{"id":139114,"date":"2025-08-12T07:42:15","date_gmt":"2025-08-12T07:42:15","guid":{"rendered":"https:\/\/www.europesays.com\/us\/139114\/"},"modified":"2025-08-12T07:42:15","modified_gmt":"2025-08-12T07:42:15","slug":"jones-demands-independent-economic-analysis-on-spurs-arena","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/139114\/","title":{"rendered":"Jones demands &#8216;independent&#8217; economic analysis on Spurs arena"},"content":{"rendered":"<p>Weeks after the San Antonio Spurs\u2019 owners <a href=\"https:\/\/sanantonioreport.org\/bexar-county-spurs-arena-rodeo-upgrades-on-november-ballot\/\" target=\"_blank\" rel=\"noreferrer noopener\">removed one of the biggest roadblocks<\/a> to their plans for a new downtown arena, another potentially major delay has emerged. <\/p>\n<p>San Antonio Mayor Gina Ortiz Jones told reporters Monday that the city will solicit bids and select a firm to conduct an \u201cindependent economic analysis\u201d of the proposed sports and entertainment district <a href=\"https:\/\/sanantonioreport.org\/downtown-san-antonio-entertainment-district-unveiled-with-new-spurs-arena\/\" target=\"_blank\" rel=\"noreferrer noopener\">known as Project Marvel<\/a>.<\/p>\n<p>The results will inform whether the city puts up money for a roughly $4 billion project, which currently leans on a combination of city and county money, reinvested state taxes and private investment. The <a href=\"https:\/\/sanantonioreport.org\/san-antonio-spurs-and-the-city-are-ready-to-negotiate-terms-on-proposed-arena-what-happens-next\/\" target=\"_blank\" rel=\"noreferrer noopener\">arena alone is expected<\/a> to cost between $1.3 billion and $1.5 billion.<\/p>\n<p>The city of San Antonio already paid CSL Consulting for an economic analysis of Project Marvel, but the company did little to evaluate the arena in that assessment, instead <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/08\/Stone-Planning-SSE-Economic-Impacts.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">leaning on data<\/a> provided by the Spurs.<\/p>\n<p>Jones and four of the city\u2019s 10 council members were just elected this year, and the mayor said Monday that there was no reason for them to rush into a project that previous city leaders had not fully interrogated.<\/p>\n<p>\u201cThis is <a href=\"https:\/\/sanantonioreport.org\/san-antonio-swears-in-younger-more-partisan-mayor-and-city-council\/\" target=\"_blank\" rel=\"noreferrer noopener\">a different City Council<\/a>, and we have, I think, different expectations about the due diligence that is necessary for this generational investment,\u201d the mayor said at a press conference Monday.<\/p>\n<p>The City Council was expected to discuss the terms of San Antonio\u2019s projected $500 million investment in the arena portion of the project later this month, with City Manager Erik Walsh targeting an Aug. 21 deadline for a potential deal.<\/p>\n<p>But Jones indicated Monday that San Antonio may actually take several more months to make a decision on whether to commit money to the project, noting that leaders could use that time to see whether it still works with\u00a0<a href=\"https:\/\/sanantonioreport.org\/san-antonios-new-leaders-will-face-a-big-first-hurdle-dwindling-city-revenue\/\" target=\"_blank\" rel=\"noreferrer noopener\">the city\u2019s evolving finances<\/a>.<\/p>\n<p>The city could wind up absorbing the costs of programs previously funded by the federal government, she said, as well as paying for a number of pending flood control efforts, if state lawmakers don\u2019t approve money for them during the special session.<\/p>\n<p>\u201c[Spurs\u2019 lawyer] Bobby Perez, at the last [council] session, just said we may not need to leave the arena early, which means we actually have now much more time to do this,\u201d Jones said, referring to the Spurs\u2019 current home at the East Side\u2019s Frost Bank Center, where the team\u2019s <a href=\"https:\/\/sanantonioreport.org\/san-antonio-spurs-downtown-arena-att-center\/\" target=\"_blank\" rel=\"noreferrer noopener\">lease runs through 2032<\/a>. <\/p>\n<p>\u201cWe should not put impose on ourselves artificial timelines.\u201d<\/p>\n<p>Stops and starts<\/p>\n<p>Jones, who was elected in June, is now the second local leader to personally pump the brakes on a project that Spurs leaders say is critical for their organization\u2019s future, but for which many details \u2014 such as the cost of the arena \u2014 are still unknown.<\/p>\n<p>Earlier this year Bexar County Judge Peter Sakai <a href=\"https:\/\/sanantonioreport.org\/bexar-county-pumps-the-breaks-on-spurs-basketball-arena\/\" target=\"_blank\" rel=\"noreferrer noopener\">shot down the Spurs\u2019 request<\/a> to call a quick vote on increasing the county\u2019s venue tax to help pay for the arena, saying at the time that the public needed way more information about the details of such a major public investment.<\/p>\n<p>(<a href=\"https:\/\/sanantonioreport.org\/downtown-san-antonio-entertainment-district-unveiled-with-new-spurs-arena\/\" target=\"_blank\" rel=\"noreferrer noopener\">Project Marvel was first presented<\/a> to the city in November, and Sakai was being asked to meet the mid-February deadline to put a funding mechanism for the arena on the May ballot.)<\/p>\n<p>After months of negotiations Sakai <a href=\"https:\/\/sanantonioreport.org\/bexar-county-spurs-arena-rodeo-upgrades-on-november-ballot\/\" target=\"_blank\" rel=\"noreferrer noopener\">came around on the project<\/a> earlier this month, and county leaders agreed to put the venue tax increase before voters on this November\u2019s ballot.<\/p>\n<p>When discussions moved to the city last week, the majority of City Council members said they <a href=\"https:\/\/sanantonioreport.org\/san-antonio-spurs-new-arena-negotiations\/\" target=\"_blank\" rel=\"noreferrer noopener\">hoped to keep the project moving forward<\/a> but Jones called for a \u201cstrategic pause\u201d \u2014 raising some questions about city staff\u2019s ability to move forward against the mayor\u2019s wishes.<\/p>\n<p>On Monday, Jones announced that Walsh had agreed to her request for the additional study, which could take 60 to 90 days, and should look more like the <a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/08\/csl-for-philly-sixers.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">73-page economic analysis<\/a> that CSL Consulting provided for the city of Philadelphia surrounding plans for a <a href=\"https:\/\/www.phillyvoice.com\/76ers-south-philly-new-arena-architects-comcast-spectacor-populous\/\" target=\"_blank\" rel=\"noreferrer noopener\">new arena for the Sixers<\/a>.<\/p>\n<p>\u201cIf an independent economic analysis corroborates the numbers that the Spurs have provided, their consultant has provided, \u2026 then I think we can have the conversation,\u201d Jones said. \u201cHowever, if it\u2019s different, then we should also understand that.\u201d<\/p>\n<p><img loading=\"lazy\" Credit: Amber Esparza for the San Antonio Report<\/p>\n<p><a href=\"https:\/\/sanantonioreport.org\/wp-content\/uploads\/2025\/08\/walsh-letter.png\" target=\"_blank\" rel=\"noreferrer noopener\">In a letter<\/a> to the mayor and council Monday, Walsh acknowledged that he\u2019s committed to \u201cexploring the framework around another economic analysis,\u201d but he suggested the council would have a say on whether to pursue it.<\/p>\n<p>\u201cI\u2019ll be looking for direction from the mayor and council before any additional steps are taken on this additional analysis,\u201d he wrote. <\/p>\n<p>Deal or no deal<\/p>\n<p>Jones\u2019 overall commitment to the downtown arena project, which started taking shape <a href=\"https:\/\/sanantonioreport.org\/san-antonio-will-finally-hear-first-public-briefing-on-proposal-for-new-downtown-spurs-arena\/\" target=\"_blank\" rel=\"noreferrer noopener\">more than a year before<\/a> the May 2025 mayor\u2019s race,<strong> <\/strong>remains a major question to both proponents and critics of Project Marvel.<\/p>\n<p>She was openly skeptical of the project on the campaign trail and regularly criticized other candidates for being too accommodating to the Spurs.<\/p>\n<p>But Jones softened her approach in the June runoff with business-backed Rolando Pablos, and kept the door open to a potential deal, including pushing for a <a href=\"https:\/\/sanantonioreport.org\/san-antonio-spurs-new-arena-negotiations\/\" target=\"_blank\" rel=\"noreferrer noopener\">profit-sharing model<\/a> that\u2019s been panned by Spurs\u2019 leaders.<\/p>\n<p>Jones said Monday that her call for a fresh economic analysis were motivated by voters who stressed throughout the campaign that wanted to see the city working to address poverty, and to see San Antonio rise to the level of other major cities.<\/p>\n<p>Unlike the county\u2019s money, Jones noted, San Antonio <a href=\"https:\/\/sanantonioreport.org\/new-spurs-arena-project-marvel-negotiations\/\" target=\"_blank\" rel=\"noreferrer noopener\">voters won\u2019t get to weigh in on<\/a> the city\u2019s investment.<\/p>\n<p>\u201cThey are trusting the City Council to make sure that we do our due diligence,\u201d she said.<\/p>\n<p>She hopes the new economic analysis will be completed before voters weigh in on the county venue tax this November.<\/p>\n<p>\u201cI think that\u2019d be very helpful for voters to see that.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"Weeks after the San Antonio Spurs\u2019 owners removed one of the biggest roadblocks to their plans for a&hellip;\n","protected":false},"author":3,"featured_media":139115,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[5133],"tags":[5229,7452,13123,7202,3138,7203,358,7453,3187,7815,67,586,132,5230,68,2969,20705],"class_list":{"0":"post-139114","1":"post","2":"type-post","3":"status-publish","4":"format-standard","5":"has-post-thumbnail","7":"category-san-antonio","8":"tag-america","9":"tag-gina-ortiz-jones","10":"tag-project-marvel","11":"tag-san-antonio","12":"tag-san-antonio-spurs","13":"tag-sanantonio","14":"tag-texas","15":"tag-top-story","16":"tag-tx","17":"tag-typedaily","18":"tag-united-states","19":"tag-united-states-of-america","20":"tag-unitedstates","21":"tag-unitedstatesofamerica","22":"tag-us","23":"tag-usa","24":"tag-wc-750-1000"},"share_on_mastodon":{"url":"https:\/\/pubeurope.com\/@us\/115014673677297860","error":""},"_links":{"self":[{"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/posts\/139114","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/users\/3"}],"replies":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/comments?post=139114"}],"version-history":[{"count":0,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/posts\/139114\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/media\/139115"}],"wp:attachment":[{"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/media?parent=139114"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/categories?post=139114"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.europesays.com\/us\/wp-json\/wp\/v2\/tags?post=139114"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
