Faubert is an economist at the Montreal Economic Institute.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In Quebec, lavish government subsidies have become a way of life, a reflex, a fait accompli if you will. That\u2019s why no one bats an eye when new multibillion-dollar cheques are doled out to favoured companies.<\/p>\n<p class=\"c-article-body__text text-pr-5\">So entrenched is this practice that subsidies to corporations and businesses have earned Quebec the unenviable title of \u201cChampion of subsidies.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Quebec far out-subsidizes all other provinces in Canada. From 2007 to 2019 \u2013 well before the pandemic \u2013 Quebec\u2019s total provincial subsidies stood at <a href=\"https:\/\/www.fraserinstitute.org\/studies\/cost-of-business-subsidies-in-canada-updated-edition\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.fraserinstitute.org\/studies\/cost-of-business-subsidies-in-canada-updated-edition\">$87.8-billion<\/a>. Ontario, by no means shy about subsidies itself, came in second at <a href=\"https:\/\/www.fraserinstitute.org\/studies\/cost-of-business-subsidies-in-canada-updated-edition\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.fraserinstitute.org\/studies\/cost-of-business-subsidies-in-canada-updated-edition\">$80.8-billion<\/a>, though given its larger population, one might have expected it to be first. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But other provinces pale in comparison. In British Columbia, provincial subsidies over the same period totalled <a href=\"https:\/\/www.fraserinstitute.org\/studies\/cost-of-business-subsidies-in-canada-updated-edition\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.fraserinstitute.org\/studies\/cost-of-business-subsidies-in-canada-updated-edition\">$25.1-billion<\/a>, while Alberta\u2019s reached <a href=\"https:\/\/www.fraserinstitute.org\/studies\/cost-of-business-subsidies-in-canada-updated-edition\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.fraserinstitute.org\/studies\/cost-of-business-subsidies-in-canada-updated-edition\">$24.5-billion<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s clear the Quebec government has convinced itself this is the best way to attract businesses. The thinking seems to be: why not sweeten the pot by signalling to companies that they do not have to go it alone \u2013 the taxpayer will share the risk. This mindset is especially apparent in recent announcements in the electric-vehicle sector.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-lion-electric-set-for-revival-under-new-owners\/\" target=\"_blank\" rel=\"noopener\">Lion Electric set to be acquired by consortium of Quebec investors<\/a><\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/international-business\/article-swedish-ev-battery-maker-northvolt-files-for-bankruptcy-putting-quebec\/\" target=\"_blank\" rel=\"noopener\">Swedish EV battery maker Northvolt files for bankruptcy, putting Quebec plant plans in doubt<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">A few years ago, the provincial government set out to make Quebec a leader in electric-vehicle and EV battery manufacturing, and began subsidizing companies.<\/p>\n<p class=\"c-article-body__text text-pr-5\">With the United States taking an aggressive approach to green energy and electric-vehicle manufacturing, then-president Joe Biden pledged billions of dollars in subsidies through the Inflation Reduction Act. But Quebec would not let itself be outdone.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The most high-profile example is Northvolt. This Swedish company, which specialized in developing and manufacturing batteries for electric vehicles, received a pledge of more than <a href=\"https:\/\/www.journaldemontreal.com\/2024\/09\/21\/northvolt--710-millions--dargent-public-a-risque\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.journaldemontreal.com\/2024\/09\/21\/northvolt--710-millions--dargent-public-a-risque\">$710-million<\/a> from the Legault government to set up operations in Quebec.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Recently, however, Northvolt declared <a href=\"https:\/\/www.theglobeandmail.com\/business\/international-business\/article-swedish-ev-battery-maker-northvolt-files-for-bankruptcy-putting-quebec\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/international-business\/article-swedish-ev-battery-maker-northvolt-files-for-bankruptcy-putting-quebec\/\">bankruptcy<\/a> and announced it would wind down its operations in Sweden. It remains unclear how these difficulties will impact its Quebec plans, though the company maintains that its Canadian project is still on track.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Another example is Lion Electric Co. <a href=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/LEV-N\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/investing\/markets\/stocks\/LEV-N\/\">LEV-N<\/a>, a manufacturer of electric buses based in Saint-J\u00e9r\u00f4me. The company received $200-million of Quebec taxpayer money before filing for <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/lion-electric-creditor-protection-layoffs-1.7412323\" rel=\"noopener\" target=\"_blank\">creditor protection<\/a> in December, 2024 \u2013 another bad horse our government bet on. Seeing the writing on the wall, Economy Minister Christine Fr\u00e9chette announced last month that the government <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-quebec-government-says-it-wont-invest-more-public-money-in-lion\/\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-quebec-government-says-it-wont-invest-more-public-money-in-lion\/\">would not reinvest<\/a> more money into the company.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In 2024 alone, Quebec is estimated to have lost more than <a href=\"https:\/\/www.journaldemontreal.com\/2025\/04\/14\/aide-aux-entreprises-quebec-a-perdu-au-moins-515-m-lan-dernier\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/www.journaldemontreal.com\/2025\/04\/14\/aide-aux-entreprises-quebec-a-perdu-au-moins-515-m-lan-dernier\">$515-million<\/a> subsidizing companies that are now insolvent. <\/p>\n<p class=\"c-article-body__text text-pr-5\">It\u2019s bad enough that these subsidies often fail, leaving taxpayers with nothing to show for their politicians\u2019 profligacy, but sustaining this level of government intervention also of course requires higher taxes \u2013 including corporate taxes. Robbing Peter to pay Paul is not a winning economic strategy.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Between 2018 and 2023, subsidies to private companies accounted for the equivalent of 59.8 per cent of corporate tax revenues. <\/p>\n<p class=\"c-article-body__text text-pr-5\">In 2023-24, the government collected <a href=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/adm\/min\/finances\/publications-adm\/Comptes-publics\/FR\/CPTFR_vol1-2023-2024.pdf\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/adm\/min\/finances\/publications-adm\/Comptes-publics\/FR\/CPTFR_vol1-2023-2024.pdf\">$11.4-billion<\/a> in corporate tax revenue while it paid out <a href=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/adm\/min\/finances\/publications-adm\/Comptes-publics\/FR\/CPTFR_vol1-2023-2024.pdf\" target=\"_self\" rel=\"noopener\" title=\"https:\/\/cdn-contenu.quebec.ca\/cdn-contenu\/adm\/min\/finances\/publications-adm\/Comptes-publics\/FR\/CPTFR_vol1-2023-2024.pdf\">$7.8-billion<\/a> in subsidies in 2023. That means that essentially, more than 70 per cent of corporate tax revenues were redistributed as subsidies in a single year.<\/p>\n<p class=\"c-article-body__text text-pr-5\">We don\u2019t have to continue down this road.<\/p>\n<p class=\"c-article-body__text text-pr-5\">A better strategy would be to attract investment by reducing the corporate tax rate \u2013 and there is a painless way to do it. If the Quebec government eliminated corporate subsidies and used the savings generated to lower the provincial corporate tax rate, the result would be sustainable and would put an end to subsidy tourism. Companies would come, and they would stay.<\/p>\n<p class=\"c-article-body__text text-pr-5\">How attractive could we become?
