{"id":160289,"date":"2025-08-20T05:23:09","date_gmt":"2025-08-20T05:23:09","guid":{"rendered":"https:\/\/www.europesays.com\/us\/160289\/"},"modified":"2025-08-20T05:23:09","modified_gmt":"2025-08-20T05:23:09","slug":"how-many-san-antonio-police-officers-can-the-city-afford-in-its-2026-budget","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/160289\/","title":{"rendered":"How many San Antonio police officers can the city afford in its 2026 budget?"},"content":{"rendered":"<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\"><strong>SAN ANTONIO<\/strong> \u2013 Even in a cash-strapped year, some San Antonio council members say the city needs to dig into its pockets to pay for more police officers.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">As the city council begins to work through a $4 billion spending plan, policing was an early point of focus in a Tuesday work session. The proposed budget for fiscal year 2026 includes 25 new patrol officers among the San Antonio Police Department\u2019s 2,893 uniformed positions.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">However, a group of North and Northwest Side council members says it\u2019s still not enough.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWe can make sure that we get to the 65 officers that was the plan,\u201d said Councilman Marc Whyte (D10). \u201cWe can make sure that we do that ourselves through the general fund right now.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Whyte was one of four council members who signed a memo asking staff for \u201cat least\u201d 65 additional patrol officers in the upcoming year. Councilwoman Marina Alderete Gavito (D7), Councilwoman Ivalis Meza Gonzalez (D8) and Councilwoman Misty Spears (D9) also signed on.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Since 2023, the city has been trying to add 360 patrol officers over the course of three to five years. According to a <a href=\"https:\/\/www.ksat.com\/news\/local\/2023\/04\/07\/san-antonio-considers-adding-hundreds-of-new-police-officers\/\" target=\"_blank\" rel=\"noopener\">staffing analysis<\/a>, the additional officers would allow patrol officers to spend 40% of their time responding to calls and 60% doing \u201cproactive\u201d policing, like checking on regular trouble spots, traffic enforcement, or patrolling for car burglars.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cMy district is screaming at me for this,\u201c Spears told SAPD Chief William McManus at Tuesday\u2019s meeting. \u201dThey need it. We are not a walkable district. It is driving. Y\u2019all being around impacts speeding, street racing, thefts, everything.&#8221;<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The city has already added 100 patrol positions in FY 2024 and plans to add another 65 in FY 2025.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">At one point, city staff had planned for another 65 in FY 2026, but a yawning budget deficit prompted them to scale back their plans.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">The city is <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/14\/facing-deficit-concerns-san-antonio-city-council-to-discuss-draft-budget\/\" target=\"_blank\" rel=\"noopener\">trying to close a $173 million hole<\/a> in its general fund \u2014 essentially the city\u2019s checking account that covers most city services \u2014 over the next two years.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">When city staff first presented a \u201c<a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/06\/28\/what-does-san-antonio-need-least-city-needs-budget-cuts-no-matter-what-we-do\/\" target=\"_blank\" rel=\"noopener\">trial budget<\/a>\u201d to council members in June, they didn\u2019t include any new patrol officers. But after council pushback, they included 25 in the budget proposal they presented to council members on <a href=\"https:\/\/www.ksat.com\/news\/local\/2025\/08\/14\/facing-deficit-concerns-san-antonio-city-council-to-discuss-draft-budget\/\" target=\"_blank\" rel=\"noopener\">Aug. 14<\/a>.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Adding 40 officers to the budget would cost $2.1 million in FY 2026 and $5.9 million in FY 2027.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">It\u2019s not clear where the money would come from, though Whyte has suggested dipping into money meant to help keep a low-barrier homeless shelter open an extra year.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Not everyone on the council is convinced that more officers are the answer.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cWhen we add another police officer, we have to remember that we\u2019re beholden to salary increases mandated by the CBA (police union contract), right?\u201d said Councilman Leo Castillo-Anguiano (D2). \u201cAnd also enough police cars and equipment for each officer. And believe it or not, researchers have observed diminishing returns when we add more and more police officers to the force.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">He suggested addressing the root causes of crime, such as adding more lighting, as an alternative to more officers.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">SAPD\u2019s $630 million budget is, by far, the largest within the city\u2019s $1.69 billion general fund.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Councilman Edward Mungia (D4) asked McManus whether adding officers to the multi-disciplinary mental health team, SA CORE, or the popular community policing SAFFE units could help drive down the number of calls officers have to respond to.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">McManus said those units help reduce the number of eventual calls, but he did not know what the exact effects would be.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">Answering questions from Whyte during the meeting, McManus said having more proactive policing time would hopefully deter more crime and agreed that the quicker SAPD could get to 360 patrol officers, the better.<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">But as the meeting neared its end, Mayor Gina Ortiz Jones questioned \u201cthis assumption of more cops, faster.\u201d<\/p>\n<p class=\"dist__Box-sc-1fnzlkn-0 dist__TextBase-sc-1fnzlkn-3 bYFsJw cuqaEv article-text\">\u201cThe assumption of that is that the things that are defunded in the course of getting there faster are not in fact increasing things that are making our community less safe, right?
