This material remains unprocessed while awaiting the completion of a new recycling plant, expected to open next year.<\/p>\n<p><b>Mounting service challenges<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Houston\u2019s waste management struggles extend beyond recycling delays. <\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The department faced over 33,000 complaints about missed garbage pickup last year, according to city records. The systemic issues stem from inadequate funding and persistent staffing shortages.<\/p>\n<p><b>Proposed solutions stalled<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">To add more staff and functioning equipment, Wilfalk wanted to charge city residents a fee for collection services, somewhere in the neighborhood of $25, he said. That rate is significantly lower than Dallas\u2019s $40 monthly rate. However, the proposal has yet to gain traction under the current administration.<\/p>\n<ul class=\"dist__Box-sc-1fnzlkn-0 kDvXdO font_openSans articleList\">\n<li class=\"dist__Box-sc-1fnzlkn-0 dist__StackBase-sc-1fnzlkn-7 ecGWWE iQviKm\"\/><\/ul>\n<p><b>Leadership transition<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The city has appointed an interim official while conducting a search for a new Solid Waste Management director.
