{"id":122643,"date":"2025-08-06T04:02:10","date_gmt":"2025-08-06T04:02:10","guid":{"rendered":"https:\/\/www.europesays.com\/us\/122643\/"},"modified":"2025-08-06T04:02:10","modified_gmt":"2025-08-06T04:02:10","slug":"liberal-cabinet-ministers-defend-canadas-u-s-trade-strategy-in-mexico","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/122643\/","title":{"rendered":"Liberal cabinet ministers defend Canada\u2019s U.S. trade strategy in Mexico"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/J23I73FLQZHPNMWRES65QLEVUA.jpg?auth=7b043206291072c347457278e85b153136b2b39dcb6437743b626937212c4283&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" target=\"_blank\" rel=\"noopener\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">Finance Minister Fran\u00e7ois-Philippe Champagne, left, Mexico&#8217;s President Claudia Sheinbaum, centre, and Foreign Minister Anita Anand meet in Mexico City on Tuesday.Supplied\/AFP\/Getty Images<\/p>\n<p class=\"c-article-body__text text-pr-5\">Senior Liberal cabinet ministers defended Canada\u2019s strategy for trade talks with the United States after a day of meetings with Mexican officials who had secured a reprieve for their country on <a href=\"https:\/\/www.theglobeandmail.com\/topics\/tariff\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/tariff\/\">U.S. tariffs<\/a>. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Finance Minister Fran\u00e7ois-Philippe Champagne and Foreign Affairs Minister Anita Anand also met with Mexican President Claudia Sheinbaum for more than an hour Tuesday in a visit they said was meant to shore up bilateral ties. <\/p>\n<p class=\"c-article-body__text text-pr-5\">They declined to tell reporters what they heard about why she was able to secure a 90-day extension before U.S. President <a href=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/donald-trump\/\">Donald Trump<\/a> hikes tariffs on her country, but Canada was not. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But both ministers said Canada\u2019s relationship with the U.S. is different from Mexico\u2019s, and each country is engaging in its own strategic interests. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI think it has provided the right outcome for Canada, where we\u2019ve been able to defend our industry, defend our workers and certainly put Canada on a path to rebuild our economy,\u201d Mr. Champagne said. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-what-does-donald-trump-want-from-canada-trade-usmca\/\" target=\"_blank\" rel=\"noopener\">Opinion: What does Donald Trump want from Canada? We are about to find out<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Earlier this year, Mr. Trump imposed a 25-per-cent tariff on all goods from Canada and <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mexico\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mexico\/\">Mexico<\/a> not covered by the United States-Mexico-Canada free-trade deal. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Both countries are also subject to tariffs on steel, aluminum and autos. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada has retaliated with its own tariffs, but Mexico has yet to impose retaliatory tariffs. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Trump threatened to hike that tariff rate to 30 per cent for Mexico and 35 per cent for Canada by Aug. 1 if new deals were not reached.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mexico was granted a <a href=\"https:\/\/www.theglobeandmail.com\/world\/article-trump-postpones-higher-tariffs-on-mexican-goods-for-90-days\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/world\/article-trump-postpones-higher-tariffs-on-mexican-goods-for-90-days\/\">90-day extension<\/a>, but Canada was not. <\/p>\n<p class=\"c-article-body__text text-pr-5\">In announcing the reprieve, Mr. Trump said he and Ms. Sheinbaum understood each other, but <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-mexico-us-trade-deal-extended-canada-tariff-deadline\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-mexico-us-trade-deal-extended-canada-tariff-deadline\/\">he criticized Canadian political leadership.<\/a> While the extension for Mexico came after a phone call between Mr. Trump and Ms. Sheinbaum, Prime Minister Mark Carney and Mr. Trump have yet to speak. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Carney told reporters in Kelowna, B.C., on Tuesday they will when it \u201cmakes sense.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">He said the bigger picture to trade talks is next year\u2019s review of USMCA, which ensures most of the goods traded between Canada and the U.S. remain tariff free. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Asked whether Canada is still considering any retaliatory tariffs, he said the policy is only to do what can have a maximum impact in the U.S. and a minimum impact in Canada. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe don\u2019t automatically adjust. We look at what we can do for our industry that\u2019s most effective. In some cases, that will be to remove tariffs,\u201d he told reporters after announcing supports for the softwood lumber industry. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe have removed some tariffs over time, so that, for example, the auto industry can function more effectively and we\u2019ll look at opportunities to do so because in the end we\u2019re looking at having the best impact in Canada.\u201d<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/world\/article-mexico-grapples-with-trumps-unrelenting-demands\/\" target=\"_blank\" rel=\"noopener\">Mexico grapples with Trump\u2019s unrelenting demands<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Champagne declined to say which tariffs Canada may consider removing. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The ministerial meetings in Mexico City underscore attempts to revive relations with Mexico.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Relations between the countries have slipped in recent years amid commercial disputes and misunderstandings, including suggestions from Canada <a href=\"https:\/\/www.theglobeandmail.com\/world\/us-politics\/article-mexico-president-canada-usmca-trade-agreement\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/world\/us-politics\/article-mexico-president-canada-usmca-trade-agreement\/\">early on in the trade dispute<\/a> with the U.S. that Mexico be cut out of free-trade talks. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Anand said work to rebuild ties with Mexico began when Mr. Carney invited Ms. Sheinbaum to the G7 meeting in Kananaskis, Alta., earlier this year, and the trip to Mexico City is intended to build on that momentum. <\/p>\n<p class=\"c-article-body__text text-pr-5\">She said the two countries have agreed to build a work plan to co-operate further on supply chain issues, energy security and other elements of trade. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Anand said Mexico\u2019s relationship with the United States is different from Canada\u2019s, making it difficult to compare the deals both are negotiating with the U.S. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cTo parse out individual elements of one country\u2019s negotiations versus our own is somewhat superficial, because the relationship is so very complex, and we really do need to understand that that complexity drives the entire negotiation,\u201d Ms. Anand said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The ministers have a second day of meetings planned for Mexico City.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Ms. Sheinbaum has <a href=\"https:\/\/www.gob.mx\/presidencia\/es\/articulos\/version-estenografica-conferencia-de-prensa-de-la-presidenta-claudia-sheinbaum-pardo-del-31-de-julio-de-2025?idiom=es\" rel=\"noopener\" target=\"_blank\">described<\/a> the pause her country obtained on tariffs as \u201cnot only an extension, rather of a very advantageous condition for Mexico compared to any other country.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">On Tuesday, she posted a photo on social media of herself meeting with Ms. Anand and Mr. Champagne, saying \u201cWe\u2019re strengthening the relationship between our countries.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Brenda Estefan, a former security attach\u00e9 at the Mexican embassy in Washington and professor at the IPADE business school in Mexico City, said the two countries can\u2019t collectively confront Mr. Trump. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But, she added, \u201cboth countries would tremendously benefit by having stronger ties. \u2026 If you already have a conflicting relationship with one of the three countries in the region, you want to have a smooth one with
