{"id":151065,"date":"2025-08-16T17:43:22","date_gmt":"2025-08-16T17:43:22","guid":{"rendered":"https:\/\/www.europesays.com\/us\/151065\/"},"modified":"2025-08-16T17:43:22","modified_gmt":"2025-08-16T17:43:22","slug":"city-council-vote-on-project-marvel-funding-delayed-as-negotiations-progress","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/151065\/","title":{"rendered":"City council vote on Project Marvel funding delayed as negotiations progress"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><strong>SAN ANTONIO<\/strong> \u2013 The vote on funding for <a href=\"https:\/\/www.ksat.com\/topic\/Project_Marvel\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.ksat.com\/topic\/Project_Marvel\/\">Project Marvel<\/a>, the proposed sports and entertainment district in downtown San Antonio, has been postponed.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">City Manager Erik Walsh previously told council members that staff was working on a non-binding term sheet with the Spurs for the council to consider on Aug. 21. <\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">This is not bad news because the city and Spurs are finalizing a number that makes sense for all parties. It also gives the mayor and council time to look over all the details before they vote, but arena plans continue to move forward. <a href=\"https:\/\/t.co\/FBcOrxyaxT\" rel=\"nofollow\">https:\/\/t.co\/FBcOrxyaxT<\/a><\/p>\n<p>\u2014 RJ Marquez (@KSATRJ) <a href=\"https:\/\/twitter.com\/KSATRJ\/status\/1956480552510321122?ref_src=twsrc%5Etfw\" rel=\"nofollow noopener\" target=\"_blank\">August 15, 2025<\/a><\/p><\/blockquote>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Now, the proposal could be considered as soon as Aug. 27, according to a statement from Walsh obtained by KSAT. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The sheet includes the specific contributions from the city, county and Spurs as well as a total estimated cost.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe city has made significant progress in negotiations with the Spurs this week,\u201d Walsh said. \u201cDiscussions have been productive, and both sides are close to finalizing terms that align with the financing structure previously shared with city council.\u201d<\/p>\n<p><b>Funding plan &amp; voter input<\/b><\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A new Spurs arena in Hemisfair, at the corner of Interstate 37 and C\u00e9sar Ch\u00e1vez Boulevard, is one of Project Marvel\u2019s key features.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The city plans to take on debt and pay it back through special tax capture zones and lease revenue from the arena and ground for new development. Supporters have argued those <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/06\/04\/watch-at-2-pm-city-council-prepares-for-briefing-on-new-spurs-arena-entertainment-district\/\" target=\"_blank\" rel=\"nofollow noopener\">funding sources<\/a> would not directly affect San Antonio taxpayers. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">None of the city funding mechanisms requires voter approval, but voters will have a chance to vote on the Spurs arena in the Nov. 4 election. <\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/05\/venue-tax-hike-for-new-spurs-arena-goes-to-bexar-county-voters-in-november\/\" target=\"_blank\" rel=\"nofollow noopener\">Voters will be asked<\/a> whether to raise the hotel portion of an existing county venue tax to 2%, which could be used to fund up to $311 million worth of the arena\u2019s construction.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The Spurs have said they would pay $500 million toward the arena\u2019s cost and cover any cost overruns. They also <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/07\/25\/san-antonio-spurs-outline-proposed-investment-details-for-downtown-arena\/\" target=\"_blank\" rel=\"nofollow noopener\">offered<\/a> $60 million in community incentives.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">A key part of the city\u2019s funding scheme relies on Spurs Sports &amp; Entertainment (SS&amp;E) pairing with a developer to generate more property tax revenue within a tax increment reinvestment zone (TIRZ).
