{"id":14548,"date":"2025-06-25T21:32:10","date_gmt":"2025-06-25T21:32:10","guid":{"rendered":"https:\/\/www.europesays.com\/us\/14548\/"},"modified":"2025-06-25T21:32:10","modified_gmt":"2025-06-25T21:32:10","slug":"new-texas-bill-could-help-grow-film-industry-in-san-antonio","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/14548\/","title":{"rendered":"New Texas bill could help grow film industry in San Antonio"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><strong>SAN ANTONIO<\/strong> \u2013 Texas lawmakers passed a $1.5 billion film incentive bill with the support of homegrown filmmakers and even some of Hollywood\u2019s new and old guard.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB22\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/capitol.texas.gov\/BillLookup\/History.aspx?LegSess=89R&amp;Bill=SB22\">Senate Bill 22<\/a> increases funding for the Texas Moving Image Industry Incentive Program (TMIIIP) from $200 to $300 million per biennium. Control of the fund will be housed within Governor Greg Abbott\u2019s office, specifically the Music, Film, Television and Multimedia Office.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Funding from the 88th session saw lawmakers allocate $200 million to the TMIIIP.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A \u201chistoric\u201d funding structure model will equate to $1.5 billion through 2035, according to a City of San Antonio news release.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The legislation was named one of Lieutenant Governor Dan Patrick\u2019s priorities early in the session. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Patrick initially proposed $500 million, and the Texas Senate signaled its approval. However, deliberations in the House lowered that total to the final $300 million.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">While Abbott did not sign SB 22, it became law without his signature on June 22.<\/p>\n<p><b>A \u2018new era of Texas film\u2019<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Advocates of the bill, such as Media for Texas, mounted concerted networking and media pushes to get in front of lawmakers\u2019 eyes.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The nonprofit, founded by filmmakers Chase Musslewhite and Grant Wood, spent much of the session lobbying lawmakers; they even notched homegrown Hollywood actors such as Woody Harrelson and Glen Powell in <a href=\"https:\/\/www.instagram.com\/reel\/DDF68toytWm\/?hl=en\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.instagram.com\/reel\/DDF68toytWm\/?hl=en\">social media advertisements<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The pair said now, Media for Texas, plans to be the \u201cgo-to community resource\u201d to help plug resources for those needing film assistance in the state. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Wood, in a phone call with KSAT on Wednesday, said the group had \u201ca lot of ideas on the plate\u201d around workforce development.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Even those outside of Austin signaled their support for the legislation. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/02\/20\/construction-timeline-for-massive-hollywood-style-movie-studio-outside-san-marcos-up-in-the-air\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.ksat.com\/news\/local\/2025\/02\/20\/construction-timeline-for-massive-hollywood-style-movie-studio-outside-san-marcos-up-in-the-air\/\">Hill Country Studios<\/a>, a planned 820,000-square-foot movie studio outside San Marcos, said in an <a href=\"https:\/\/www.instagram.com\/p\/DLQKyFPpZDa\/?hl=en\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.instagram.com\/p\/DLQKyFPpZDa\/?hl=en\">Instagram post<\/a> it was \u201cproud to have played a part\u201d in getting the law passed.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The studio was set to open in August of this year; however, its construction timeline is muddled, as photos taken by KSAT of the site showed an empty field earlier this year.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">An Instagram post from Media for Texas on Tuesday featured Hill Country Studios and a slew of other entities, which, according to the group, \u201cmade possible the new era of Texas film.\u201d<\/p>\n<p><b>San Antonio \u2018poised for a major leap forward\u2019<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">San Antonio Film Commissioner Christine Hill previously said the commission would be \u201cwell-positioned\u201d to benefit from SB 22\u2019s momentum, specifically through its own local incentive, the state\u2019s most competitive, Hill said. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The city\u2019s Supplemental Film Incentive (SSAI), funded by the City of San Antonio\u2019s hotel occupancy tax, offers up to a 7.5% rebate on eligible local expenditures, the news release said. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">When combined with the state\u2019s incentive, San Antonio productions could receive an incentives package up to 38.5%, according to the release. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWith the passage of this new state law, San Antonio is poised for a major leap forward in our local film industry,\u201d said Krystal Jones, director of the Department of Arts &amp; Culture.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Last year, San Antonio saw production for the \u201cYellowstone\u201d prequel, \u201c1923\u2033 close parts of Broadway in downtown for shooting. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Those film shoots, <a href=\"https:\/\/www.instagram.com\/p\/DKDeP50upJq\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.instagram.com\/p\/DKDeP50upJq\/\">Media for Texas says<\/a>, do more than support the projects; they can also support the local economy, including hotels and restaurants. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The San Antonio Arts &amp; Culture Department, which oversees the film commission, stated in February that it had issued 416 film permits on city property in fiscal year 2024. A 72% increase from the prior fiscal year, according to an email from Stacey Norton, film and music administrator for the city.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">In a text message to KSAT, Paul Ardoin, the film program director at the University of Texas at San Antonio, said the bill was \u201csignificant\u201d for incentivizing productions coming to the city.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cIt comes at an opportune time to take advantage of the generation of young artists, technicians, and talent being trained by UTSA\u2019s Film\/Media program and the Dramatic Arts program we\u2019re launching this fall,\u201d Ardoin said. \u201cWe expect more and more productions to recognize San Antonio\u2019s wealth of great locations, storytellers, and collaborators in the coming months and years.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The legislation will consider projects for funding for a slew of reasons, including whether projects employ veterans as crew members.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Projects would qualify for a Texas veterans grant \u201cif at least five percent of the production crew, actors, and extras for the project are Texas residents who served in and were honorably discharged\u201d from the armed forces, according to the bill\u2019s text.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe large contingent of talented veterans in Military City USA will offer additional incentive, thanks to the Texas Veterans Grant portion of the bill,\u201d Ardoin said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">This addition \u2014 a 2.5% boost to incentives \u2014 existed in the former TMIIIP program, but was codified as law under the new additions, Musslewhite said.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The bill has drawn criticism during and after the session, both for its price tag and the structure of its content review, including language suggesting incentives be given to \u201cfaith-based\u201d projects and a project\u2019s \u201ccurrent and likely future effect on the promotion of family values.\u201d<\/p>\n<p><b>Criticisms around content review structure<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The 17-page document outlining the legislation includes guidelines for the Music, Film, Television and Multimedia Office\u2019s planned review of potential projects eligible for funding.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201c(The office) may deny an application because of inappropriate content or content that portrays Texas or Texans in a negative fashion, as determined by the office.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The bill allows the office to review scripts during the grant application process.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe office shall consider general standards of decency and respect for the diverse beliefs and values of the citizens of Texas when determining whether to act on or deny a grant application.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Musslewhite, while pointing to projects filmed partially in Texas such as \u201cThe Chosen,\u201d said there was \u201cnothing in the (bill\u2019s) language that actually determines if a film has to be faith-based.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Although some critics of the bill worry that the review structure could hinder projects deemed not appropriate by the standards set by the state.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Texas Policy Research (TPR), a research organization offering legislative analysis, described the content review aspect as \u201cthe most contentious part\u201d of the legislation in an <a href=\"https:\/\/www.texaspolicyresearch.com\/hollywood-handouts-or-texas-takeover-1-5-billion-film-incentive-plan-clears-house\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.texaspolicyresearch.com\/hollywood-handouts-or-texas-takeover-1-5-billion-film-incentive-plan-clears-house\/\">update posted to its website last month<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The office, according to the bill\u2019s text, would weigh productions based on aspects such as \u201cthe promotion of family values\u201d and \u201cwhether the project portrays Texas and Texans in a positive fashion.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWhile no producer is guaranteed state support, embedding ideological gatekeeping into the grant system places pressure on creators to self-censor or align their messages with political preferences,\u201d a TPR <a href=\"https:\/\/www.texaspolicyresearch.com\/bills\/89th-legislature-sb-22\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.texaspolicyresearch.com\/bills\/89th-legislature-sb-22\/\">bill analysis<\/a> reads.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The new TMIIIP program passed this month will officially take effect on Sept. 1, Wood said. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">It runs through a 10-year cycle before reaching its \u201csunset\u201d in August 2025, at which point it will revert to the former program.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, both Musslewhite and Wood expect new incentives in subsequent legislative sessions to further extend that period. <\/p>\n<p
