Some leaders are now more focused on encampments. \u2013 San Diego Union-Tribune"},"content":{"rendered":"<p>Two years ago, when a California state senator first organized an \u201cEnding Homelessness Summit\u201d in\u00a0San Diego County, <a href=\"https:\/\/www.sandiegouniontribune.com\/2023\/10\/27\/homelessness-can-be-solved-leaders-say-its-just-going-to-require-massive-funds-from-the-feds\/\" target=\"_blank\" rel=\"noopener\">much of the discussion<\/a> was centered on how a massive investment in federal funds could get more people into permanent housing.<\/p>\n<p>On Wednesday, amid contracting budgets, a shrinking social safety net and <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/08\/13\/federal-patrol-washington-dc\/\" target=\"_blank\" rel=\"noopener\">aggressive encampment sweeps<\/a> in the nation\u2019s capital, the annual event\u2019s title had been tweaked to include a new word: \u201cEnding Street Homelessness Summit.\u201d<\/p>\n<p>\u201cWe need to embrace the fact that this urgent crisis is the immediate goal,\u201d Elizabeth Funk, CEO of the nonprofit DignityMoves, said during one of the panels at UC San Diego. \u201cThere\u2019s nothing shameful, or squandering resources, about getting everybody indoors so that we can solve the housing crisis, and the homelessness problem broadly.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"lazyautosizes lazyload\" alt=\"California State Senator Catherine S. Catherine Blakespear, a Democrat from Encinitas, began pulling together elected officials, nonprofit leaders and other advocates to speak at public forums.<\/p>\n<p>Budget deficits at the city, county and state level have <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/08\/09\/cuts-are-hitting-san-diego-homeless-services-even-without-trump\/\" target=\"_blank\" rel=\"noopener\">already caused some local programs to be cut<\/a>. San Diego\u2019s Independent Budget Analyst recently said limited resources meant the city should largely stick to <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/08\/12\/homelessness-spending-in-san-diego-heres-who-pays-for-what\/\" target=\"_blank\" rel=\"noopener\">maintaining, not expanding, available aid<\/a>. Plus, certain state funding is now dependent on municipalities having clear plans to remove encampments.<\/p>\n<p>This has all led some officials to conclude that much of the money still at play must go toward boosting capacity within the region\u2019s strained shelter system. \u201cThe thing that we should be most focused on\u201d is \u201cunsheltered street homelessness,\u201d Blakespear told the crowd. \u201cWe\u2019ve come to see it as somehow inevitable until we solve the housing crisis.\u201d<\/p>\n<p>This idea can be controversial. Leaders at some local aid organizations, such as Housing 4 the Homeless, believe permanent placements need to remain the focus. San Jose Mayor Matt Mahan, one of Wednesday\u2019s speakers, said this year his city planned to launch around 1,000 temporary units, including tiny homes and converted motel rooms, which should get at least half of the area\u2019s homeless population under a roof.<\/p>\n<p>Some resources were freed up, Mahan noted, by cutting the number of local outreach workers.<\/p>\n<p>Shelters often require cooperation between cities and counties. That cooperation is far from guaranteed. San Diego\u2019s Rosecrans shelter recently shut down after the city of San Diego and the county <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/05\/26\/9-san-diego-homeless-shelters-stop-taking-new-people-amid-funding-dispute\/\" target=\"_blank\" rel=\"noopener\">couldn\u2019t agree on who should pay for what<\/a>. (Ariana Drehsler \/ For The San Diego Union-Tribune)<\/p>\n<p>The supervisor added that she was open to state legislation to more clearly spell out a county\u2019s role in operating a shelter as long as there was funding to support the work. In the meantime, Montgomery Steppe said she remained committed to building dozens of small sleeping cabins for homeless people in Lemon Grove, even though the outcry from some neighbors has become so pronounced that there\u2019s a recall effort against that city\u2019s mayor.<\/p>\n<p>Gloria also nodded to President Donald Trump\u2019s push this month for federal agents to take down encampments in Washington, D.C. It\u2019s an \u201ceasy sell\u201d to say \u201cI can make this all go away tomorrow,\u201d the mayor said. \u201cBut in your heart of hearts, you know that\u2019s not true.\u201d<\/p>\n<p>\u201cWe have to build the housing, we have to site the board and cares, we have to construct the mental hospitals,\u201d Gloria added. (Ariana Drehsler \/ For The San Diego Union-Tribune)<\/p>\n<p>In addition, San Diego County District Attorney Summer Stephan gave an update as to how many service providers are using a new <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/06\/09\/need-a-homeless-shelter-bed-theres-now-an-app-for-that\/\" target=\"_blank\" rel=\"noopener\">phone app that can find open shelter beds<\/a>. The program currently has 297 users, with another 115 people waiting to join, she said.<\/p>\n<p>Some organizations remained hesitant, Stephan added after the summit. But she was optimistic that most would sign up by December.<\/p>\n<p>The most recent point-in-time count found that <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/05\/20\/homelessness-in-san-diego-county-finally-dropped-can-the-decrease-hold\/\" target=\"_blank\" rel=\"noopener\">homelessness countywide dropped this year<\/a> for the first time since before the pandemic.
