So why are they going up? | Australian universities"},"content":{"rendered":"<p>Last year, amid partisan debate over international student numbers, Universities Australia accused both sides of parliament of using the tertiary sector as a <a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/sep\/11\/australian-universities-say-they-are-being-treated-like-political-footballs-in-scathing-critique-of-student-cap\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u201cpolitical plaything\u201d<\/a>.<\/p>\n<p>Fast forward to 2025, and the federal government has back flipped on its plan to cap foreign student entries, announcing last week that it would increase places by 25,000 next year. The opposition has also said it will adopt a <a href=\"https:\/\/www.theguardian.com\/australia-news\/2025\/jul\/20\/federal-opposition-flags-more-sensitive-approach-to-foreign-students-at-australian-universities\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">more \u201csensitive approach\u201d<\/a>.<\/p>\n<p>So was the election campaign rhetoric just hot air? And will the cap ever be revived?<\/p>\n<p>What\u2019s changing with the number of international students?<\/p>\n<p class=\"dcr-130mj7b\">From next year, the international education sector will be allowed to grow by 25,000 additional places compared with 2025 and all providers will receive at least their current allocation of students.<\/p>\n<p class=\"dcr-130mj7b\">After the commonwealth\u2019s proposed <a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/aug\/27\/albanese-government-international-student-cap-university\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">international student cap<\/a> \u2013 which would have limited new enrolments in 2025 to 270,000 \u2013 failed to receive Coalition backing, the National Planning Level for 2026 was set at 295,000 international places.<\/p>\n<p class=\"dcr-130mj7b\">The education department said that was 8% below the post-Covid peak in 2023, and that international student levels for 2025 were \u201cbroadly on track\u201d for the current planning level of 270,000s.<\/p>\n<p class=\"dcr-130mj7b\"><a href=\"https:\/\/www.theguardian.com\/email-newsletters?CMP=copyembed&amp;CMP=emailbutton\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Sign up: AU Breaking News email<\/a><\/p>\n<p class=\"dcr-130mj7b\">Public universities will be able to lobby for higher individual allocations by demonstrating \u201cincreased engagement\u201d with Southeast Asia, in line with the government\u2019s priority to \u201cdeepen engagement in our region\u201d, or by providing additional student accommodation (the <a href=\"https:\/\/www.theguardian.com\/news\/datablog\/article\/2024\/may\/30\/migration-has-been-blamed-for-the-housing-crisis-but-its-not-that-simple\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">initial purpose of the proposed cap<\/a> was to free-up housing).<\/p>\n<p class=\"dcr-130mj7b\">\u201cStrategically important\u201d cohorts including Pacific and Timor-Leste students and scholarship holders will continue to receive high-priority visa processing, and some students, including those moving from Tafe institutes to public universities, will be exempt from the planning level.<\/p>\n<p class=\"dcr-130mj7b\">The minister for home affairs, Tony Burke, said the changes would ensure student visa processing supported \u201cgenuine education outcomes\u201d and strategic priorities.<\/p>\n<p class=\"dcr-130mj7b\">\u201cThis is about backing providers who do the right things and giving them the certainty they need to grow sustainably,\u201d he said.<\/p>\n<p>How did the international student system work before?<\/p>\n<p class=\"dcr-130mj7b\">The federal government replaced its <a href=\"https:\/\/www.theguardian.com\/australia-news\/2024\/nov\/18\/international-student-cap-coalition-sides-with-greens-and-independents\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">failed international student cap<\/a> by slowing visa processing, a move the former deputy immigration secretary described as <a href=\"https:\/\/www.theguardian.com\/australia-news\/2024\/dec\/19\/labor-australia-foreign-student-visa-cap-plan-new-policy-processing\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">\u201cpolitical point scoring\u201d<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">The new <a href=\"https:\/\/immi.homeaffairs.gov.au\/support-subsite\/files\/ministerial-direction-111.pdf\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">Ministerial Direction 111 (MD111<\/a>), rolled out in late 2024 introduced two categories of student visa processing: \u201chigh priority\u201d and \u201cstandard priority\u201d, instead of capping numbers.<\/p>\n<p class=\"dcr-130mj7b\">All international providers received high priority processing up to 80% of their <a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/sep\/09\/revealed-15-australian-universities-to-have-their-international-student-cap-slashed\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">indicative cap<\/a>, with slower processing after this. Prior to that, Ministerial Direction 107 (MD107) was employed as an <a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/may\/05\/australia-international-students-visa-university\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">arbitrary cap<\/a> that gave visa processing priority to \u201clow risk\u201d sandstone universities and students from \u201clow risk\u201d nations, disproportionately affecting applicants from south Asia and regional universities.<\/p>\n<p class=\"dcr-130mj7b\">The education department said MD111 would be replaced with an updated ministerial direction later in 2025 to \u201cmanage student visa prioritisation in line with the 2026 allocations\u201d. It will continue the principles of MD111.\u00a0<\/p>\n<p>Is this a long-term solution to the international education system?<\/p>\n<p class=\"dcr-130mj7b\">The international education sector will be continue to be heavily regulated by the government.<\/p>\n<p class=\"dcr-130mj7b\">From 2027, the new Australian Tertiary Education Commission will manage higher education growth, subject to legislation passing, indicating there will not be a shift back to a market-led approach.<\/p>\n<p class=\"dcr-130mj7b\">For the international Vet sector from 2027, the federal government will continue to use visa processing and integrity reforms to direct the proportion of international students.<\/p>\n<p class=\"dcr-130mj7b\">The education minister, Jason Clare, said the sector was an \u201cincredibly important export industry\u201d that had to be expanded sustainably. \u201cThe new planning level gives the sector certainty to continue delivering a high-quality educational experience to international students, while addressing national priorities.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The next step is for the government to meet its 2026 target. Andrew Norton, a higher education policy professor at Monash University, said that despite the modest reforms, <a href=\"https:\/\/theconversation.com\/australia-made-9-changes-to-student-migration-rules-over-the-past-year-we-dont-need-international-student-caps-as-well-235964\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">other migration policies<\/a> in place to block or deter international students could mean the actual number falls short of 295,000.<\/p>\n<p class=\"dcr-130mj7b\">Norton <a href=\"https:\/\/theconversation.com\/australias-student-caps-will-ease-up-in-2026-but-times-will-still-be-tough-for-international-education-262521\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">noted in the Conversation<\/a> that the successive migration policies had particularly decimated <a href=\"https:\/\/data.gov.au\/data\/dataset\/student-visas\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">offshore demand for vocational education<\/a>, which dropped by 75% in the first six months of 2025 compared with 2023.<\/p>\n<p>How has the international education sector reacted?<\/p>\n<p class=\"dcr-130mj7b\">After consistently calling for growth in the international student market, Universities Australia\u2019s chief executive officer, Luke Sheehy, said the government\u2019s approach was \u201csensible\u201d and would provide \u201cstability and certainty\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cWe\u2019ll continue to work constructively with the government to strengthen the integrity of the sector, including the design of a new ministerial direction,\u201d Sheehy said.<\/p>\n<p class=\"dcr-130mj7b\">International students have welcomed the changes, but warned the government needs to go further to lure students back.<\/p>\n<p class=\"dcr-130mj7b\">International officer at the Council of Australian Postgraduate Associations (CAPA), Weihong Liang, said international education needed a \u201creset\u201d towards student welfare and support, \u201cinstead of the constant rhetoric around the revenue they bring in\u201d.<\/p>\n<p class=\"dcr-130mj7b\">He pointed out <a href=\"https:\/\/www.theguardian.com\/australia-news\/article\/2024\/jul\/01\/labor-international-student-visa-fee-change\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">international student visa fees<\/a> almost tripled since 2023, from $710 to $2,000 \u2013 and <a href=\"https:\/\/minister.homeaffairs.gov.au\/ClareONeil\/Pages\/fee-Increase-for-international-students-July-1.aspx#:~:text=%E2%80%8B%E2%80%8B%E2%80%8B%E2%80%8B%E2%80%8B,implementation%20of%20the%20Migration%20Strategy.\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">not were not directed towards university services or funding for accommodation<\/a>.<\/p>\n<p class=\"dcr-130mj7b\">\u201cExperiences of perceived unfair treatment have lasting impacts, potentially affecting Australia\u2019s international relationships, educational partnerships and economic opportunities far into the future,\u201d Liang said.<\/p>\n<p>Are Australia\u2019s international student wars over?<\/p>\n<p class=\"dcr-130mj7b\">Deputy Greens leader and higher education spokesperson, Senator Mehreen Faruqi, <a href=\"https:\/\/www.theguardian.com\/australia-news\/2024\/sep\/27\/peter-dutton-2gb-radio-interview-international-students-boat-arrivals\" data-link-name=\"in body link\" rel=\"nofollow noopener\" target=\"_blank\">said during the election campaign<\/a> that international students had been used as a \u201cpolitical football\u201d.<\/p>\n<p class=\"dcr-130mj7b\">\u201cBlaming international students for the housing crisis was pure racist dog-whistling and a far cry from reality,\u201d she said.<\/p>\n<p class=\"dcr-130mj7b\">\u201cAustralia\u2019s reputation was trashed by Labor\u2019s politically motivated international student caps and high visa fees, with students turning away and university rankings declining.<\/p>\n<p class=\"dcr-130mj7b\">\u201cNow Labor is trying to crawl back on their reckless international student caps but still without a rationale or a long-term plan to address [this] crisis.\u201d<\/p>\n<p class=\"dcr-130mj7b\">The Coalition has also toned down its messaging.
