Are immigration agents violating court order?"},"content":{"rendered":"\n<p>Federal agents detained day laborers outside of a Home Depot in Van Nuys during two raids Friday morning, raising questions over <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-08-08\/they-run-we-chase-agents-employ-aggressive-and-some-say-illegal-tactics-on-l-a-streets\" target=\"_blank\" rel=\"noopener\">whether their actions may violate<\/a> a court order that <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-07-11\/federal-judge-temporarily-halts-alleged-indiscriminate-immigration-stops\" target=\"_blank\" rel=\"noopener\">bans agents from using racial profiling<\/a> to carry out indiscriminate immigration arrests.<\/p>\n<p>The operations took place around 7:35 a.m. and then again at 11:50 a.m. outside the Home Depot on Roscoe Boulevard, according to Maegan Ortiz, executive director of Instituto de Educaci\u00f3n Popular del Sur de California, which runs a resource center for day laborers directly next to the store. <\/p>\n<p>The Department of Homeland Security, which includes Customs and Border Protection and Immigration and Customs Enforcement, did not immediately respond to a request for comment Friday. <\/p>\n<p>But U.S. Border Patrol Sector Chief Greg Bovino <a class=\"link\" href=\"https:\/\/www.foxnews.com\/video\/6376703731112\" target=\"_blank\" rel=\"noopener\">told Fox News<\/a> on Friday that federal agents always abide by the law during enforcement operations.<\/p>\n<p>\u201cIn Los Angeles right now \u2014 today, as a matter of fact \u2014 we have agents out on the streets right now making apprehensions, as you and I are speaking,\u201d he said. \u201cThey\u2019re doing that again, legally, ethically and morally.\u201d<\/p>\n<p>A number of unmarked white vans started circling the parking lot and immigration agents began \u201cgrabbing people first and then asking people for ID\u201d said Ortiz, adding that her organization has confirmed 10 people were taken.<\/p>\n<p>\u201c[The agents] came straight for the day labor center,\u201d Ortiz said. \u201cIt is very clear they are targeting day laborers and they are targeting the organization.\u201d<\/p>\n<p>On July 11, a U.S. district judge <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-07-11\/federal-judge-temporarily-halts-alleged-indiscriminate-immigration-stops\" target=\"_blank\" rel=\"noopener\">issued a temporary restraining order<\/a> blocking federal agents in Southern and Central California from targeting people based on their race, language, vocation or location without reasonable suspicion that they are in the U.S. illegally. <\/p>\n<p>At the time, immigration advocates believed the order would legally bar agents from roving such places as Home Depots and car washes and indiscriminately stopping brown-skinned, Spanish-speaking workers. <\/p>\n<p>\u201cThis is a clear violation of the TRO,\u201d said Ortiz regarding Friday\u2019s raids. \u201cThis is, in my opinion, contempt.\u201d<\/p>\n<p>The temporary restraining order was <a class=\"link\" href=\"https:\/\/www.latimes.com\/california\/story\/2025-08-01\/appeals-court-keeps-freeze-on-socal-ice-patrols\" target=\"_blank\" rel=\"noopener\">upheld<\/a> last Friday by the 9th U.S. Circuit Court of Appeals. The Trump administration has since appealed to the Supreme Court, saying the ruling \u201cthreatens to upend immigration officials\u2019 ability to enforce the immigration laws in the Central District of California by hanging the prospect of contempt over every investigative stop.\u201d<\/p>\n<p>Following the temporary restraining order, Southern California saw a <a class=\"link\" href=\"https:\/\/www.latimes.com\/world-nation\/story\/2025-08-07\/federal-arrests-of-undocumented-immigrants-in-l-a-drop-in-july-dhs-says\" target=\"_blank\" rel=\"noopener\">significant drop in the number<\/a> of undocumented immigrants arrested. But there is anecdotal evidence that the immigration raids may be picking up steam in Los Angeles once again. <\/p>\n<p>Federal agents reportedly targeted a car wash in Lakewood on Saturday and a Home Depot in Hollywood on Monday, Ortiz said. <\/p>\n<p>Then on Wednesday, Customs and Border Protection agents burst out of a Penske rental truck and detained day laborers at a Westlake Home Depot in a raid dubbed \u201cOperation Trojan Horse.\u201d <\/p>\n<p>L.A. Mayor Karen Bass raised concerns over whether the action violated the temporary restraining order, and directed City Atty. Hydee Feldstein Soto to look into the matter.<\/p>\n<p>\u201cJust being a Home Depot day laborer, to me, is not probable cause [for arrest],\u201d Bass said Thursday.<\/p>\n<p>At a news conference Friday, Feldstein Soto said that video from the Westlake raid appeared to show the Trump administration violating the court\u2019s temporary restraining order but noted that the matter was still under investigation.<\/p>\n<p>\u201cWe are very cognizant of the fact that that Penske truck seemed to be engaged in a lot of the exact behavior that the language of the TRO specifically prohibits,\u201d she said.<\/p>\n<p>A Penske spokesman previously told The Times that the company was not aware its trucks would be used in the operation and had not authorized the federal government to do so. <\/p>\n<p>Should the city attorney\u2019s office conclude that the order was violated, it may take action to identify the agents involved or push for stronger legal protections, Feldstein Soto said. <\/p>\n<p>Bovino, however, defended the legality of ongoing Home Depot raids.<\/p>\n<p>\u201cThe Border Patrol, CBP and our allied law enforcement partners, when we conduct law enforcement operations, we always abide by the law \u2014 whether it\u2019s a temporary restraining order &#8230;
