That also was the last year before Texas Education Commissioner Mike Morath installed Superintendent Mike Miles and <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/education\/2023\/03\/15\/446250\/texas-education-agency-takeover-houston-independent-school-district\/\" rel=\"nofollow noopener\" target=\"_blank\">replaced the district&#8217;s elected trustees with a state-appointed board of managers<\/a> \u2014 a move triggered by Wheatley High School\u2019s streak of failing grades from the TEA.<\/p>\n<p>Miles has implemented <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2024\/02\/09\/477127\/houston-isd-releases-final-list-of-nes-campuses-including-austin-high-and-18-elementary-and-middle-schools\/\" rel=\"nofollow noopener\" target=\"_blank\">instructional reforms at about half of HISD&#8217;s 270-plus schools<\/a>, with a focus on improving students&#8217; performance on standardized tests. The state accountability ratings are based largely on students&#8217; results on the STAAR test, taken annually by public school students across the state.<\/p>\n<p>For the 2024-25 school year, HISD&#8217;s second under state control, district leaders said they expect to have a total of 18 D-rated campuses, along with 197 schools with A or B ratings. The year before the state intervened, HISD had 93 campuses rated A or B.<\/p>\n<p>&#8220;It is a very good performance in relation to the state accountability system, in relation to the state testing system,&#8221; said Duncan Klussmann, a former Houston-area superintendent who now works as an associate clinical professor of education at the University of Houston. &#8220;That is what the reforms that have been put in place in HISD are supposed to do. The reforms they&#8217;ve put in place are very focused on increasing test scores. Multiple Texas school districts sued to temporarily block the release of both the <a href=\"https:\/\/www.kut.org\/education\/2023-08-24\/texas-school-districts-sue-state-education-commissioner-over-changes-to-a-f-accountability-system\" rel=\"nofollow noopener\" target=\"_blank\">2022-23<\/a> and <a href=\"https:\/\/www.texastribune.org\/2024\/09\/23\/texas-schools-accountability-ratings-lawsuit-split\/\" rel=\"nofollow noopener\" target=\"_blank\">2023-24 ratings<\/a> \u2013 arguing that it became more difficult to earn higher scores in 2022-23 and that districts weren&#8217;t given sufficient notice about changes used to calculate the 2023-24 ratings. Judges ruled earlier this year that both years&#8217; ratings could be released, with the <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/2025\/04\/24\/519629\/houston-isd-earns-a-c-from-the-state-for-2022-23-school-year-most-houston-area-districts-scored-higher\/\" rel=\"nofollow noopener\" target=\"_blank\">2022-23 ratings coming out in April<\/a>. The 2023-24 ratings are set to be released Aug. 15, along with the 2024-25 grades.<\/p>\n<p>State lawmakers also are <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/education\/2025\/08\/05\/527911\/texas-lawmakers-revive-plan-to-replace-staar-test\/\" rel=\"nofollow noopener\" target=\"_blank\">proposing to replace the STAAR test<\/a> with a series of less extensive exams.<\/p>\n<p>Despite the controversy, Miles and other district leaders lauded their performance in 2024-25, crediting the work of students and their teachers. More than 80 HISD schools went from having D or F ratings in 2023 to having A or B ratings in 2025, according to the district.<\/p>\n<p>&#8220;We&#8217;ve witnessed remarkable transformations across the district,&#8221; Sandi Massey, HISD&#8217;s chief of schools, said in a Tuesday news release. &#8220;Dozens of schools leapt from D and F ratings to A and B status. These dramatic improvements show what&#8217;s possible when we commit to excellence for every student and work toward that every day.&#8221;<\/p>\n<p>Although Miles and his reforms have drawn <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2025\/05\/15\/521432\/tea-commissioner-mike-morath-gives-glowing-review-of-houston-isd-tour-alongside-superintendent-mike-miles\/\" rel=\"nofollow noopener\" target=\"_blank\">praise from Morath<\/a> and HISD&#8217;s state-appointed board, which awarded him a <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2025\/06\/13\/523934\/state-appointed-houston-isd-board-approves-5-year-contract-extension-for-superintendent-mike-miles\/\" rel=\"nofollow noopener\" target=\"_blank\">five-year contract extension<\/a> in June, the state intervention and the installed superintendent have drawn pushback from educators, parents and community members. Campus <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/2025\/02\/05\/513045\/thousands-of-houston-isd-parents-pull-kids-out-of-school-protest-ensues-to-protest-mike-miles\/\" rel=\"nofollow noopener\" target=\"_blank\">protests<\/a> have regularly been staged in opposition staffing turnover and instructional changes, and Houston voters <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2024\/11\/05\/504770\/houston-isd-bond-rejected-in-large-margin-by-voters-an-unofficial-referendum-of-state-takeover\/\" rel=\"nofollow noopener\" target=\"_blank\">rejected a $4.4 billion bond proposal<\/a> last fall in a vote that could be considered a referendum on Miles and his leadership. The district also has continued to see <a href=\"https:\/\/www.houstonpublicmedia.org\/articles\/news\/education-news\/hisd\/2024\/12\/13\/508807\/houston-isd-superintendent-mike-miles-says-criticism-likely-contributed-to-enrollment-decline\/\" rel=\"nofollow noopener\" target=\"_blank\">declines in enrollment<\/a>.<\/p>\n<p>Klussmann said parents must decide the importance of test scores and accountability ratings in comparison to their children&#8217;s overall educational experience. And the long-term impacts of the reforms remain to be seen, he said.<\/p>\n<p>&#8220;I think the short-term improvements are very impressive from HISD,&#8221; Klussmann said. &#8220;But you&#8217;ve got to pay attention to the long-term effects of the reforms. It&#8217;s going to be really important to follow students who have been part of the takeover, follow them long-term. Do more go off to higher ed? Do more acquire a two-year certificate or a four-year degree?
