{"id":121174,"date":"2025-08-05T15:17:22","date_gmt":"2025-08-05T15:17:22","guid":{"rendered":"https:\/\/www.europesays.com\/us\/121174\/"},"modified":"2025-08-05T15:17:22","modified_gmt":"2025-08-05T15:17:22","slug":"nyc-council-dems-to-let-adams-ballys-casino-veto-stand-but-plan-fight-on-unlicensed-vending","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/121174\/","title":{"rendered":"NYC Council Dems to let Adams&#8217; Bally&#8217;s casino veto stand, but plan fight on unlicensed vending"},"content":{"rendered":"<p>City Council Democrats are planning to override <a href=\"https:\/\/www.nydailynews.com\/2025\/07\/31\/adams-veto-of-unlicensed-vending-bill-blasted-as-aiding-trump-immigration-crackdown\/\" target=\"_blank\" rel=\"noopener\">Mayor Adams\u2019 veto of a bill<\/a> that\u2019d decriminalize unlicensed street vending \u2014 but they\u2019re likely to let stand <a href=\"https:\/\/www.nydailynews.com\/2025\/07\/30\/mayor-adams-gives-ballys-bronx-casino-bid-second-chance-vetoing-nyc-council-vote\/\" target=\"_blank\" rel=\"noopener\">another veto<\/a> he recently issued that relates to a proposal for building a Bally\u2019s casino in the Bronx, according to multiple sources familiar with the matter.<\/p>\n<p>The Council Dems staked out the split plan during a private conference meeting Monday, the sources told the Daily News, speaking on condition of anonymity.<\/p>\n<p>In the meeting, the sources said Council Democrats, including Speaker <a href=\"https:\/\/council.nyc.gov\/district-28\/\" target=\"_blank\" rel=\"noopener\">Adrienne Adams<\/a>, agreed to try to override the mayor\u2019s veto of a bill they passed recently that would make it so that unlicensed vending of food and other products is subject to civil fines, as opposed to criminal summonses, as is currently the case.<\/p>\n<p>Council Democrats and other supporters have argued <a href=\"https:\/\/www.nydailynews.com\/2025\/07\/31\/adams-veto-of-unlicensed-vending-bill-blasted-as-aiding-trump-immigration-crackdown\/\" target=\"_blank\" rel=\"noopener\">it\u2019s important to decriminalize such violations<\/a> at a time President Trump\u2019s administration is pursuing an aggressive crackdown on undocumented immigrants in New York. Many street vendors are immigrants, and Council Dems have argued subjecting them to criminal summonses for violations could make them easier targets of the Trump administration\u2019s deportation efforts.<\/p>\n<p>The mayor, who has faced accusations of <a href=\"https:\/\/www.nydailynews.com\/2025\/04\/02\/eric-adams-isnt-facing-criminal-charges-but-the-specter-of-trump-is-likely-to-haunt-his-campaign\/\" target=\"_blank\" rel=\"noopener\">being beholden to Trump<\/a> since the president\u2019s Justice Department dismissed his corruption indictment, argues it would pose a public safety risk to prevent NYPD officers from being able to write criminal summonses for some forms of unlicensed vending.<\/p>\n<p>It wasn\u2019t immediately clear exactly how soon the Council could vote on overriding the street vendor bill veto, but sources said it\u2019s likely going to take place later this month. In order to successfully override a mayoral veto, two thirds of the Council\u2019s 51 members must support it.<\/p>\n<p>On the Bronx casino front, the sources said <a href=\"https:\/\/council.nyc.gov\/districts\/\" target=\"_blank\" rel=\"noopener\">Council Democrats<\/a> agreed in the meeting there\u2019s too little time and too little political willpower in the lawmaking body to override the mayor\u2019s recent veto.<\/p>\n<p>Benjamin Fang-Estrada, a spokesman for Speaker Adams, wouldn\u2019t discuss the internal conversations on the matter. In a statement, he said: \u201cIf the mayor wants to do the casino applicant\u2019s work for them and carry their water with all his conflicts of interest, that\u2019s his decision.\u201d<\/p>\n<p>Adams issued that veto last week, too, <a href=\"https:\/\/www.nydailynews.com\/2025\/07\/30\/mayor-adams-gives-ballys-bronx-casino-bid-second-chance-vetoing-nyc-council-vote\/\" target=\"_blank\" rel=\"noopener\">undoing a decision<\/a> by the Council to deny Bally\u2019s, a gambling operator, a key land use permit it would need to be in contention for getting a license from the state to build a casino in the Bronx\u2019s Ferry Point Park.<\/p>\n<p>The mayor issued the veto because he said Bally\u2019s \u2014 which <a href=\"https:\/\/www.nydailynews.com\/2025\/07\/30\/mayor-adams-gives-ballys-bronx-casino-bid-second-chance-vetoing-nyc-council-vote\/\" target=\"_blank\" rel=\"noopener\">two of his close political advisers<\/a> have done lobbying and consulting work for \u2014 deserves to stay in contention for a potential casino license as the state continues to mull which bidder to award the lucrative permit to.<\/p>\n<p>Had the mayor not vetoed the Council\u2019s decision, the Bally\u2019s casino bid would have been dead on the vine.<\/p>\n<p>The Council condemned the casino veto after it happened. However, its Democratic members agreed in Monday\u2019s meeting that trying to override it would be too complicated, the sources said.<\/p>\n<p>That\u2019s, in part, because the Council would have to pull off an <a href=\"https:\/\/www.nydailynews.com\/2025\/07\/30\/mayor-adams-gives-ballys-bronx-casino-bid-second-chance-vetoing-nyc-council-vote\/\" target=\"_blank\" rel=\"noopener\">override on the Bally\u2019s<\/a> matter by early next week due to rules that set a tighter timeline for objecting to mayoral vetoes on land use matters.<\/p>\n<p>The sources told The News that Democratic leaders in the Council conceded in the meeting it would be difficult to get two thirds of the lawmaking body\u2019s members to coalesce around such a push in just a few days, especially this time of the year, when many are vacationing.<\/p>\n<p>\u201cThere\u2019s little appetite to go into a big fight for something where the state ultimately has the final decision-making power,\u201d one source said.<\/p>\n<p>Asked about the Council\u2019s override plans, Zachary Nosanchuk, a spokesman for the mayor, defended both of his vetoes, saying they \u201cput New Yorkers\u2019 needs first.\u201d<\/p>\n<p>\u201cOne protects the potential for billions in private investment, good-paying jobs, and economic opportunity in the Bronx; the other protects New Yorkers\u2019 safety, health, and the hard work of small business owners operating legally and in good faith, jeopardized by unlicensed vendors operating with impunity once their illegal activities are decriminalized,\u201d he said.<\/p>\n<p>Before this summer, the mayor had already in his first term vetoed three other Council legislative packages, including a measure placing more reporting requirements on NYPD officers.
