No registration needed!<\/p>\n<p>Our report \u201cThe Powerless Brokers\u201d Influencing Public Policy<br \/>\n<img decoding=\"async\" class=\"cld-responsive\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/The_Power_Brokers_Report_Cover_-_Banner_2250x1500.png\" alt=\"\"\/><\/p>\n<p>Last week, Circulate published our latest report \u201c<a href=\"https:\/\/www.circulatesd.org\/powerlessbrokers\" target=\"_blank\" rel=\"noopener\">The Powerless Brokers: Why California Can\u2019t Build Transit<\/a>.\u201d<\/p>\n<p>This week, we sent letters to the Legislature and Caltrans, urging them to adopt the recommendations from our report.<\/p>\n<p>For the legislature, we submitted a <a href=\"https:\/\/www.circulatesd.org\/policy_letter_support_of_senate_bill_445_and_copy_of_powerless_brokers_report\" target=\"_blank\" rel=\"noopener\">support letter for Senate Bill 445<\/a>, which is a bill to streamline permitting issues facing California High Speed Rail. The Trump administration is threatening to withdraw funding, because they see no path to completion. California should prove them wrong.<\/p>\n<p>For Caltrans, we <a href=\"https:\/\/www.circulatesd.org\/comment_letter_comments_on_draft_caltrans_director_s_transit_policy\" target=\"_blank\" rel=\"noopener\">submitted comments for how they will implement Senate Bill 960<\/a>, a law intended to ease permitting for transit projects crossing Caltrans rights-of-way. <\/p>\n<p>Circulate is all about transforming smart ideas into public policy. We publish reports, and then do something with them, to make change. Fixing permitting in California is going to take a while. No single law or policy is going to fix everything forever. That\u2019s why our reports have a \u201c<a href=\"https:\/\/www.wired.com\/2004\/10\/tail\/\" target=\"_blank\" rel=\"noopener\">long tail<\/a>,\u201d and we can use them to support advocacy on a subject-matter over many years and cycles of policymaking.<\/p>\n<p>Circulate Hosts California Transportation Commissioners in San Diego<br \/>\n<img decoding=\"async\" class=\"cld-responsive\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/Photo_Aug_14_2025_6_53_46_PM.jpg\" alt=\"\"\/><\/p>\n<p>Last night, Circulate proudly hosted a dinner welcoming the California Transportation Commissioners during their visit to San Diego. The Commission plays a pivotal role in shaping the state\u2019s transportation future\u2014overseeing investments in highways, rail, transit, and active transportation.<\/p>\n<p>The evening brought together Mayor Todd Gloria, local transportation agencies, advocates, and the Commissioners for lively conversation about the future of mobility in California.
