{"id":165005,"date":"2025-08-21T23:23:11","date_gmt":"2025-08-21T23:23:11","guid":{"rendered":"https:\/\/www.europesays.com\/us\/165005\/"},"modified":"2025-08-21T23:23:11","modified_gmt":"2025-08-21T23:23:11","slug":"public-private-partnership-to-expand-high-speed-internet-in-northern-richland-county","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/165005\/","title":{"rendered":"Public-private partnership to expand high-speed internet in northern Richland County"},"content":{"rendered":"<p>SHELBY \u2014 More than 200 people in northern Richland County could have access to new or improved high-speed internet by the end of next year.<\/p>\n<p>That access is the result of a public-private partnership between Spectrum and state and local government officials.<\/p>\n<p>Brian Young, director of government affairs for Charter Communications, said Spectrum is working to expand its services to around 244 previously unserved or underserved homes and small businesses.<\/p>\n<p>Customers will be able to access its internet, mobile, TV and voice services as a result.<\/p>\n<p>The beneficiaries will primarily be township residents in northern Richland County, Young said.<\/p>\n<p>\u201cIt\u2019s a significant investment by Charter Communications\/Spectrum, but also it\u2019s been a great partnership with the state of Ohio through BroadbandOhio and the local county commissioners,\u201d Young said.<\/p>\n<p>Project began three years ago with state grant application<\/p>\n<p>While Spectrum and local officials celebrated the expansion with a brief ceremony Thursday at the Black Fork Commons in Shelby, the project has actually been in the works for about three years.<\/p>\n<p>The project is being funded through a combination of funds, including a contribution of $2 million in American Rescue Plan Act dollars from the Richland County Commissioners.<\/p>\n<p>Spectrum invested $3.9 million in the project (including in-kind spending). <\/p>\n<p>The remaining $2.18 million came from the state\u2019s <a href=\"https:\/\/broadband.ohio.gov\/grant-opportunities\/broadband-expansion\/orbeg\" target=\"_blank\" rel=\"noopener\">Ohio Residential Broadband Expansion Grant Program<\/a> (ORBEG), which was allocated about three years ago. <\/p>\n<p>\u201cThe access to reliable high-speed internet for education systems, our health care systems and commercial enterprises is key,\u201d said Richland County Commissioner Tony Vero. \u201cYou can\u2019t function in today\u2019s day and age without reliable internet.\u201d<\/p>\n<p>Young said the contribution from commissioners made Richland County\u2019s application for ORBEG dollars more competitive.<\/p>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"780\" height=\"520\" data-attachment-id=\"940243\" data-permalink=\"https:\/\/www.richlandsource.com\/2025\/08\/21\/public-private-partnership-to-expand-high-speed-internet-in-northern-richland-county\/img_3673-2\/\" data-orig-file=\"https:\/\/i0.wp.com\/newspack-richlandsource.s3.amazonaws.com\/wp-content\/uploads\/2025\/08\/IMG_3673-scaled.jpg?fit=2560%2C1707&amp;ssl=1\" data-orig-size=\"2560,1707\" data-comments-opened=\"0\" data-image-meta=\"{&quot;aperture&quot;:&quot;3.2&quot;,&quot;credit&quot;:&quot;&quot;,&quot;camera&quot;:&quot;Canon EOS R6m2&quot;,&quot;caption&quot;:&quot;&quot;,&quot;created_timestamp&quot;:&quot;1755781543&quot;,&quot;copyright&quot;:&quot;&quot;,&quot;focal_length&quot;:&quot;70&quot;,&quot;iso&quot;:&quot;100&quot;,&quot;shutter_speed&quot;:&quot;0.00625&quot;,&quot;title&quot;:&quot;&quot;,&quot;orientation&quot;:&quot;1&quot;}\" data-image-title=\"Tony Vero\" data-image-description=\"\" data-image-caption=\"\" data-medium-file=\"https:\/\/i0.wp.com\/newspack-richlandsource.s3.amazonaws.com\/wp-content\/uploads\/2025\/08\/IMG_3673-scaled.jpg?fit=300%2C200&amp;ssl=1\" data-large-file=\"https:\/\/i0.wp.com\/newspack-richlandsource.s3.amazonaws.com\/wp-content\/uploads\/2025\/08\/IMG_3673-scaled.jpg?fit=780%2C520&amp;ssl=1\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/IMG_3673-1024x683.jpg\" alt=\"\" class=\"wp-image-940243\"  \/><strong>Richland County Commissioner Tony Vero speaks at a ribbon cutting Thursday at Black Fork<\/strong> <strong>Commons.<\/strong> Credit: Katie Ellington Serrao<\/p>\n<p>\u201cRichland County was really one of the few non-Appalachian counties that received money during the first round of funding,\u201d Young said.<\/p>\n<p>The company\u2019s focus on northern Richland County is part of a multi-year, $7 billion rural construction initiative impacting 1.75 million homes and businesses across 41 states, he said. It should be finished by the end of 2026, but Young estimated about 20 percent of customers in the new service area already have the infrastructure in place to access services.<\/p>\n<p>\u201cThere\u2019s a lot of projects going around in the state and we\u2019re really pleased and proud to be able to be continuing to expand out into these areas that either don\u2019t have service or have really poor current service,\u201d Young said.<\/p>\n<p>Project coincides with a statewide expansion along Route 30<\/p>\n<p>The Spectrum expansion isn\u2019t the only effort bringing more high-speed internet to Richland County.<\/p>\n<p>Earlier this year, <a href=\"https:\/\/www.richlandsource.com\/2025\/07\/01\/high-speed-access-20-million-for-u-s-30-broadband-project-included-in-new-state-budget\/\" target=\"_blank\" rel=\"noopener\">local leaders announced a $20 million project to increase broadband internet access in the area surrounding U.S. 30<\/a> \u2014 funded by the state\u2019s most recent biennium budget.<\/p>\n<p>The idea was spurred by Dorey Diab, president of North Central State College, and supported in the Statehouse by Rep. Marilyn John of Shelby.<\/p>\n<p>Availability of high-speed internet goes beyond residential convenience. The expansion may include a point-of-presence near or on the Ohio National Guard\u2019s 179th Cyberspace Wing in Mansfield.<\/p>\n<p>The U.S. 30 plan would include a point-of-presence near or on the 179th Cyberspace Wing.<\/p>\n<p>A point-of-presence (POP) is a point or physical location where two or more networks or communication devices build a connection from one place to the rest of the internet.<\/p>\n<p>OANG Col. Marilyn John speaks about efforts to boost broadband in rural Ohio.<\/strong> Credit: Katie Ellington Serrao<\/p>\n<p>\u201cWe\u2019re going to require numerous networks,\u201d Hesterman said. \u201cMostly everything will be unclassified, but we\u2019ll also have classified or encrypted networks going through that broadband backbone as well.<\/p>\n<p>\u201cTo be able to get the most capabilities as close to the installation as possible is absolutely key.\u201d<\/p>\n<p>A quick connection is also crucial for business recruitment. <\/p>\n<p>\u201cWe\u2019re in conversations now with other companies that are interested in being in that same area, interested in very large internet connections that need a lot of broadband, a lot of bandwidth and a lot of speed,\u201d Barrett Thomas, head of economic development for the Richland Area Chamber, said in 2024.<\/p>\n<p>\u201c(The broadband expansion project) will certainly be a tool that helps us say, \u2018This is the right place to be, instead of any of the other 10 places you\u2019re looking. They had families, they had children in school and they had nothing else available to them.<\/p>\n<p>\u201cAll the elected officials here have been to different meetings \u2014 we\u2019ve been to township trustee meetings where residents have shared with us their frustration in not having better internet service in some of the locations around Richland County,\u201d John said.<\/p>\n<p>\u201cThis is really a celebration of what we can do when we come together as a team.
