Gavin Newsom\u2019s drive to <a href=\"https:\/\/calmatters.org\/politics\/2025\/08\/california-redistricting-vote\/\" target=\"_blank\" rel=\"noopener\">rearrange California\u2019s congressional districts<\/a> in order to counter a pro-Republican gerrymander in Texas, there are several other pithy issues to resolve and just three weeks remaining in the legislative session.<\/p>\n<p>They include a new effort to <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260sb79\" target=\"_blank\" rel=\"noopener\">jumpstart housing construction<\/a>, whether California should <a href=\"https:\/\/calmatters.digitaldemocracy.org\/bills\/ca_202520260sb540\" target=\"_blank\" rel=\"noopener\">merge its electrical power grid<\/a> with those of other Western states, <a href=\"https:\/\/calmatters.org\/economy\/technology\/2025\/03\/ai-regulation-after-trump-election\/\" target=\"_blank\" rel=\"noopener\">regulation of artificial intelligence<\/a> and renewal of the state\u2019s <a href=\"https:\/\/senv.senate.ca.gov\/system\/files\/2025-05\/cap-and-trade-reauthorization-backgrounder-final.pdf\" target=\"_blank\" rel=\"noopener\">cap and trade program<\/a> for reducing emissions of greenhouse gases.<\/p>\n<p>All are fraught with political conflict, but those of cap and trade are particularly complex.<\/p>\n<p>Each quarter, the state Air Resources Board auctions emission permits with proceeds being used, at least in theory, to reduce greenhouse gases. The program is due to end in 2030 and <a href=\"https:\/\/calmatters.org\/environment\/climate-change\/2025\/05\/california-governor-climate-budget-cap-trade-high-speed-rail\/\" target=\"_blank\" rel=\"noopener\">Newsom wants to renew it<\/a> for an additional 15 years, albeit with some tweaks.<\/p>\n<p>The issue\u2019s macro-politics are that while gas-emitting industries and business groups <a href=\"https:\/\/subscriber.politicopro.com\/article\/2025\/08\/from-phillips-66-to-ikea-businesses-write-in-support-of-cap-and-trade-00515759\" target=\"_blank\" rel=\"noreferrer noopener\">favor its renewal<\/a> as a predictable way of meeting emission reduction goals, environmental groups see it as <a href=\"https:\/\/www.stopgaslightingca.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">business buying exemptions from pollution<\/a>. They would prefer direct company-by-company regulation.<\/p>\n<p>Within that conflict are other issues, such as steadily dropping proceeds from the emission auctions, which emitters with vital products should be given permits without cost, and how auction revenues should be spent.<\/p>\n<p>Newsom wants the program to be renamed \u201ccap and invest.\u201d In the <a href=\"https:\/\/ebudget.ca.gov\/2025-26\/pdf\/Enacted\/BudgetSummary\/ClimateChangeandEnvironment.pdf\" target=\"_blank\" rel=\"noopener\">state budget he signed in June<\/a>, it declared the establishment of \u201ca stable and predictable price on carbon pollution to drive deeper investments in carbon reduction and clean technologies.\u201d<\/p>\n<p>However, the more than $30 billion generated by the auctions to date are not always being spent on effective emission reduction programs. If you want to hear from them, share your email.\u00a0<\/li>\n<\/ol>\n<p><img loading=\"lazy\" data-recalc-dims=\"1\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/www.europesays.com\/us\/wp-content\/uploads\/2025\/08\/CA-Voices-rounded-corners-1.png\" alt=\"\" class=\"wp-image-460664\"  \/><\/p>\n<p>For instance, Newsom wants to keep setting aside at least $1 billion a year in auction funds to keep the state\u2019s <a href=\"https:\/\/calmatters.org\/commentary\/2025\/02\/high-speed-rail-trump-train\/\" target=\"_blank\" rel=\"noopener\">much-troubled bullet train project<\/a> alive. In theory, electric-powered trains would reduce carbon emissions by replacing auto and airline travel, but the data behind that rationale are shaky.<\/p>\n<p>By the state\u2019s own projections several years ago, a fully constructed north-south system would <a href=\"https:\/\/hsr.ca.gov\/wp-content\/uploads\/2021\/10\/BLA_App3.2-A_FEIREIS_Sept2021.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">reduce auto travel by 16.3 million vehicle-miles<\/a> each day. That sounds impressive but is just shy of 2% of the nearly one billion miles Californians drive each day. Meanwhile, bullet train construction itself is emitting carbon.<\/p>\n<p>Newsom also wants auction funds to pay for fighting the state\u2019s many wildfires, which are major sources of pollution. It would relieve the general fund budget of that burden, but would do little or nothing to prevent those fires.<\/p>\n<p>One of the biggest issues, at least politically, is the impact on Californians\u2019 living costs. It\u2019s well-established that emitters pass on their costs as higher prices \u2014 <a href=\"https:\/\/lao.ca.gov\/Publications\/Report\/5042\" target=\"_blank\" rel=\"noreferrer noopener\">23 cents per gallon of gasoline<\/a>, the Legislative Analyst\u2019s Office has calculated.<\/p>\n<p>Chevron executive Andy Walz told a Public Policy Institute of California forum on the issue Thursday that refiners consider cap-and-trade costs as a major factor in deciding whether to continue operating in the state. California once had dozens of refineries but only nine remain and two of them have announced closure plans.
