{"id":157424,"date":"2025-08-19T03:48:11","date_gmt":"2025-08-19T03:48:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/157424\/"},"modified":"2025-08-19T03:48:11","modified_gmt":"2025-08-19T03:48:11","slug":"vice-mayor-shares-new-2025-plan","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/157424\/","title":{"rendered":"vice mayor shares new 2025 plan"},"content":{"rendered":"<p>PHOENIX \u2014 A Phoenix city leader is pushing for bold changes to tackle Arizona\u2019s housing crunch.<\/p>\n<p>Vice Mayor Ann O\u2019Brien has introduced a plan aimed at speeding up home construction. Her proposal includes zoning reforms, policy updates and legal changes at the city, state and federal levels.<\/p>\n<p>The plan identifies supply as the key issue. It points to rising demand in the Valley and lingering effects from the Great Recession.<\/p>\n<p>\u201cThere\u2019s a wide variety of ideas here,\u201d O\u2019Brien told KTAR News 92.3 FM. \u201cIt is all of them working together that will help us get out of this hole.\u201d<\/p>\n<p>Vice mayor shares plans for Phoenix housing solutions<\/p>\n<p>O\u2019Brien said she wants to create a completely new plan for housing in Phoenix. Here are some of her goals:<\/p>\n<ul>\n<li>Advocating for a state law requiring cities to invest in homeless services.<\/li>\n<li>Banning source-of-income discrimination statewide.<\/li>\n<li>Increasing the Phoenix City Council vote threshold to deny affordable housing projects.<\/li>\n<li>Reducing the liability window developers face when building condominium projects.<\/li>\n<li>Improving communication between city, county and industry leaders.<\/li>\n<li>Studying the use of AI in city planning.<\/li>\n<li>Considering city-owned sites that could be used for housing.<\/li>\n<\/ul>\n<p>Overall, the proposal builds on Phoenix\u2019s \u201c<a href=\"https:\/\/www.phoenix.gov\/administration\/departments\/housing\/housing-phoenix-plan.html\" target=\"_blank\" rel=\"noopener nofollow\">Housing Phoenix Plan<\/a>,\u201d which launched in 2020 with a goal of creating or preserving 50,000 homes by 2030. Phoenix reached that milestone toward the end of last year.<\/p>\n<p>\u201cTo build on Phoenix\u2019s housing plan, we need ideas that are local, regional and statewide to ensure we have housing for the people who live and work here,\u201d O\u2019Brien said.<\/p>\n<p>Leaders need help finding Phoenix housing solutions, she says<\/p>\n<p>In 2022, the Department of Housing in 2022 reported that Arizona had a\u00a0<a href=\"https:\/\/housing.az.gov\/sites\/default\/files\/PRESS-Governor-signs-HB2610-paving-way-for-more-affordable-housing.pdf\" target=\"_blank\" rel=\"noopener nofollow\">270,000-unit housing shortage<\/a>.<\/p>\n<p>O\u2019Brien said Phoenix alone can\u2019t solve that shortage, which is why she\u2019s advocating for a state law requiring cities to invest in homeless services proportionate to their population.<\/p>\n<p>\u201cIt\u2019s important for all of the cities to have a stake in helping their residents,\u201d she said.<\/p>\n<p>Her proposal also calls for implementing state laws modeled after successful policies in other states, such as Florida\u2019s Live Local Act, which makes it easier to build multi-family housing in areas not currently zoned for it, while California\u2019s speeds up permitting for small housing projects.<\/p>\n<p>\u201cWhen you have areas where you\u2019re cutting out some of the red tape, it gets houses to the market quicker,\u201d O\u2019Brien said.<\/p>\n<p>The full plan includes many other ideas, which <a href=\"https:\/\/www.phoenix.gov\/content\/dam\/phoenix\/district1site\/documents\/D1_Housing%20Solutions%20Proposal.pdf\" target=\"_blank\" rel=\"noopener nofollow\">can be read in detail here<\/a>.<\/p>\n<p><a class=\"twitter-follow-button\" href=\"https:\/\/twitter.com\/balin_om\" data-show-count=\"false\" rel=\"noopener nofollow\" target=\"_blank\">Follow @balin_om<\/a><\/p>\n<p>We want to hear from you.<\/p>\n<p style=\"margin-top: 0px;\">Have a story idea or tip?
