guid":{"rendered":"https:\/\/www.europesays.com\/us\/118308\/"},"modified":"2025-08-04T13:46:17","modified_gmt":"2025-08-04T13:46:17","slug":"former-senior-queensland-public-servant-sir-leo-hielscher-dies-at-98","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/118308\/","title":{"rendered":"Former senior Queensland public servant Sir Leo Hielscher dies at 98"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">Former senior Queensland public servant Sir Leo Hielscher has died at 98.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Sir Leo had a distinguished career in government, banking, and finance, which spanned more than seven decades.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He has been recognised as one of the key figures responsible for transforming the state&#8217;s economy, and is credited with the financing, development and building of many major infrastructure projects, including the first Gateway Bridge.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He was also instrumental in Queensland&#8217;s success in holding the 1982 Commonwealth Games and the 1988 World Expo.<\/p>\n<p><img decoding=\"async\" alt=\"an elderly man in a wheelchair\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/96f36608fea96a5b9757f59c21f50afb\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Sir Leo&#8217;s daughter Kerri Phipps said &#8220;the wonderful family man&#8221; would be missed. (Supplied: Kerri Phipps)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He died on Monday in palliative care, with his family by his side.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">His daughter, Kerri Phipps, said he left a lasting legacy and would be &#8220;sorely missed&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;He&#8217;s such an icon, and he&#8217;s a wonderful man, a wonderful family man \u2026 he loved his family, he loved his grandchildren immensely,&#8221; Ms Phipps said.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;He just achieved so much \u2026 he worked hard, but he was always there for us.&#8221;<\/p><\/blockquote>\n<p>Seven decades of public service<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Born on the Sunshine Coast in 1926, at the start of the Great Depression, Sir Leo entered the public service in the state government&#8217;s insurance office in 1942 at 15.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">When he was 18, he enlisted with the Royal Australian Air Force, serving in Australia, Borneo and, at the end of the war, in Japan with the occupation forces.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">After returning to Australia, Sir Leo rose through the ranks of the departments of the auditor-general and education before being seconded to Treasury, at a time when the Queensland economy was, in his view, in poor shape.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">He served as the state&#8217;s under treasurer from 1974 to 1988 before taking up the role of chair of the Queensland Treasury Corporation (QTC) in June 2010 \u2014 a role he would ultimately retire from at 83.<\/p>\n<p>Loading&#8230;&#8217;Would never ruffle any feathers that didn&#8217;t need ruffling&#8217;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">During his career, Sir Leo reported to a succession of 10 premiers and 15 treasurers.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">In 2010, on the occasion of his retirement, the Queensland government announced it would re-name Brisbane&#8217;s Gateway bridges in his honour.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Both sides of politics paid tribute to him at the time, with then-premier Anna Bligh saying the 83-year-old would be missed.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;I can say it was with some reluctance that the treasurer and I accepted Sir Leo Hielscher&#8217;s decision, but if anyone deserves retirement, I think it&#8217;s Sir Leo,&#8221; Ms Bligh said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;It&#8217;s hard to think of anyone who has worked as tirelessly as Sir Leo has for the benefit of Queensland.&#8221;<\/p>\n<p><img decoding=\"async\" alt=\"a man in a suit surrounded by reporters\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/582582bb25d117fb3c717dca9fe4c713\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Leo Hielscher speaks to the media in 2010.\u00a0 (ABC News)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Then-opposition leader John-Paul Langbroek also paid tribute to Sir Leo&#8217;s impartiality over a long career.<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;It&#8217;s a credit to Sir Leo that of course he&#8217;s not been politicised, and there&#8217;s never been any question about whether he&#8217;s been politicised,&#8221;<\/p><\/blockquote>\n<p>  he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;He really has provided frank and fearless advice to both sides.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Ms Phipps agreed he had always been impartial.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;He was always very diplomatic, and would never ruffle any of the feathers that didn&#8217;t need ruffling,&#8221; Ms Phipps said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;He respected whoever was in \u2026 he just wanted to do the best he could for Queensland,&#8221; she said.<\/p>\n<p><img decoding=\"async\" alt=\"Sir Leo\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/6370809ed68b092e80d4fc2f74e17644\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">Leo Hielscher has been celebrated by both sides of politics. (Supplied)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Sir Leo was awarded a Knight Bachelor in 1987 and a Companion of the Order of Australia (AC) in 2004.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">His grandson, Lyndon Phipps, said he was an &#8220;incredible man&#8221;.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;A lot of people always asked him: &#8216;What&#8217;s your secret for looking so good and living so long?&#8217;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;He&#8217;d always give a little smirk and say: &#8216;Good clean living in my youth,&#8217; and then have a good chuckle because that certainly wasn&#8217;t the case, going to war and being in the war and having a rough old time through his teens and his 20s.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;He did so much for Queensland and, in turn, Australia.&#8221;<\/p>\n<blockquote class=\"EmphasisedText_quote__TE6kn\"><p>&#8220;He&#8217;ll never be forgotten,&#8221;<\/p><\/blockquote>\n<p>  he said.<\/p>\n","protected":false},"excerpt":{"rendered":"Former senior Queensland public servant Sir Leo Hielscher has died at 98.
