None of them are quite sure what, exactly, that means.<\/p>\n<p class=\"paywall\">In the middle of July, Nobel laureates gathered at the University of Chicago to listen to nuclear war experts talk about the end of the world. In closed sessions over two days, scientists, former government officials, and retired military personnel enlightened the laureates about the most devastating weapons ever created. The goal was to educate some of the most respected people in the world about one of the most horrifying weapons ever made and, at the end of it, have the laureates make policy recommendations to world leaders about how to avoid nuclear war.<\/p>\n<p class=\"paywall\">AI was on everyone\u2019s mind. \u201cWe\u2019re entering a new world of artificial intelligence and emerging technologies influencing our daily life, but also influencing the nuclear world we live in,\u201d <a href=\"https:\/\/politicalscience.stanford.edu\/people\/scott-d-sagan\" rel=\"nofollow noopener\" target=\"_blank\">Scott Sagan<\/a>, a Stanford professor known for his research into nuclear disarmament, said during a press conference at the end of the talks.<\/p>\n<p class=\"paywall\">It\u2019s a statement that takes as given the inevitability of governments mixing AI and nuclear weapons\u2014something everyone I spoke with in Chicago believed in.<\/p>\n<p class=\"paywall\">\u201cIt\u2019s like electricity,\u201d says <a data-offer-url=\"https:\/\/thebulletin.org\/biography\/robert-latiff\/\" class=\"external-link\" data-event-click=\"{&quot;element&quot;:&quot;ExternalLink&quot;,&quot;outgoingURL&quot;:&quot;https:\/\/thebulletin.org\/biography\/robert-latiff\/&quot;}\" href=\"https:\/\/thebulletin.org\/biography\/robert-latiff\/\" rel=\"nofollow noopener\" target=\"_blank\">Bob Latiff<\/a>, a retired US Air Force major general and a member of the Bulletin of the Atomic Scientists\u2019 Science and Security Board. \u201cIt\u2019s going to find its way into everything.\u201d Latiff is one of the people who helps set the Doomsday Clock every year.<\/p>\n<p class=\"paywall\">\u201cThe conversation about AI and nukes is hampered by a couple of major problems. The first is that nobody really knows what AI is,\u201d says Jon Wolfsthal, a nonproliferation expert who\u2019s the director of global risk at the Federation of American Scientists and was formerly a special assistant to Barack Obama.<\/p>\n<p class=\"paywall\">\u201cWhat does it mean to give AI control of a nuclear weapon? What does it mean to give a [computer chip] control of a nuclear weapon?\u201d asks <a href=\"https:\/\/cisac.fsi.stanford.edu\/people\/herbert_lin\" rel=\"nofollow noopener\" target=\"_blank\">Herb Lin<\/a>, a Stanford professor and Doomsday Clock alum. \u201cPart of the problem is that large language models have taken over the debate.\u201d<\/p>\n<p class=\"paywall\">First, the good news. No one thinks that ChatGPT or Grok will get nuclear codes anytime soon. Wolfsthal tells me that there are a lot of \u201ctheological\u201d differences between nuclear experts, but that they\u2019re united on that front. \u201cIn this realm, almost everybody says we want effective human control over nuclear weapon decisionmaking,\u201d he says.<\/p>\n<p class=\"paywall\">Still, Wolfsthal has heard whispers of other concerning uses of LLMs in the heart of American power. \u201cA number of people have said, \u2018Well, look, all I want to do is have an interactive computer available for the president so he can figure out what Putin or Xi will do and I can produce that dataset very reliably.
