{"id":145154,"date":"2025-08-14T13:18:16","date_gmt":"2025-08-14T13:18:16","guid":{"rendered":"https:\/\/www.europesays.com\/us\/145154\/"},"modified":"2025-08-14T13:18:16","modified_gmt":"2025-08-14T13:18:16","slug":"dallas-proposed-budget-safety-sustainability-to-receive-largest-investments","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/145154\/","title":{"rendered":"Dallas proposed budget: Safety, sustainability to receive largest investments"},"content":{"rendered":"<p><img decoding=\"async\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/dallas-skyline-downtown-generic.jpg\" alt=\"\" data-v-7d0efd03=\"\"\/> article    <\/p>\n<p data-v-7f0a623e=\"\"><strong>DALLAS<\/strong> &#8211; The <a href=\"https:\/\/www.fox4news.com\/tag\/us\/tx\/dallas-county\/dallas\" target=\"_blank\" rel=\"noopener nofollow\">Dallas<\/a> City Council heard the budget proposal on Wednesday for the coming fiscal year.<\/p>\n<p data-v-7f0a623e=\"\">Of the seven &#8220;foundational pillars&#8221; portioned out in the <a href=\"https:\/\/dallascityhall.com\/departments\/budget\/financialtransparency\/AnnualBudget\/FY%202025-26%20Proposed%20Budget\/FY%202025-26%20Proposed%20Annual%20Operating%20and%20Capital%20Budget.pdf\" target=\"_blank\" rel=\"noopener nofollow\">$5.2 billion total budget<\/a>, those concerning safety and sustainability are set to receive the largest investments.\u00a0<\/p>\n<p> 2025-26 Dallas budget proposal\u00a0  <\/p>\n<p data-v-7f0a623e=\"\">The budget proposal is broken down into seven main categories of focus. They are organized by cost below.\u00a0<\/p>\n<p> Sustainability <\/p>\n<p data-v-7f0a623e=\"\">Improvements to sustainability would command $2.2 billion of the budget.\u00a0<\/p>\n<p data-v-7f0a623e=\"\">This would include a $162 million investment into street improvements and maintenance of about 750 lane miles in the coming year. This is up from 710 lane miles during the last fiscal year.\u00a0<\/p>\n<p data-v-7f0a623e=\"\">The first phase of the <a href=\"https:\/\/www.fox4news.com\/news\/dallas-bike-plan-gets-first-approved-expansion-since-2011\" target=\"_blank\" rel=\"noopener nofollow\">2025 Bike Plan<\/a> is to be implemented, with a price tag of $3.3 million.\u00a0<\/p>\n<p data-v-7f0a623e=\"\">The $1.25 billion General Obligation Bond Program, approved last May, will continue.\u00a0<\/p>\n<p>  Safety <\/p>\n<p data-v-7f0a623e=\"\">Investment into Dallas&#8217; safety would receive $1.4 billion over the coming year, an increase of $68.4 million from last year&#8217;s budget, with the goal of becoming &#8220;the safest large city by reducing crime and elevating the quality of life for all.&#8221;<\/p>\n<p data-v-7f0a623e=\"\">A substantial portion of this would be spent on a <a href=\"https:\/\/www.fox4news.com\/tag\/organization\/dallas-police\" target=\"_blank\" rel=\"noopener nofollow\">police force<\/a> <a href=\"https:\/\/www.fox4news.com\/news\/city-council-once-again-lowers-dallas-police-hiring-goal-satisfy-prop-u-requirements\" target=\"_blank\" rel=\"noopener nofollow\">increase of 350 officers<\/a>, as well as increasing their starting pay to $81,232. The budget includes pay and pension increases for all uniformed officials.\u00a0<\/p>\n<p> Growth <\/p>\n<p data-v-7f0a623e=\"\">$539 million is set aside for growth projects.<\/p>\n<p data-v-7f0a623e=\"\">Transformation of the Dallas convention center district through the <a href=\"https:\/\/www.fox4news.com\/news\/kay-bailey-hutchison-convention-center-construction-begins\" target=\"_blank\" rel=\"noopener nofollow\">Kay Bailey Hutchison Convention Center Dallas Master Plan<\/a> will be a major focus.<\/p>\n<p data-v-7f0a623e=\"\">Continued funding of Public Private Partnerships, Tax Increment Finance Districts, and the Infrastructure Investment Fund will be another area of investment.<\/p>\n<p> Vibrancy <\/p>\n<p data-v-7f0a623e=\"\">Vibrancy projects will take up $533 million of the coming budget.<\/p>\n<p data-v-7f0a623e=\"\">The first portion listed is the establishment of the Department of Housing and Community Empowerment to consolidate human services and neighborhood programs.<\/p>\n<p data-v-7f0a623e=\"\">Multiple avenues will be taken to assist the unhoused and reduce homelessness.<\/p>\n<p>  Livability <\/p>\n<p data-v-7f0a623e=\"\">$280 million is planned to be spent on livability efforts.<\/p>\n<p data-v-7f0a623e=\"\">Some areas of investment will be animal cruelty relief, code and sanitation compliance enforcement, and pet health and safety improvements.\u00a0<\/p>\n<p> Core <\/p>\n<p data-v-7f0a623e=\"\">$161 million is set for use on &#8220;core&#8221; projects.<\/p>\n<p data-v-7f0a623e=\"\">These include investments into and improvement of city operations.<\/p>\n<p> Fiscal Soundness <\/p>\n<p data-v-7f0a623e=\"\">$98 million is planned for increasing Dallas&#8217; fiscal strength.<\/p>\n<p data-v-7f0a623e=\"\">A large portion of this plan will be reduction of property tax by 0.5 cents per $100 valuation, and increasing the over-65 or disabled homestead exemption from $153,400 to $175,000.<\/p>\n<p data-v-7f0a623e=\"\">City employee minimum wage for non-uniform employees would increase from $19.25 to $21.50 per hour.<\/p>\n<p>  When does the Dallas budget take effect?
