{"id":142139,"date":"2025-08-13T10:28:11","date_gmt":"2025-08-13T10:28:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/142139\/"},"modified":"2025-08-13T10:28:11","modified_gmt":"2025-08-13T10:28:11","slug":"power-struggle-between-mayor-jones-and-san-antonio-city-council-to-be-hashed-out-in-wednesday-meeting","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/142139\/","title":{"rendered":"Power struggle between Mayor Jones and San Antonio City Council to be hashed out in Wednesday meeting"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><strong>SAN ANTONIO<\/strong> \u2013 San Antonio\u2019s new mayor and city council are butting heads in an early power struggle.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The city council is scheduled to discuss the process for \u201ccouncil consideration requests,\u201d or CCRs, on Wednesday afternoon, which will be its eighth meeting since the final members were sworn in on June 18.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A trio of council members bypassed Mayor Gina Ortiz Jones to force the meeting after they say she improperly inserted hurdles into one of the primary ways for council members to start official policy discussions. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The mayor says she\u2019s trying to make the process more efficient and minimize legal risk, but opponents are concerned about council members losing power.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Professor Jon Taylor, the chairman of UTSA\u2019s Department of Political Science and Geography, says it\u2019s \u201cworrisome\u201d to have this kind of clash so early.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIf you continue to engage in this kind of stuff, it\u2019s not gonna be productive,\u201d Taylor said. \u201cIt\u2019s going to end up creating \u2014 and it\u2019s gonna alienate the mayor with members of the city council. And I\u2019m fearful that it\u2019s going to diminish (Jones\u2019) ability to actually implement the policies and the ideas that she wants to implement and to serve the greater good of San Antonio.&#8221;<\/p>\n<p><b>\u2018Concerns about centralized control\u2019<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Council members who want to propose a new ordinance or resolution can submit a CCR to prompt city staff to look into the issue \u2014 as long as four other council members sign on, too.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Issues like the city\u2019s <a href=\"https:\/\/www.ksat.com\/news\/local\/2024\/12\/12\/san-antonio-city-councils-vote-on-horse-carriages-set-for-thursday\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2024\/12\/12\/san-antonio-city-councils-vote-on-horse-carriages-set-for-thursday\/\">horse carriage ban<\/a> and <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/03\/21\/san-antonio-city-council-passes-ordinance-to-more-easily-restrict-semi-truck-parking-in-non-residential-areas\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/03\/21\/san-antonio-city-council-passes-ordinance-to-more-easily-restrict-semi-truck-parking-in-non-residential-areas\/\">updated semi-truck parking restrictions<\/a> started out as CCRs. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But the process <a href=\"https:\/\/www.ksat.com\/news\/local\/2024\/02\/22\/san-antonio-council-members-could-see-quicker-turnaround-on-their-proposals\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2024\/02\/22\/san-antonio-council-members-could-see-quicker-turnaround-on-their-proposals\/\">was previously known for how long it could drag on<\/a>, and council members passed an ordinance in March 2024 to help move their requests through more quickly. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Jones sent council members a July 14 memo outlining what she called \u201cCCR Process Efficiencies.\u201d Those included coordinating with her chief of staff while a CCR is being developed, requiring the city attorney\u2019s office to perform an initial legal screening of the request, and requiring a signature from the city manager before a council member could begin gathering the necessary supporting signatures.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The 2024 ordinance requires council members to notify the city manager\u2019s office of a proposed action for the identification of any pertinent city actions or programs. It does not explicitly mention a legal review until the proposal reaches the council\u2019s Governance Committee.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Councilwoman Teri Castillo (D5), Councilwoman Marina Alderete Gavito (D7) and Councilman Marc Whyte (D10) quickly sent Jones a memo on July 16 saying she should make changes \u201cthrough the proper channels just as the 2023 City Council did\u201d and asked her to schedule a council meeting to discuss it.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">On July 31, the same council members submitted a three-signature memo, a relatively rare maneuver that allows them to call for a meeting without the mayor\u2019s input, after they said \u201cno effort had been made to discuss and work through the proposed changes with the full council.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The trio painted their complaint as \u201censuring every district retains a voice in shaping City policy.\u201d <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cProper vetting already occurs during the Governance Committee process, where CCRs are evaluated, discussed, and \u2013 when warranted \u2013 advanced,\u201c they said in a joint news release. \u201dPlacing new restrictions at the front end undermines that structure and raises concerns about centralized control.&#8221;<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Council members were originally scheduled to discuss the CCR process on Aug. 8, but the meeting was cancelled. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">On the same day, Jones sent council members another memo, which largely doubled down on her previous message, declaring council \u201cwill use the revised process for the next six months to determine if further enhancements to the process are needed.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Jones said the CCR template explicitly asked the sponsor to confirm the city manager had been notified, but \u201cadherence to this basic practice was inconsistent,\u201d and that an initial legal review was needed because \u201cchanges in our judicial environment necessitate we do not needlessly expose our community to legal risks.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, the mayor clarified that coordinating with her chief of staff was meant to be a simple notification, and not an additional level of review, and removed it from her list of \u201cprerequisites.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Jones also wrote that CCRs that were not \u201cactioned\u201d during the previous council term would need to be resubmitted for consideration \u201cout of respect for newly elected members of City Council and in accordance with other major legislative bodies.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Ten of the <a href=\"https:\/\/www.sa.gov\/Directory\/Departments\/OCC\/Government\/CCR\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.sa.gov\/Directory\/Departments\/OCC\/Government\/CCR\">12 CCRs<\/a> now listed as \u201cexpired\u201d on the city website were authored or co-authored by Castillo, Alderete Gavito and Whyte. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The other two were filed by former District 8 Councilman Manny Pelaez, who suggested<a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/05\/15\/city-council-member-suggests-airport-be-named-in-honor-of-former-spurs-coach-gregg-popovich\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/05\/15\/city-council-member-suggests-airport-be-named-in-honor-of-former-spurs-coach-gregg-popovich\/\"> renaming the airport<\/a> after former Spurs Coach Gregg Popovich, and District 2 Councilman Jalen McKee-Rodriguez, who asked to rename a portion of Iowa Street as \u201cTuskegee Airmen Way.\u201d<\/p>\n<p><b>Asserting authority <\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Jones wrote in her Aug. 8 memo that City Attorney Andy Segovia had said her \u201cenhancements\u201d did not require changing city ordinance.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Taylor also thinks Jones has the power to make the changes, but thinks by trying to assert her authority,<b> <\/b>\u201cyou alienate people who could be your natural allies.&#8221;<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cI have the powers of department chair and an associate dean to do certain things. Am I going to always do it? No, because you have to read the room,\u201d Taylor said. \u201cTo me, she\u2019s not reading the room well enough right now.&#8221;<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">He also pointed to the existing vetting process as a reason her directives could be redundant.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cMy argument is, \u2018why worry about that?\u2019 Let \u2018em go forward. If it\u2019s valid, if it\u2019s something that actually is supported by other members, you know, you vote on it, and all of a sudden, we consider it.
