And those stories have led to a cottage industry of people coming up with theories about why it\u2019s happening.\u00a0<\/p>\n<p>In his newest Learning Curve, he examines two of the theories.\u00a0<\/p>\n<p>Theory one: Students are going to private school and home school. That\u2019s happening, Jakob found, but it doesn\u2019t come close to explaining the overall numbers.\u00a0<\/p>\n<p>Theory two: Students are leaving to go to higher-performing districts. One study found that roadway pollution increases \u201cthe risk of multiple health conditions, including cardiovascular, respiratory and reproductive conditions for people who live within 500 to 600 feet of a freeway,\u201d KPBS reports.\u00a0<\/p>\n<p>The new story is part of our series In Whose Backyard. (Union-Tribune)<\/li>\n<li><a href=\"https:\/\/www.cbs8.com\/article\/news\/local\/national-city-renters-rally-for-stronger-tenant-protections\/509-d531d02e-0695-4fbf-a858-0c8cc7467ade\" rel=\"nofollow noopener\" target=\"_blank\">The renters are rising up.<\/a> Dozens of National City residents took to the streets Tuesday to rally for a lower rent cap and to put protections in place against tenant harassment. (CBS 8)<\/li>\n<li>After more than 30 years of sitting (not-so) pretty, a settlement has ordered that something be done about the California Theatre. The site\u2019s <a href=\"https:\/\/www.sandiegouniontribune.com\/2025\/08\/20\/decaying-california-theatre-must-be-sold-or-demolished\/\" rel=\"nofollow noopener\" target=\"_blank\">bankrupt owner must either demolish or sell <\/a>the property by the end of 2026. Locals and marine activists are raising alarm after officials in both the United States and Mexico have made note of the rising number of beached whales.
