And homebuilder Toll Brothers started the first piece of vertical construction at RiversEdge \u2014 40 townhomes \u2014 last year.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">As the public parks at the new Southbank neighborhood prepare to open, a $2.87 million sculpture,\u00a0<a href=\"https:\/\/www.jaxdailyrecord.com\/news\/2025\/aug\/04\/the-pearl-rising-at-riversedge-on-the-downtown-southbank\/\" target=\"_blank\" rel=\"noopener\">The Pearl<\/a>, will soon stand at its Central Park.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">That raised a question for\u00a0Jacksonville Today\u00a0reader Kenny L.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Kenny wants to know who is paying for The Pearl.<\/p>\n<p><b>\u201cCan you confirm that it is the developer and NOT (the city of Jacksonville) that is paying for the art installation in RiversEdge?\u201d<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><b>A:\u00a0<\/b>Although The Pearl was commissioned and will be installed by a contractor hired by Preston Hollow, the city and the Preston Hollow are both paying the bill.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The\u00a0<a href=\"https:\/\/jaxcityc.legistar.com\/View.ashx?M=F&amp;ID=12276907&amp;GUID=00DD3558-4659-49DC-9903-526803786C10\" target=\"_blank\" rel=\"noopener\">development agreement<\/a>\u00a0for RiversEdge between the city and a Preston Hollow subsidiary, Elements Development of Jacksonville LLC, includes a $1 million allowance from the city for public art in the city parks created inside the new neighborhood.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">That money is part of the $22.88 million budget the city approved for the public infrastructure in RiversEdge, according to Steve Kelley with the city\u2019s Downtown Investment Authority.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The agreement says any cost overruns will be the responsibility of the RiversEdge Community Development District \u2014 a public financing entity that\u2019s managed by Elements.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">That means the developer is responsible for the remaining $1.827 million cost of the artwork, designed by architect\u00a0<a href=\"https:\/\/theverymany.com\/project-gallery\" target=\"_blank\" rel=\"noopener\">Marc Fornes<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Fornes has designed public sculptures for Google, Louis Vuitton and Porsche, and in public spaces in multiple counties.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The city issued a permit Aug. 1 for the sculpture at 1915 RiversEdge Blvd., the\u00a0Jacksonville Daily Record,\u00a0a\u00a0Jacksonville Today\u00a0news partner,\u00a0<a href=\"https:\/\/www.jaxdailyrecord.com\/news\/2025\/aug\/04\/the-pearl-rising-at-riversedge-on-the-downtown-southbank\/\" target=\"_blank\" rel=\"noopener\">reported last week<\/a>.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">According to the agreement, there will be four public parks at RiversEdge \u2014 Central Park on the riverfront with the Pearl, pavilion, Kayak launch and water taxi stop; Northwest park with a destination playground; a fitness park; and a marshfront park.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Kelley, the DIA\u2019s director of Downtown real estate and development, says the Pearl and Central Park are scheduled for a full opening in March 2026, but he expects the sculpture\u2019s installation to be sooner.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The park will partially open this September, he said. The city will own the parks, but they will be maintained by Preston Hollow. The developer and city officials are finalizing a maintenance agreement for the parks, Kelley said.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe don\u2019t want people in (the park) and not (have) any maintenance going on during that use period. It\u2019s so close,\u201d Kelley said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201c(Central) Park is done and looks magnificent. There\u2019s been a lot of interest on getting in and using that park. The (Southbank) Riverwalk has been extended. We\u2019ve got the walking path off the river through the backside of the property \u2014 that is done. My understanding is it\u2019s open now,\u201d he said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">There is about $70 million in infrastructure at RiversEdge including the parks, river bulkheads, roads and utilities, according to the city\u2019s chief communications officer, Phil Perry.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">That cost is split between the city and developer. The $22.88 million city portion is funded by property taxes collected within the Downtown Southbank Community Redevelopment Area. The developers\u2019 CDD is paying for $45.91 million, and there will be $1.2 million in tree planting paid for by the city\u2019s tree fund.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Several developers have been trying to build a planned, mixed-use project at the RiversEdge site, once the old JEA Southside Generating Plant, for more than a decade. The first concept for the site was known as Healthy Town, conceived by former Elements partners Peter Rummell and Michael Munz.\u00a0<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">They changed the project name to \u201cThe District\u201d in 2015. Elements announced that Preston Hollow had acquired the company in October 2020.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Element\u2019s latest agreement with the city, approved by City Council in 2023, outlines the private development pieces planned for RiversEdge \u2014 1,170 residential units; 200 hotel rooms; 200,000 square feet of class A office space; 121,400 square feet of retail space; and a 125-slip marina.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">To date, there have not been any deals announced to build out those private development pads.
