The state could also order the underperforming schools to shut down instead of replacing school district boards.<\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">The state has replaced a district\u2019s school board and superintendent with a board of managers about 10 times since 2000.<\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">The record high number of districts at risk of sanctions comes from three years\u2019 worth of ratings released this year \u2014 <a href=\"https:\/\/www.texastribune.org\/2025\/08\/15\/texas-schools-a-f-accountability-ratings\/\" target=\"_blank\" rel=\"noopener\">the state released school ratings<\/a> for the 2023-24 school year and the 2024-25 school year on Friday and <a href=\"https:\/\/www.texastribune.org\/2025\/04\/24\/texas-schools-a-f-accountability-ratings\/\" target=\"_blank\" rel=\"noopener\">2022-23 school year data<\/a> in April. <\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">A ruling from a state appeals court last month cleared the state to make the scores public, overturning a lower court decision that had tied the state\u2019s hands from releasing ratings for years. A similar ruling from the same high court freed the state to release ratings for the 2022-23 school year in the spring.<\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">Connally ISD\u2019s Connally Elementary School and Lake Worth ISD\u2019s Marilyn Miller Language Academy reached the threshold for state sanctions when ratings were released for the most recent school year. <\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">After years of underperformance at Kirby Middle School, Wichita Falls ISD closed the campus and <a href=\"https:\/\/www.newschannel6now.com\/2023\/10\/19\/wfisd-decides-move-kirby-middle-school-next-year\/\" target=\"_blank\" rel=\"noopener\">moved the students to Hirschi Middle School<\/a>. That alone won\u2019t be enough to stop TEA from stepping in.<\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">At Fort Worth ISD, Leadership Academy at Forest Oak Sixth Grade shut down before TEA released its fifth F rating. District leaders initially believed they weren\u2019t at risk of a takeover but Morath said in a letter the closure <a href=\"https:\/\/fortworthreport.org\/2025\/05\/05\/texas-tells-fort-worth-isd-compulsory-intervention-required-after-string-of-failures-at-shuttered-school\/\" target=\"_blank\" rel=\"noopener\">doesn\u2019t absolve them of \u201ccompulsory\u201d state action<\/a>. A district spokesperson has told <a href=\"https:\/\/fortworthreport.org\/2025\/05\/05\/texas-tells-fort-worth-isd-compulsory-intervention-required-after-string-of-failures-at-shuttered-school\/\" target=\"_blank\" rel=\"noopener\">the Fort Worth Report<\/a> they intend to appeal the rating. <\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">Schools have an option to enter a partnership with a charter school network to avoid state sanctions. Beaumont ISD entered such a partnership with Third Future Schools for one of its<\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">struggling campuses, Fehl Price Elementary. For its second struggling campus, Martin Luther King, Jr. Middle School, the board of trustees <a href=\"https:\/\/www.beaumontenterprise.com\/news\/article\/beaumont-isd-votes-close-martin-luther-king-jr-19361530.php\" target=\"_blank\" rel=\"noopener\">unanimously ordered its closure<\/a> in 2024. <\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">The Beaumont school district has faced state intervention before. About a decade ago, the state stepped in after a series of financial scandals. The districts only regained local control in 2020.<\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">Most recently, TEA took over control of Houston ISD, the largest district in the state. Its state-appointed superintendent Mike Miles has had a controversial tenure \u2014 boasting <a href=\"https:\/\/www.texasmonthly.com\/news-politics\/houston-isd-staar-rise-holding-students-back\/\" target=\"_blank\" rel=\"noopener\">a boost in test scores<\/a> that came at the cost of <a href=\"https:\/\/www.houstonchronicle.com\/opinion\/editorials\/article\/enrollment-hisd-takeover-decline-contract-20372126.php\" target=\"_blank\" rel=\"noopener\">drops in enrollment<\/a> and <a href=\"https:\/\/www.houstonchronicle.com\/news\/houston-texas\/education\/article\/hisd-confirms-layoffs-2024-25-school-year-19449192.php\" target=\"_blank\" rel=\"noopener\">widespread staff layoffs<\/a>.<\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">The Texas Tribune partners with Open Campus on education pathways coverage.<\/p>\n<p class=\"t-copy t-links-underlined t-align-left\">More all-star speakers confirmed for The Texas Tribune Festival, Nov. 13\u201315!
