{"id":174053,"date":"2025-08-25T10:10:12","date_gmt":"2025-08-25T10:10:12","guid":{"rendered":"https:\/\/www.europesays.com\/us\/174053\/"},"modified":"2025-08-25T10:10:12","modified_gmt":"2025-08-25T10:10:12","slug":"morning-report-county-dems-are-so-close-to-tapping-reservesand-yet-so-far","status":"publish","type":"post","link":"https:\/\/www.europesays.com\/us\/174053\/","title":{"rendered":"Morning Report: County Dems Are So Close to Tapping Reserves\u2026And Yet So Far"},"content":{"rendered":"<p>Fresh off an election that handed them a majority, Democrats on the San Diego County Board of Supervisors will vote Tuesday on a long-held dream: Tapping the county\u2019s emergency bank account to cushion the blow of federal budget cuts.<\/p>\n<p><strong>There\u2019s just one thing:<\/strong> Democrats have the votes to change the county\u2019s reserve policy. But they need at least one Republican vote to access the cash,<\/p>\n<p>Our Lisa Halverstadt dug into the fine print and discovered state law requires at least four votes to draw down county reserves outside the county\u2019s normal annual budget process.<\/p>\n<p>Neither of the Board\u2019s two Republicans responded to Halverstadt\u2019s requests for comment on how they might vote.<\/p>\n<p>Odds don\u2019t favor a yes. Desmond already expressed opposition to the reserves plan. And Anderson has shown no love either, though he\u2019s supported county efforts to assess the potential impacts of federal cuts.<\/p>\n<p>Democratic Supervisor Monica Montgomery Steppe, one of the plan\u2019s architects, said Dems will plow ahead despite the risk of Republican opposition.<\/p>\n<p><a href=\"https:\/\/voiceofsandiego.org\/2025\/08\/22\/county-dems-will-need-a-republican-vote-to-respond-to-federal-cuts\/\" rel=\"nofollow noopener\" target=\"_blank\"><strong>Read the full story here.\u00a0<\/strong><\/a><\/p>\n<p>Podcast: Peters Dishes on Fletcher Scandal, Redistricting and La Jolla Secession<\/p>\n<p>We had U.S. Rep. Scott Peters <a href=\"https:\/\/voiceofsandiego.org\/vosd-podcast\/\" rel=\"nofollow noopener\" target=\"_blank\">on the podcast Friday<\/a>. He had a lot to say about the case against former County Supervisor Nathan Fletcher that a judge recently dismissed. <\/p>\n<p>\u201cI think he was really wronged by this woman,\u201d the congressman said of Fletcher and Fletcher\u2019s accuser, Grecia Figueroa. <\/p>\n<p><strong>On redistricting<\/strong>: Last week, the state Legislature and Gov. Gavin Newsom agreed to to ask voters to approve a new map for congressional districts, including the one Peters represents. For 20 years, California has let an independent commission do that job. <\/p>\n<p>\u201cIt\u2019s a terrible thing to do, and we absolutely have to do it,\u201d Peters said. It\u2019s important for Democrats, he said, to do everything they can to provide a check on Trump.<\/p>\n<p><strong>On La Jolla:<\/strong> Peters\u2019 longtime Chief of Staff MaryAnne Pintar was one of the people who signed the petition to push for independence for La Jolla from the city of San Diego. So where\u2019s he?<\/p>\n<p>\u201cI\u2019m not gonna get in the way of them making the case. I think they should do their study,\u201d Peters said. The petition provoked the Local Agency Formation Commission to commission a study of what the cost of secession would be and what \u201calimony\u201d La Jolla may have to pay to make it right for San Diego.<\/p>\n<p>We discussed more: immigration enforcement, the future of the Democratic Party and more.
