But in recent months, he\u2019s expressed frustrations with Putin and threatened more sanctions on his country.<\/p>\n<p>At the same time, Trump has offered conflicting messages about his expectations for the summit. He has called it \u201creally a feel-out meeting\u201d to gauge Putin\u2019s openness to a ceasefire but also warned of \u201cvery severe consequences\u201d if Putin doesn\u2019t agree to end the war.<\/p>\n<p>For Putin, Friday\u2019s meeting is a chance to repair his relationship with Trump and unlace the West\u2019s isolation of his country following its invasion of Ukraine 3 1\/2 years ago. He\u2019s been open about his desire to rebuild U.S.-Russia relations now that Trump is back in the White House.<\/p>\n<p>The White House has dismissed any suggestion that Trump\u2019s agreeing to sit down with Putin is a win for the Russian leader. But critics have suggested that the meeting gives Putin an opportunity to get in Trump\u2019s ear to the detriment of Ukraine, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/russia-ukraine-war-berlin-talks-trump-zelenskyy-merz-9f613b905f81af71920f754da503657a\" rel=\"nofollow noopener\" target=\"_blank\">whose leader was excluded from the summit<\/a>.<\/p>\n<p>\u201cI think this is a colossal mistake. You don\u2019t need to invite Putin onto U.S. soil to hear what we already know he wants,\u201d said Ian Kelly, a retired career foreign service officer who served as the U.S. ambassador to Georgia during the Obama and first Trump administrations. <\/p>\n<p>Republican Sen. <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/bauer-graham-south-carolina-senate-republican-primary-07bfef1727fadea5a94ba3dbbffccf53\" rel=\"nofollow noopener\" target=\"_blank\">Lindsey Graham<\/a> of South Carolina, a longtime Russia hawk and close ally of Trump\u2019s, expressed optimism for the summit.<\/p>\n<p>\u201cI have every confidence in the world that the President is going to go to meet Putin from a position of strength, that he\u2019s going to look out for Europe and Ukrainian needs to end this war honorably,\u201d Graham wrote on social media.<\/p>\n<p>A look back at the ups and downs of Trump and Putin\u2019s relationship:<\/p>\n<p>Russia questions during the 2016 campaign<\/p>\n<p>Months before he was first elected president, Trump cast doubt on findings from U.S. intelligence agencies that Russian government hackers had stolen emails from Democrats, including his opponent <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/hillary-clinton-memoir-election-interview-d733fb16a20029df83da04043d3d681f\" rel=\"nofollow noopener\" target=\"_blank\">Hillary Clinton<\/a>, and released them in an effort to hurt her campaign and boost Trump\u2019s.<\/p>\n<p>In one 2016 appearance, he shockingly called on Russian hackers to find emails that Clinton had reportedly deleted.<\/p>\n<p>\u201cRussia, if you\u2019re listening,\u201d Trump said, \u201cI hope you\u2019re able to find the 30,000 emails that are missing.\u201d<\/p>\n<p>Questions about his connections to Russia dogged much of his first term, touching off investigations by the Justice Department and Congress and leading to the appointment of special counsel Robert Mueller, who secured multiple convictions against Trump aides and allies but did not establish proof of a criminal conspiracy between Moscow and the Trump campaign.<\/p>\n<p>These days, Trump describes the Russia investigation as an affinity he and Putin shared.<\/p>\n<p>\u201cPutin went through a hell of a lot with me,\u201d Trump said earlier this year. \u201cHe went through a phony witch hunt where they used him and Russia. Russia, Russia, Russia, ever hear of that deal?\u201d<\/p>\n<p>Putin in 2019 mocked the investigation and its ultimate findings, saying, \u201cA mountain gave birth to a mouse.\u201d<\/p>\n<p>\u2018He just said it\u2019s not Russia\u2019<\/p>\n<p>Trump met with Putin six times during his first term, including a <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/north-america-donald-trump-ap-top-news-elections-moscow-2d4866bea9f243419ac216f68a858704\" rel=\"nofollow noopener\" target=\"_blank\">2018 summit in Helsinki<\/a>, when Trump stunned the world by appearing to side with an American adversary on the question of whether Russia meddled in the 2016 election.<\/p>\n<p>\u201cI have great confidence in my intelligence people, but I will tell you that President Putin was extremely strong and powerful in his denial today,\u201d Trump said. \u201cHe just said it\u2019s not Russia. I will say this: I don\u2019t see any reason why it would be.\u201d<\/p>\n<p><a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/73a29bf8b8b14af5ba9f61eecae36e73\" rel=\"nofollow noopener\" target=\"_blank\">Facing intense blowback<\/a>, Trump tried to walk back the comment a full 24 hours later. But he raised doubt on that reversal by saying other countries could have also interfered.<\/p>\n<p>Putin referred to Helsinki summit as \u201cthe beginning of the path\u201d back from Western efforts to isolate Russia. He also made clear that he had wanted Trump to win in 2016. <\/p>\n<p>\u201cYes, I wanted him to win because he spoke of normalization of Russian-U.S. ties,\u201d Putin said. \u201cIsn\u2019t it natural to feel sympathy to a person who wanted to develop relations with our country?\u201d<\/p>\n<p>Trump calls Putin \u2018pretty smart\u2019 after invasion of Ukraine<\/p>\n<p>The two leaders kept up their friendly relationship after Trump left the White House under protest in 2021.<\/p>\n<p>After Putin invaded Ukraine in 2022, Trump described the Russian leader in positive terms. <\/p>\n<p>\u201cI mean, he\u2019s taking over a country for $2 worth of sanctions. I\u2019d say that\u2019s pretty smart,\u201d Trump said at his Mar-a-Lago resort. In a radio interview that week, he suggested that Putin was going into Ukraine to \u201cbe a peacekeeper.\u201d<\/p>\n<p>Trump repeatedly said the invasion of Ukraine would never have happened if he had been in the White House \u2014 a claim Putin endorsed while lending his support to Trump\u2019s false claims of election fraud.<\/p>\n<p>\u201cI couldn\u2019t disagree with him that if he had been president, if they hadn\u2019t stolen victory from him in 2020, the crisis that emerged in Ukraine in 2022 could have been avoided,\u201d he said.<\/p>\n<p>Trump also repeatedly boasted that he could have the fighting \u201csettled\u201d within 24 hours.<\/p>\n<p>Through much of his campaign, Trump criticized U.S. support for Ukraine and derided Ukrainian President <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/europe-trump-putin-summit-ukraine-territory-ba56ddbd24d1b7e8e0aca7754d0f180a\" rel=\"nofollow noopener\" target=\"_blank\">Volodymyr Zelenskyy<\/a> as a \u201csalesman\u201d for persuading Washington to provide weapons and funding to his country.<\/p>\n<p>Revisiting the relationship<\/p>\n<p>Once he became president, Trump stopped claiming he\u2019d solve the war in Ukraine in 24 hours. In March, he said he was \u201cbeing a little bit sarcastic\u201d when he said that.<\/p>\n<p>Since the early days of Trump\u2019s second term, Putin has pushed for a summit while trying to pivot from the Ukrainian conflict by emphasizing the prospect of launching joint U.S.-Russian economic projects, among other issues.<\/p>\n<p>\u201cWe\u2019d better meet and have a calm conversation on all issues of interest to both the United States and Russia based on today\u2019s realities,\u201d Putin said in January.<\/p>\n<p>In February, things looked favorable for Putin when Trump had a blowup with Zelenskyy at the White House, berating him as \u201cdisrespectful.\u201d <\/p>\n<p>In late March, Trump still spoke of trusting Putin when it came to hopes for a ceasefire, saying, \u201cI don\u2019t think he\u2019s going to go back on his word.\u201d<\/p>\n<p>But a month later, as Russian strikes escalated, Trump posted a public and <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-putin-russia-ukraine-war-kyiv-fb61625d2dee8b1917bb3522e73c2166\" rel=\"nofollow noopener\" target=\"_blank\">personal plea on his social media account: \u201cVladimir, STOP!\u201d<\/a><\/p>\n<p>He began voicing more frustration with the Russian leader, saying he was \u201cJust tapping me along.\u201d In May, he wrote on social media that Putin <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/donald-trump-russia-ukraine-vladimir-putin-1f2d99bbc4fa9c4bfcc84b50c94ca578\" rel=\"nofollow noopener\" target=\"_blank\">\u201chas gone absolutely CRAZY!\u201d<\/a><\/p>\n<p>Earlier this month, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/article\/trump-nuclear-submarines-repositioned-medvedev-f8e9b870fa107f6b6209e7a22f8ada43\" rel=\"nofollow noopener\" target=\"_blank\">Trump ordered the repositioning of two U.S. nuclear submarines<\/a> \u201cbased on the highly provocative statements\u201d of the country\u2019s former president, <a class=\"Link AnClick-LinkEnhancement\" data-gtm-enhancement-style=\"LinkEnhancementA\" href=\"https:\/\/apnews.com\/hub\/dmitry-medvedev\" rel=\"nofollow noopener\" target=\"_blank\">Dmitry Medvedev<\/a>.<\/p>\n<p>Trump\u2019s vocal protests about Putin have tempered somewhat since he announced their meeting, but so have his predictions for what he might accomplish.<\/p>\n<p>Speaking to reporters Monday, Trump described their upcoming summit not as the occasion in which he\u2019d finally get the conflict \u201csettled\u201d but instead as \u201creally a feel-out meeting, a little bit.\u201d<\/p>\n<p>\u201cI think it\u2019ll be good,\u201d Trump said. \u201cBut it might be bad.\u201d<\/p>\n<p>___<\/p>\n<p>Isachenkov reported from Moscow.
