{"id":122902,"date":"2025-08-06T06:21:14","date_gmt":"2025-08-06T06:21:14","guid":{"rendered":"https:\/\/www.europesays.com\/us\/122902\/"},"modified":"2025-08-06T06:21:14","modified_gmt":"2025-08-06T06:21:14","slug":"houston-city-council-special-election-in-november-could-be-influenced-by-congressional-race-houston-public-media","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/122902\/","title":{"rendered":"Houston City Council special election in November could be influenced by congressional race \u2013 Houston Public Media"},"content":{"rendered":"<p>\t\t\t\t\t<a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/houston\/2023\/07\/26\/457897\/houston-city-council-approves-alcohol-free-zone-near-heights-daycare\/attachment\/cityhall_07132023_despinoza\/\" rel=\"nofollow noopener\" target=\"_blank\"><img fetchpriority=\"high\" decoding=\"async\" class=\"size-medium wp-image-457498\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/CityHall_07132023_DEspinoza-1000x667.jpg\" alt=\"Photo outside of Houston City Hall\" width=\"1000\" height=\"667\"   data-eio=\"p\"\/><\/a><\/p>\n<p>Daisy Espinoza\/Houston Public Media<\/p>\n<p>Pictured is Houston City Hall.<\/p>\n<p>Despite city council and mayoral elections being two years away, Houston voters will have an opportunity to choose one new council member in November. <\/p>\n<p>The opening comes as at-large city council member <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/politics\/2025\/07\/08\/525895\/houston-city-council-member-letitia-plummer-announces-run-for-harris-county-judge\/\" rel=\"nofollow noopener\" target=\"_blank\">Letitia Plummer<\/a> runs to replace Harris County Judge Lina Hidalgo \u2014 a fellow Democrat who still hasn&#8217;t said whether she plans to run for a third term, despite <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/shows\/houston-matters\/2025\/07\/02\/525136\/judge-lina-hidalgo-july-2-2025\/\" rel=\"nofollow noopener\" target=\"_blank\">promising a decision within &#8220;a couple more weeks&#8221; on July 2<\/a>. Plummer will vacate one of five at-large positions on the 16-person council, and all Houston voters will have a say in her replacement. <\/p>\n<p>It&#8217;s not the only special election slated for November. The death of U.S. Rep. Sylvester Turner, who previously served as Houston mayor, left a <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/politics\/elections\/2025\/04\/07\/518132\/texas-governor-calls-november-special-election-for-houstons-vacant-congressional-seat\/\" rel=\"nofollow noopener\" target=\"_blank\">vacancy in Texas&#8217; 18th Congressional District<\/a>. It stretches from near the southern end of Loop 610 through downtown to the northeast and northwest and also covers the area north of Beltway 8. <\/p>\n<p>&#8220;There, turnout should be significantly higher, and that provides a real advantage to any city of Houston council candidate running citywide who has a strong base of support within the boundaries of congressional district 18,&#8221; said political scientist Mark Jones with Rice University. <\/p>\n<p><strong>RELATED: <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/politics\/2025\/07\/27\/527261\/candidates-for-texas-18th-congressional-district-speak-against-redistricting\/\" rel=\"nofollow noopener\" target=\"_blank\">Democratic candidates for Texas\u2019 18th Congressional District speak against redistricting<\/a><\/strong><\/p>\n<p>Jones pointed in particular to former city council member Dwight Boykins, who previously represented the overlapping District D in south Houston from 2014 through 2018. Boykins <a href=\"https:\/\/www.facebook.com\/dwight.boykins.3\/posts\/serving-the-people-of-houston-has-been-the-greatest-honor-of-my-life-i-couldnt-k\/4255502148043064\/\" rel=\"nofollow noopener\" target=\"_blank\">announced his candidacy<\/a> to replace Plummer in July, as did business owner <a href=\"https:\/\/alloyd4houston.com\/meet-al-lloyd\/\" rel=\"nofollow noopener\" target=\"_blank\">Al Lloyd<\/a>, attorney <a href=\"https:\/\/www.alejandrasalinas.com\/meet-alejandra\" rel=\"nofollow noopener\" target=\"_blank\">Alejandra Salinas<\/a> and previous city council candidate <a href=\"https:\/\/www.obesforhouston.com\/\" rel=\"nofollow noopener\" target=\"_blank\">Obes Nwabara<\/a>, who garnered about 8% of the vote in a 2023 at-large race ultimately won by Willie Davis. <\/p>\n<p>Plummer told Houston Public Media she hopes her replacement will continue her work on an ordinance that would ramp up inspections of problematic apartment complexes, push to address a cancer cluster around the Union Pacific railyard in the Fifth Ward and maintain adequate funding for the Houston Police Department&#8217;s mental health-focused teams. <\/p>\n<p>&#8220;I\u2019m really hoping that the person who takes my position owns these initiatives, and makes sure that they stay alive and they really continue to be a part of the fabric of the city of Houston,&#8221; Plummer said. <\/p>\n<p>She also hopes her replacement maintains the diversity of the at-large contingent on the city council. <\/p>\n<p>&#8220;My seat has historically been a seat that\u2019s been represented by a person of color, primarily African Americans,&#8221; Plummer said. &#8220;And so I do believe, you know, having some diversity on those at-large seats is something that\u2019s really going to be important.&#8221;<\/p>\n<p>Jones said he expects turnout to be low for the special election in November and a likely runoff election in December, especially because a runoff between the two top candidates would occur before a separate runoff for the 18th Congressional District. <\/p>\n<p>&#8220;I would expect a relatively robust field of high-quality candidates who are competing for this position with twin goals,&#8221; Jones said. &#8220;First, getting one of those two positions in the runoff, and then going into a head-to-head election that will have very different dynamics, because while turnout is going to be low in November \u2014 somewhere in the low teens \u2014 in this race in December for the runoff, it\u2019s going to be hard pressed to eclipse 5%.&#8221;<\/p>\n<p>Prospective candidates have until Sept. 3 to file <a href=\"https:\/\/houstontx.gov\/2025-al4-election.html\" rel=\"nofollow noopener\" target=\"_blank\">ballot applications<\/a> with the city. <\/p>\n","protected":false},"excerpt":{"rendered":"Daisy Espinoza\/Houston Public Media Pictured is Houston City Hall.
